This work examines the effect of microblogging, social networking, and short messaging in e-learning on the process of information culture formation. The study takes an experimental training course "The Psychology of Management" designed with Moodle, which implies the use of Instagram, and applies it to a sample of master’s level students. Learners were recruited from the Higher School of Economics and Business (Al-Farabi Kazakh National University) together with the Institute of Economics and Management in Agribusiness (Russian State Agrarian University - Timiryazev Moscow Agricultural Academy (RSAU – MTAA)). Students were asked to briefly express their thoughts, attitudes, and views toward the given topic on Instagram by creating blog posts and leave motivational and constructive comments under the blogs of other group members. The emotional responses of learners to the innovative style of teaching (i.e., the use of blogs) and its effect on the learning process were assessed using surveys. The study discusses the effect of blogging on Instagram as an educational tool. The majority of respondents reported a positive effect of blogs. According to learners, the use of Instagram gave the learning journey a makeover, making it relevant, effortless, and consistent. The use of blogs was found to create favorable conditions for collaborative learning, creative self-expression, and systematization of knowledge and experiences. Students reported that doing blogs was entertaining, motivating, and beneficial to their critical thinking, writing skills, and communication competency.
Digitalization today affects almost all spheres of human activity, including business and personal communications. At the same time, individuals increasingly use restrictions on the media presence of their and others in the space online. Such restrictions can be expressed in the form of a "digital diet" as a partial restriction on online communications and media consumption; in the form of "digital detox" as a temporary rejection of digital life, as well as in the form of "media asceticism" as a conscious withdrawal into an offline environment. Our paper defines digital minimalism in business and personal communications as the dissemination of digital etiquette, certain behavioural practices in the media environment, as well as new digital terminology, which generally sets the prospects for regulating media consumption and the further development of digital culture. The results highlight the value of live communication as social capital that opposes the development and spread of digital relationships.
The professional development of state civil servants is an important part of state policy, and this process has been already sufficiently regulated by the regulatory legal acts of the Russian Federation. Therefore, at the present stage, it is necessary to develop such a system for training civil servants, that would take into account all the existing potential of the personality of a civil servant. In the process of professional development, it is necessary to take into account, that the professional activity of an official has a number of specific features, and not every individual can meet the requirements of public service as a public institution. The current studies on the professional development of civil servants have been considered in the article, the authors` vision on the issue of improving the professionalism of those, who connect their activities with serving the state, has been presented.
The article discusses the problem of reducing the level of trust in various social institutions, including public authorities. It is shown that this problem is an obstacle to the formation of regional social capital. The research purpose is to determine the role of the organizational culture of trust in the process of formation and accumulation of regional social capital. Based on the study, it was found that the integrated level of trust is most observed in the social institution of the family, and the lowest one – in the social institution of the state, this confirms the tendency of a significant decrease in the level of trust in public authorities and, in turn, this prevents the accumulation of social capital in regions. It has been established that today regions face socio-economic challenges, namely: a pandemic, digitalization of social relations, changes in the labor market, the outflow of talented young people to the capital universities, brain drain, “anti-human factor” in enterprises. It is assumed that the most rational response to the challenges will be the development of regional social capital through the organizational culture of trust in enterprises. Moreover, regional social capital can be considered as a set of social capital of citizens with a pro-active attitude, inspiring political leaders, as well as public figures, and social capital of enterprises which organizational culture is based on trust. The article notes that the formation of the organizational culture of trust can contribute to a decrease in staff turnover, an increase in labor productivity, personnel involvement, an increase in the competitiveness of an enterprise, organizational commitment, an increase in business reputation.
