Resumo: Como estudar os efeitos de movimentos sociais na produção de políticas públicas? Esta pergunta se mostra relevante, pois no Brasil pós-transição muitos movimentos sociais se engajaram na política institucionalizada com esta finalidade, mas é também desafiadora na medida em que as abordagens teórico-analíticas não oferecem ainda proposições consolidadas e têm privilegiado protestos como a forma de ação de movimentos. O artigo mapeia e discute criticamente os modelos analíticos que se propõem a explicar os efeitos políticos de movimentos sociais, com base na literatura voltada para este ator coletivo. Diante destes desafios, apresenta proposições acerca da complementaridade entre o modelo de mediação política e a abordagem de polis. Essa última, oferece categorias mais robustas para analisar as dimensões do estado e os processos de mútua constituição entre atores societários e instituições políticas, através do conceito de encaixe institucional. Este artigo trata do movimento pelos direitos da criança e adolescente (movimento DCA) em sua ação de incidência-ou controle social-sobre a política socioeducativa. Busca uma nova perspectiva de análise sobre este movimento social que permita refletir sobre seus resultados na conquista das políticas públicas para a efetivação do paradigma de garantia de direitos à criança e ao adolescente. Para tal foi preciso buscar novos referenciais teóricos adequados para pensar esta forma de atuação, examinando os repertórios de interação entre o movimento e o Estado. Entre eles a participação institucional através de instituições participativas como Conselhos e Conferências, a ocupação de cargos no Estado e, especialmente, a articulação entre os atores societais do movimento DCA e os atores estatais incumbidos legalmente de realizar o controle público sobre a política. O artigo se baseia em pesquisa docente com base em análise documental e observação de campo de atores e espaços de ação do movimento social DCA. Nota-se a importância de articular uma perspectiva teórica movimentalista, focando os repertórios da ação coletiva, com uma perspectiva de análise de políticas públicas. Analisar padrões de interdependência entre atores sociais e Estado é essencial para fugir da avaliação simplista de que a interação entre Estado e movimento leva à burocratização e cooptação e para entender o significado e o lugar do movimento no controle social da política pública. Resumo Quem elabora as políticas públicas? Segundo a literatura sobre o tema, são os gestores públicos, as comunidades epistêmicas e de especialistas. Na fronteira entre esse campo e o de movimentos sociais, postulamos neste artigo que os movimentos não são apenas desafiadores do status quo, mas também podem ser propositores de alternativas para as políticas públicas. São discutidas e articuladas três categorias analíticas: inovação social, alternativa e instrumento de política pública, que ajudam a iluminar a atuação de movimentos que buscam transformar seus objetivos políticos em políticas públicas. Em seguida, aplicamos esse esquema analítico a três movimentos sociais - o de criança e adolescente, o de direitos humanos e o movimento sanitarista. Procuramos mostrar como a articulação desses três conceitos contribui para a reconstrução do processo que remete às origens movimentistas de políticas públicas.
