The COVID-19 pandemic has further highlighted the deep digital divide in Mexico and the enormous challenge faced by its education system in continuing to educate the country's students while under confinement. The objective of this article was to examine the determinants of internet acces s, use and productive uses for school-age children in households of different socioeconomic levels. The Heckman selection model was estimated based on data taken from the Encuesta Nacional sobre Disponibilidad y Uso de Tecnologías de la Información en los Hogares (ENDUTIH or National Survey on the Availability and Use of Information Technologies in the Household) 2018. The results obtained show that the probability of having children internet accessing and usage patterns (homework, courses, and blogs) depends on level of schooling, economic status, digital skills, and place of residence, as well as the presence of electronic devices and infomediaries in the household. These findings suggest the urgent need to redesign current ICT policy with a long-term integrated vision that guarantees access to ICTs and their productive use for students immersed in an ecosystem of educational innovation for the XXI century.
En este artículo se analizan los cambios en el mercado laboral rural en México, mediante la identificación de las fuentes principales de empleo e ingreso de los hogares rurales para el periodo 2002-2007. El análisis cuantitativo se basa en datos panel de la Encuesta nacional a hogares rurales de México; los resultados confirman que la industria, el comercio y los servicios son la mayor fuente de ingreso del sector rural. Estos hallazgos constatan las proyecciones señaladas por la literatura respecto a la pérdida de relevancia del sector agropecuario como generador de ingreso, que detonen el desarrollo de las comunidades rurales mexicanas. La falta de agrupación de los hogares por estrato de ingreso fue una limitación para examinar con mayor detalle el peso de las actividades no agropecuarias para cada grupo de ellos.Changes in employment and income of Mexican rural households, 2002-2007This article analyzes changes in Mexico’s rural labor market by identifying the main sources of employment and income of rural households for the 2002-2007 period. Quantitative analysis is based on panel data from the Mexico National Rural Household Survey; the results confirm that industry, trade and services are the most important source of income for the rural sector. These findings confirm projections made in literature concerning the loss of relevance of agricultural sector as an income generator, encouraging development of Mexican rural communities. Households were no grouped by income level, which was a constraint for examining in more detail the weight of non-agricultural activities for each group.
Objetivo: presentar una revisión conceptual de la relación entre las Tecnologías de la Información y Comunicación (TIC) y el desarrollo económico; así como exponer la apropiación de dichas tecnologías, a través del acceso y uso de internet en México. Metodología: un análisis estadístico descriptivo, con base en datos de la Encuesta Nacional sobre Disponibilidad y Uso de las Tecnologías de la Información en los Hogares (ENDUTIH) 2015-2017. Resultados: bajo nivel de acceso a internet por parte de los hogares, donde sólo uno de cada dos dispone de conexión a la red. Con respecto al uso, los resultados reflejan que las personas se apropian del internet para la búsqueda de información, el entretenimiento, la comunicación, las redes sociales y en menor medida para fines económicos. Limitaciones: la información limitada de la ENDUTIH para profundizar sobre la apropiación del ciberespacio. Conclusiones: el bajo acceso a internet y las actividades en línea realizadas por los usuarios se explican por la existencia de brechas de género, edad, ingreso, pobreza, nivel educativo y lugar de residencia.
ResumenEl artículo muestra los cambios sociodemográficos y econó-micos que experimentaron los hogares y sus miembros en el México rural, a escala nacional y regional, en el periodo 2002-2007. El análisis se basó en información tipo panel de dos rondas de la Encuesta Nacional a Hogares Rurales de México (ENHRUM I y II, de aquí en adelante) bajo un enfoque cuantitativo. Dentro de los principales resultados destacan los siguientes: a) en el aspecto sociodemográfico resalta el aumento en el nivel de escolaridad promedio del hogar, el incremento de la migración hacia EE. UU. y la reducción de la migración al interior de México; b) en el ámbito económico, los ingresos por actividades no agropecuarias tienen una participación significativa en la composición del ingreso total del hogar; c) en cuanto al acceso a subsidios gubernamentales se registró un aumento en el periodo, en especial los provenientes de los programas sociales. Los resultados a escala regional indican la heterogeneidad que existe en el sector rural de México, la cual debe considerarse al diseñar políticas públicas para este sector.Palabras clave: activos físicos agropecuarios, apoyos gubernamentales, crédito, nivel de escolaridad. El componente de población rural en el ámbito nacional ha venido creciendo en términos absolutos, al pasar de 11 millones en 1930 a 27.5 AbstRActThe article shows sociodemographic and economic changes that were experienced by households and their members in rural México, at the national and regional scale, during the 2002-2007 period. The analysis was based on panel type information from two rounds of the National Survey of Rural Households in México (Encuesta Nacional a Hogares Rurales de México, ENHRUM I and II, from this point forward) under a quantitative approach. Within the main results, the following stand out: a) in the sociodemographic aspect, the increase in the average level of schooling of the household, the increase of migration towards the US, and the reduction of migration inside México stand out; b) in the economic aspect, incomes from non-agricultural and livestock activities have a significant participation in the composition of the total income of the household; c) with regards to access to government subsidies, an increase was seen during the period, especially to those from social programs. The results at a regional scale indicate the heterogeneity there is in the rural sector in México, which should be considered when designing public policies for this sector.
