The purpose of the article The purpose of the study is to determine the features of factors’ development and systematization affecting the degree of innovation activity and efficiency of projects in the Russian regions. Materials and methods: The main research methods used in the article are the method of description, which allowed determining of the level and trends of Russian regions’ innovative development; the method of cluster analysis for regions’ classification by innovative activity’s parameters in order to identify the characteristics and determine the directions of the target differentiated approach to the development of innovation. Results of the research: The article presents the analysis of innovative development dynamics of the Russian regions’ industrial sector; the tendencies of scientific and innovative activity’s financing in the Federal districts; the regions’ classification by the parameters of innovative activity in order to identify the characteristics of innovations’ development and commercialization. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of differentiated approach problems to innovative development management in Russian regions is presented in a comprehensive and complete manner.
A comprehensive approach to the implementation of innovative activities gives enterprises and the industry as a whole a number of advantages, due to which the goal of bringing the Russian economy to the innovative path of development can be achieved. Therefore, the most important task in the formation of an innovative economy is the study and identification of the specifics of carrying out innovation activities in industries, which requires special approaches and techniques for assessing the effectiveness of innovative activity. This study is caused by the inadequacy of the methodological and methodical base in the field of assessing the effectiveness of innovative processes at the sector level of the national economy's functioning. As a result of the study, a technique for innovative positioning at the level of individual industries was developed and tested on the example of medium-level high-tech industries, which is sufficiently universal and can be used to conduct an appropriate assessment in any sector of the economy, including in the development of various programs of industry and K. D. Latypova et al.
The article proposes a logical-informational model that allows to rationalize the use of enterprise resources, using the example of the mechanism for advanced training of personnel “innovative lift” FSBEI HE “KNRTU”. Implementation of innovative elevator mechanisms of FSBEI HE “KNRTU” allows to improve the process of adapting industrial and industrial personnel to the requirements of the profession, mastering professional competencies necessary to perform labor functions, including the implementation of scientific and technological developments and the commercialization of their results. Based on the model of rationalizing the use of enterprise resources, a software product has been developed based on solving linear programming problems aimed at maximizing the target indicator and rationalizing the distribution of resources within the framework of the organizational structure of the enterprise.
