-Subsídios para a discussão e análise da proposta do MS/FNS/DPO sobre Agentes Comunitários de Saúde INTRODUÇÃOImportante ressaltar que os problemas que hoje conformam a situação de recursos humanos em saúde não são recentes, como também não são resultantes apenas das determinações intrínsecas da área. Ao con trário, as distorções atuais são expressões inequívocas da adoção de políticas setoriais que privilegiam: a di cotomia histórica entre ações curativas individuais e coletivas de saúde pública, a discriminação da oferta de serviços à população em função da sua importância relativa para o setor econÔmi<:o, a progressiva simpli ficação de procedimentos nos serviços básicos de saú de e a diminuição percentual progressiva dos recursos financeiros para o setor propriamente dito.Assim é que, se por um lado o setor privado se expande, principalmente nos centros urbanos de re giões sul/sudeste, absorve tecnologia e oferece servi ços especializados dirigidos à parcela minoritária da população, o setor público vem sendo gradativamente desqualificado, cobrindo, com limites e restrições téc nico-financeiras, a grande maioria da população.O setor público vem, desde tempos anteriores, cumprindo ações "delegadas" ou relegadas pelo setor privado. Com o processo-proposta de unificação dos serviços de saúde (SUS) ainda que até o momento seja parcial e frágil, o problema de recursos humanosformação/qualificação/administração -fica mais evi dente e as distorções se agudizam.Soma-se a tudo isto, a debilidade do núcleo prin cipal de enfrentamento e solução destes problemas -o MUNICfPIO -onde a disponibilidade de recursos fi nanceiros para investimentos na área social, em espe cial, de saúde e educação -é considerada caótica. Os problemas que podem ser enumerados em relação aos recursos humanos de saúde são múltiplos. Como exemplos valem lembrar: a heteronomia salarial; as jornadas de trabalho de 12, 20, 24, 30, 40, 44 e até 48 horas; critérios arbitrários para assenção funcional; ausência de Plano de Carre ira, Cargos e Salários -PCCS; falta de avaliação de desempenho ou avaliações sem critérios explícitos; ausência de diretrizes e princípios técnico-institucionais no processo de con tratação, recrutamento e seleção; contratação por, clientelismo; baixos salários; ausência de uma política de educação continuada; polarização de força de tra balho em saúde expressa na participação majoritária e * Presi4ente da ABEn Nacional * * Coordenadora da Comissão de Serviço da ABEn Nacional *** Coordenadora da Comissão de Educaçlo da ABEn Nacional Stella Maria P. Gostaríamos de agradecer o convite para participar do Encontro Internacional " Pesquisa em Enfermagem: uma questão de saúde" e cumprimentar a Escola de Enfermagem da Universidade de São Paulo pelos seus 50 anos de vida. Queremos também pedir desculpas pela ausência da Professora Maria Auxiliadora Cordova Christófaro, ocupada com os afazeres da direção da ABEn-Central.Decidimos redigir juntas este trabalho, considerando as discussões que viemos fazendo sobre as questões da Universidade em geral e da Saúde em particular, quando sempre prevaleceu a preocupação em analisar as interrelações entre esses dois campos de ação do homem e o potencial de transformação do trabalho que as pessoas executam nas mais diversas áreas da produção do conhecimento e da formação dos recursos humanos. Estamos aqui diante de pessoas que, possivelmente, comungam conosco essa preocupação com um processo que pode levar à afirmação de algumas certezas e à descoberta de muitas dúvidas.Falamos em dúvida, filha da curiosidade, que nasce exatamente porque nos relacionamos uns com os outros, e é desse processo coletivo é que, ao longo da história da humanidade, chegamos a desenvolver posturas, procedimentos, conhecimentos, perguntas e vazios, que se acumulam, se negam e reaparecem, dando-nos a real medida do infinito do conhecimento. E nessas permanentes idas e vindas da humanidade que nós podemos conceber que o exercício da educação e da investigação no homem não se dá no espaço de um momento, ou como um ato logicamente definido ou pré-definido, e sim uma dinâmica imensurável de afirmações e negações das coisas e das significações das coisas.Estas considerações iniciais têm pertinência neste momento pois a primeira atitude que nos ocorreu ao buscar trabalhar o tema proposto foi nos colocarmos de frente com a questão tal como está posta no título desta mesa-redonda: " Pesquisar para Educar ". A preposição " para " dá um destino, define uma finalidade. A pesquisa com finalidade de educar? Estamos diante de uma assertiva ou de uma provocação, e conseqüentemente, de um convite à reflexão?
