This paper is derived from the results of research that seeks to elevate the values of Sundanese cultural wisdom in environment conservation efforts by building a model of environmental law with religious empowerment-based cosmic Watershed (DAS) based on the conception of Sundanese culture. This model emphasizes deemed necessary because the relationship between justice and ecological balance and social justice, equality and better accommodate a balance between social welfare and environmental harmony.It is also illustrated how human interaction with the environment with the objective picture of rural communities in implementing value if Ciomas ancestral cultural values in environment conservation efforts and how to implement the values of the Sundanese cultural wisdom in the formulation development of environmental law in Indonesia to be more characteristic of Indonesia.
Sejak manusia membentuk masyarakat maka terdapatlah hubungan antara masyarakat dengan sumber daya alamnya. Di Indonesia, hubungan antara masyarakat adat dengan sumber daya alam dimulai dari adanya hubungan antara masyarakat dengan tanah bersama. Munculnya perdebatan atau bahkan adanya ketegangan-ketegangan baik dalam ranah akademik maupun dalam pola relasi antara masyarakat dengan Negara yang selalu tak dapat dielakan adalah ketika membicarakan tentang hak-hak masyarakat adat dalam pengelolaan sumber daya alam. Hal ini terjadi karena beberapa hal misalnya menyangkut tentang asset yang kemudian berimplikasi secara ekonomi.Demikianpun juga ketegangan ini muncul karena seringkali posisi Negara secara serta merta mengambil alih pengelolaan sumber daya alam dengan dalil untuk kesejahteraan masyarakat tanpa diikuti dengan adanya relasi sosial dan hukum yang berprisip kepada saling menguntungkan dan jarang sekali memperhartikan aspek kearifan lokal yang hidup ditengah-tengah masyarakat. Penelitian ini dilakukan dengan menggunakan metode pendekatan yuridis normatif dan metode penilitian ini bersifat diskriptif analisis. Hak masyarakat adat Ciomas dalam pengelolaan sumber daya alam yaitu diterapkan dalam hal daerah yang disebut dengan Leuweung Larangan,Leuweung Tutupan,Kawasan Baladahan. Since humans form a society there is a relationship berween society an human resources. In Indonesia the relationship between indigenous peoples with natural resourses ranging from the relationship between society the community, the land together. The emergence of debate or ever the existence of tensions both in the academic domain and in the pattern of relations between communities and countries that can always be avoided is whe discussing talking avout the rights of indigenous peoples in the managing of natural resourses.This happens because of some things, for example, about assets that then have economic implications, as well as this tensions arise because often state positions instantly take over the management of natural resources under the pretext for the welfare of the community without the presence of a principled social and legal relationship to mutual benefit and rarely pay attention to the aspect of local wisdom living in the community. This research is done by using normative juridical approach and this research method is descriptive analysis. The rights of indigenous community of ciomas in the framework of the management of natural resources are applied in terms of areas called forhouses of forests, cover forest, bald area.
K erusakan lingkungan hidup telah menimbulkan kerugian bagi kehidupan manusia dan makhluk hidup lainnya. Perlu adanya upaya konkret dan berkelanjutan dalam mencegah dan mengatasi kerusakan lingkungan hidup yang terjadi, konsep gerakan sosial dan pemberdayaan hukum menjadi penting, lantas bagaimana konsep pemberdayaan hukum dalam konteks pelestarian fungsi lingkungan hidup, bagaimana gerakan sosial yang dilakukan dalam upaya pelestarian fungsi lingkungan hidup; dan bagaimana kosep Patanjala digunakan sebagai metode untuk pelestarian fungsi lingkungan hidup. Metode penelitian ini menggunakan metode penelitian hukum partisipatoris yaitu penelitian hukum dimana peneliti terlibat dengan masyarakatnya. Data yang dikumpulkan berupa data primer melalui teknik observasi lapangan, partisipasi obervasi, survey, telaah literatur atau telaah dokumen, wawancara yang sesuai dengan kebutuhan penelitian. Pemeriksaan kaabsahan data dalam penelitian ini dilakukan dengan cara triangulasi data, penyelidikan, teori dan metodologi. Gerakan sosial merupakan agen perubah (agent of change) yang dapat membantu pemerintah dalam upaya perlindungan dan pengelolaan lingkungan hidup. Konsep gerakan sosial berbasis Kearifan Budaya Sunda (KBS) dengan metode Patanjala, menjadi satu alternatif dalam upaya pemberdayaan hukum. Metode Patanjala digunakan dalam pelestarian fungsi lingkungan hidup, karena metode ini mengacu pada konsep kealamsemestaan (religius kosmik) sehingga aktivitas yang dilakukan sangat sesuai dengan hukum alamnya.

This research was conducted using the Normative Juridical Law Research method, this research was conducted using secondary data, which is divided into primary, secondary and tertiary legal materials. What will be examined in this research is related to the validity of the sale and purchase of land which is only proven by the receipt, the validity of the sale and purchase deed of land made by Land Titles Registrar without the seller, and the implementation of the sale and purchase deed by the Land Deed Making Official on land without a seller in Decision Number 256 / PDT. G / 2019 / PN Ckr.
