ResumenEsta investigación plantea que el grado de proximidad espacial y de contacto social entre personas de distinto nivel socioeconómico, moldea las formas de cohesión social, es decir, las normas y valores generadores de actitudes y comportamientos favorables a la supervivencia y desarrollo de una sociedad. La pregunta se centra en las posibilidades para el fortalecimiento de la cohesión social que ofrecen a) las actuales formas de integración y convivencia en los distintos espacios públicos e institucionales en el ámbito urbano, b) las disposiciones a un mayor nivel de contacto social y c) las valoraciones de las oportunidades existentes de contacto. La hipótesis es que una sociedad que ofrece altas posibilidades de contacto entre grupos y que además son altamente valoradas, tendería a ser más cohesiva bajo una lógica menos conflictiva, en la medida en que las personas tomen esas oportunidades.En una aproximación cualitativa exploratoria de familias de diferente condición social en la Región Metropolitana de Santiago, se observa que la experiencia
Existen múltiples trabajos que abordan el fenómeno de la gentrificación bajo la forma de estudios de casos ejemplares, sin analizar la totalidad de la ciudad. El presente trabajo expone la construcción de una metodología para la identificación de zonas en gentrificación y su aplicación en Santiago de Chile y Ciudad de México. Se concluye que el análisis del fenómeno a escala de ciudad permite visibilizar casos menos conocidos, identificar tendencias de transformación diversas en distintos sectores de la ciudad, y generar mayores antecedentes con respecto a la relación compleja entre gentrificación y desplazamiento.
El presente estudio tiene como objetivo analizar las políticas de protección social que se dispusieron en Chile para enfrentar la pandemia en el marco de una estructura de bienestar liberal. La protección social se ha visto fuertemente estresada por el impacto de la pandemia del COVID-19, haciendo frente a los graves problemas de desempleo y disminución de ingresos de las familias. El carácter de las medidas dispuestas para la emergencia depende de la estructura de bienestar que han construido los países, siendo Chile un caso paradigmático de régimen neoliberal. Las decisiones para combatir los impactos socioeconómicos han mantenido un carácter subsidiario con fuerte predominio del sector privado, con coberturas focalizadas donde la atención del Estado ha estado centrada especialmente en la población más vulnerable. Las características del reparto de las prestaciones sociales, no han logrado mayores niveles de equidad y cohesión social, sino que por el contrario alejan la posibilidad de proveer prestaciones de carácter universal al no incorporar componentes redistributivos y solidarios en la seguridad social. La continuidad en la estructura de bienestar neoliberal nos lleva a plantear que las políticas sociales, especialmente aquellas vinculadas a la protección social han visualizado y ensanchado las grandes brechas de inequidad en la población.
A study of the implications of the coproduction-of-security policy implemented by Chile’s postdictatorship governments shows that the appeal for citizen participation in security provision has resulted in individual practices of home defense and protection rather than the development of the associative programs promoted by the state. This has come about in a context of extreme fear of crime and mistrust of the institutions in charge of security. The fact that the discourse of security coproduction is interwoven with the individuation and privatization that characterize Chilean society calls for a review of the agenda of citizen participation in security issues. Un estudio de las implicaciones de la política de coproducción de seguridad implementada por los gobiernos postdictadura de Chile muestra que el llamado a la participación ciudadana en provisión de seguridad ha resultado en prácticas individuales de defensa y protección del hogar más que en el desarrollo de programas asociativos promovidos por el estado. Esto ha ocurrido en un contexto de miedo extremo al crimen y desconfianza de las instituciones a cargo de la seguridad. El hecho de que el discurso de la coproducción de seguridad esté entrelazado con la individuación y la privatización que caracteriza a la sociedad chilena requiere una revisión de la agenda de participación ciudadana en temas de seguridad.
Numerosos trabajos evidencian las consecuencias negativas de la segregación a gran escala para los hogares de bajos ingresos. Sin embargo, tanto las transformaciones territoriales en la periferia de las ciudades latinoamericanas, asociadas al desarrollo de barrios cerrados de ingresos medios y altos, como el surgimiento de nuevas formas de urbanización en zonas de expansión urbana, generan una diversificación de las formas de segregación que experimentan los hogares de sectores populares. Este artículo presenta una investigación con métodos mixtos para tres ciudades chilenas y sus extra-radios, cuyo objetivo fue comparar la experiencia de segregación de hogares que residen en vivienda social en la periferia popular y compacta, con la de hogares que habitan en vivienda social en zonas de expansión urbana. Los hallazgos confirman diferencias de acceso a equipamiento y servicios en lo local, percepción de seguridad e identidades territoriales. Puesto que la segregación se vive de forma diferente en estas distintas situaciones urbanas, tanto en términos objetivos o materiales, como en términos simbólicos y de estigma territorial, es más apropiado hablar de segregaciones e identidades territoriales múltiples.
