Since the global financial crisis, those East European countries that had partly privatized their pension systems in the 1990s or early 2000s increasingly scaled back their mandatory private retirement accounts and restored the role of public provision. What explains this wave of reversals in pension privatization and variation in its outcomes? Proponents of pension privatization had argued that it would boost domestic capital markets and economic growth. By revealing how pension privatization helped increase sovereign debt and how large a part of pension funds' assets was invested in government bonds, the crisis strengthened the position of domestic opponents of mandatory private accounts. But these actors' capacity and determination to reverse pension privatization depended on the level of their country's public debt and on pension funds' portfolio structure. Empirically, the argument is supported with case studies of Hungarian, Polish, and Slovak pension reform.

The Working Papers on the Reconciliation of Work and Welfare in Europe series seeks to promote the diffusion of research and research integration activities taking place within the network and being produced by other researchers working on issues of work and welfare in Europe. Working papers are published either within the framework of a series of closed calls, which follow the different stages in the life-cycle of the network's activities, or as part of an open call, which aims to privilege both research focussed on cross-national comparative analysis of the various tensions between work and welfare and research focussed on the role of the European level in addressing these tensions. All papers are peer-reviewed.

Financialisation has become a key feature of post-industrial economies. This special issue sheds light on pre-funded private pensions as one key component of financialisation, as they turn savings into investment via financial services providers. Public pension systems face financial pressures, resulting from ageing and rising public debt, while financial services are keen to move into the market of private pension provision. Pre-funded private pensions are shaped by regulatory policies that create and correct markets. The financial crisis has triggered policy responses including shifts in investment strategies and also a re-assessment of the role of pre-funded private pensions as a complementary, rather than a superior, source of oldage income. Policymakers' growing awareness of the benefits of collective occupational schemes administered by the social partners may pave the way for a greater role for collective schemes.
