Assessments of the level of interregional differences by per capita GRP in current and constant prices are presented in the article. The tendencies of inequality in economic development of the regions of Russia in 1990-2013 have been studied.

Статья посвящена изучению эколого-экономических процессов на водосборе Белого моря. Рассматривалось развитие экономики в пяти регионах, входящих в водосбор (Мурманская, Архангельская, Вологодская области, Республики Карелия и Республики Коми), анализировалась структура экономики и степень ее влияния на окружающую среду. Была собрана информация по регионам в целом и муниципальным образованиям. Строились графики экономических и экологических показателей, изучалась их взаимосвязь. Были построены экономические и экологические карты водосбора Белого моря. Было показано, что в целом экономическое развитие водосбора Белого моря происходит медленнее, чем РФ в целом. На основе анализа графиков и карт были построены модели, позволившие оценить влияние развития экономики регионов на окружающую среду. Изменение экономической политики определяло эколого-экономические процессы, на графиках выделяются три периода-1990-1998, 1999-2008 и 2009-2016 гг., когда меняется вид зависимости экологических показателей от экономических. В первом периоде спад экономики определял динамику экологических показателей, наилучшие характеристики оказались у однофакторного уравнения. Во втором периоде влияние роста экономики компенсировалось вложениями в модернизацию экономики

Subject. Regions are different across Russia in terms of most social and economic indicators. There is the regional inequality of economic and social indicators. The Russian regions demonstrate a serious gap in terms of the productive sector development, since the industrial and productive potential is unevenly allocated across regions. Objectives. The study mainly analyzes the dynamics of the regions’ economic development, which is measured by GRP per capita and industry. I also determine what caused regional disparities within 1990 through 2017. Thus, I examine the Russian regions and focus on the level of cross-regional differentiation of the reproductive potential. Methods. Examining the cross-regional difference, I sufficiently apply techniques for evaluating the regional inequality. As part of the study, I use the Theil index to measure the difference within a group and of groups. The study will not only reveal and analyze the extent of cross-regional differentiation, but also observe how the inflation influence the dynamics of regional difference of the Russian regions. Results. As part of the analysis of trends in the Theil index, the Russian regions were observed to have different GRP per capita and goods shipped. The findings signify a growth in the regional inequality. Conclusions and Relevance. The Russian regions are showed to fall into a greater disparity when oil prices grow. This may be possible due to a reduction in the State financial aid to lagging regions. As the regional differences were found to tend to grow, I can admit the divergence of the Russian regions. The findings can be used to create strategic documents, local and regional development programs.

This research analyzed the factors influencing the differentiation of income in regions of the Russian Arctic zone. The demographic indicators of the trends in human capital were analyzed, namely the distribution of workers in the economy by educational level, the number of university students, and the population younger than working age. Based on the data obtained, groups of regions were identified according to per capita income growth and its dependence on level of education. The aim was to study the dynamics of household income growth in the Arctic regions, examine the conditions for the formation of a group with a higher education level, and determine the specifics of the factors influencing these indicators. The results showed that there can be no single solution for regional problems of economic development across the Arctic. In the process of planning and programming the development of this macroregion, one should take into account the specific characteristics of autonomous districts and groups of regions with their unique, historically formed, development tasks.
