IntroduçãoO fim da Guerra Fria e a redefinição da ordem internacional, a globalização e a intensificação de diversos processos de integração transnacional e fragmentação nacional, conjuntamente, levaram a mudanças nos conceitos de segurança e defesa, nos âmbitos internacional, regional e nacional.Segurança e defesa são conceitos-chave do campo de estudos estratégicos.1 Embora eles não estejam restritos à esfera militar, as Forças Armadas desempenham um papel vital na sua definição, tanto em países desenvolvidos como em paí-ses em desenvolvimento, já que nenhuma decisão maior pode ser tomada sem a participação militar.Desde o fim da Segunda Guerra Mundial, o papel das Forças Armadas na América Latina tem sido definido (e até mesmo imposto) pelo hegemon ocidental e seu bloco militar aliado, a Otan. Assim, durante a Guerra Fria, os países latino-americanos deveriam lutar contra o comunismo dentro de suas fronteiras, enquanto os Estados Unidos defenderiam o hemisfério ocidental contra possíveis agressões externas do bloco soviético. Os militares da América Latina não apenas absorveram essa tarefa como também desenvolveram uma doutrina anti-comunista -Doutrina da Segurança Nacional
Em tempos de invasões militares no Oriente Médio em nome da democracia, exportação de democracia se torna tema de grande relevância nas Relações Internacionais, tanto da perspectiva acadêmica como do ponto de vista das doutrinas da política externa do hegemon.Há pouco mais de 35 anos atrás, Packenham (1973), baseado em Hartz (1955), nos ensinou que as doutrinas de política externa elaboradas pelos tomadores de decisão e as teorias produzidas pelos cientistas sociais americanos em relação aos países em desenvolvimento compartilhavam o mesmo corpo de idéias centrais, fortemente normativo, baseado em premissas que ele chamou de tradição liberal americana. Packenham analisou as doutrinas de ajuda externa aos países do Terceiro Mundo e a literatura (teoria da modernização) referente ao desenvolvimento político destes países, no período 1947-1968. Everyone knows that democracy played a role in the Bush Doctrine. What not everyone knows is that this role was essential for the doctrine to be put into operation under which the Iraq invasion was prepared and launched. We argue moreover that, even if aggressive, the Bush doctrine is compatible with the American Liberal Tradition. To demonstrate these arguments we analyze the links between democracy, security, and the US national interests as expressed in the pillars of the American foreign policy since the end of Cold War. The consequential belief of the Bush Administration on the positive effect of exporting democracy by the use of force to Afghanistan and Iraq to fight terrorism will be remarked. It will be shown, however, that in the first years of the Bush Administration, among the justifications for the military interventions in the two countries, security reasons prevailed over democratic concerns, although the latter was significantly present since the early hours after September 11. It was only when it became clear that WMDs did not exist in Iraq that the exporting of democracy as the ultimate weapon to fight terrorism grew remarkably and prevailed over security reasons to invade those rogue states. The paper uses quantitative and qualitative content analysis of the speeches of President Bush and his Secretaries of State and Defense.
M esmo a um observador iniciante não escapam dois grandes movimentos globais das duas últimas décadas: democratização e profunda integração econômica. Para o mundo em desenvolvimento, integração econômica exige políticas de ajuste e reforma econômica, inflexivelmente definidas pelas agências multilaterais de desenvolvimento. Diante dessa forte pressão externa, qual o grau de autonomia dos países emergentes no que se refere à definição da sua agenda Tendo como referência essas questões, este trabalho se divide em quatro partes. Na primeira apresento uma revisão da literatura sobre os processos de democratização e reforma econômica em países em desenvolvimento, chamando a atenção para o tratamento estanque dispensado pelos dois tipos de literatura a esses processos e para pontos que, a meu ver, merecem maior elaboração ou tratamento distinto. Em seguida, refiro-me aos conceitos-chave da literatura sobre democratização e reforma econômica, a saber, governabilidade, governance e democracia, e os vieses normativos implícitos nestes conceitos. Discuto especialmente o conceito de democracia utilizado pelos dois tipos de literatura, baseado no chamado "procedural mínimo", e sua adequação à análise dos regimes emergentes nos países em desenvolvimento. Sugiro a expansão da definição de procedural mínimo para incluir os atributos do processo decisório que se estruturam nos novos ambientes, como um instrumento analítico capaz de distinguir os regimes recentes e avaliar sua capacidade governativa. Na terceira parte, baseada em evidências empíricas de trabalhos anteriores, e a tí-tulo de ilustração, discuto o padrão de tomada de decisão no Brasil pós-autoritário, avaliando suas características como mais ou menos democráticas.
