This work is about the Argentine geopolitical thought between 1910 and 1945. In this country, Geopolitics has been developed into a polynuclear structure characterized by the disagreement with respect to what was understood as national objectives. We present an exercise of comparison between the ideas from the vice-admiral Segundo Rosa Storni (1876-1954) and the ambassador, filliated to the Radical Civic Union, Horacio Carrillo (1887-1955). From readings of geopolitical works from both representative authors, we aim to evaluate which conception has found conditions of developing in that scenario. Our proposition is that, despite of being more cited in manuals such as the main Argentine geopolitical, the insular ideas of Storni were overcame by the Carrillo's continental ideas. Storni's project of a marine society has not fruited due to the economic and territorial scarcity of the country, the continental goals of his foreign policy and the better acceptance of the continental ideas as conception of world. With this result, we expect to shed light on the genesis of the Argentine geopolitics, which is often studied in a more elevated stage, the second postwar. Using the Brazilian geopolitical thought as basis of comparison, we present important conclusions for the understanding of the Brazilian geopolitical thought the same time. In this respect, we verified that there is a direct correlation between the ideas from Horacio Carrillo and the cosmovision from Mário Travassos (1891-1973). This point of view can be explained by the fact that both authors gave strategic significance to physical integration and the common vision of strategic cities in the countryside.
In the period of wars (1918 to 1939), time when geopolitical thought has become popular and has reached academic status, South America was object of reflection between two thinkers who have become classics of this new discipline. We are talking about Carlos Badia Malagrida (1890 to 1937) and Mário Travassos (1891 to 1973). In this work we'll search and we'll make the comparison between two authors have already mentioned and their geopolitical models arguing from the first chapter that both of them depart from the same regional division about South American subcontinent that evidences the intellectual connection between two thinkers. Obviously, how to compare means not only outline the similarities but also discuss the points against. So, here we'll discuss the differences of the political projects quite noticeable in the analysis of both works. Therefore we'll develop a text with four chapters: the first of them, from descriptive nature will submit the reader the details of each theory thus aiming a preliminary comparison that offers an initial sketch of the geopolitical regions of the subcontinent. The three chapters following each one will deal with an against point which will be contrasted the Hispanic-americanist perception of Malagrida to the Luso-american view of Travassos. These issues are respectively the ones related to the Silver River Basin, about the degree of effectiveness of integration of the Brazilian territory, its ability to forecast the power and, finally, the role of Bolivia in its political territorial organization of local states of South America. At the end, we'll evaluate the relevance of the ideas discussed as an international relations theory in an effort of assessment the current South American situation.

edição n.28 dos Cadernos do PROLAM-Brazilian Journal of Latin American Studies traz seus tradicionais nove artigos, porém seis deles foram produzidos por um grupo de pesquisadores que integram o Programa Democracias en Revolución, Revoluciones en Democracia, iniciativa do governo do Equador para a promoção do debate sobre os governos de distintas correntes de esquerda ocorridos desde o início deste século na América Latina. Os outros três artigos que compõem esta edição são de autores independentes que não participam do aludido Programa (são os textos de ). Por isto, a resenha que normalmente apresentamos ao final de cada revista desta vez será substituída por um texto do Prof. Dr. Wagner Iglecias que nos apresenta o Programa Democracias en Revolución, Revoluciones en Democracia. Os sete primeiros artigos desta edição compõem um conjunto específico e foram produzidos por alguns dos pesquisadores que participam do Programa Democracias en Revolución, Revoluciones en Democracia. O primeiro deles (que substitui a resenha, como já foi dito) é do Professor Doutor Wagner Iglecias, da Universidade de São Paulo, Brasil, em que apresenta o Programa Democracias en Revolución, Revoluciones en Democracia e examina aspectos relevantes da experiência brasileira sob um governo de esquerda liderado pelo Partido dos Trabalhadores, explorando contradições do modelo brasileiro. A Professora Doutora Ximena Gonzalez Broquen, do Instituto Venezolano de Investigaciones Científicas -IVIC e Centro de Estudios de Transformaciones Sociales, Ciencia y Conocimientos (CETSCC)-IVIC-Venezuela, oferece-nos reflexão sobre o processo de reformas da Constituição venezuelana a partir de 1999, com o governo de Hugo Chavez, estudando as articulações entre o poder constituinte, o poder constituído e o poder popular constituinte permanente. O artigo do Professor Doutor (Prof. Dr.) Gerardo Caetano, da Universidad de la República, do Uruguay, que faz um balanço das conquistas e dos desafios do país após uma década de governos de esquerda (2005 a 2015) e analisa as causas e efeitos da desaceleração econômica do governo de Tabaré Vásquez em 2015. Na visão do autor, a tensão entre as conquistas e os desafios compõe uma conjuntura que exige um novo impulso para as políticas transformadoras propostas por governos de esquerda. Javier Martínez, Rony Parra e Marcos Reis, do Instituto de Altos Estudios Nacionales (IAEN), Equador desenvolveram uma análise multidimensional da exploração de petróleo no Equador e de como a governança petroleira daquele país impacta as relações políticoorganizacionais, econômicas e ambientais. Em seguida, temos o artigo das Professoras Doutoras Mila Ivanovic Correio e Anne-Lise Naizot, do Instituto de Altos Estudios do Equador, em que fazem análise da reforma democrática do Equador no período de 2008 a 2015. O trabalho põe foco na institucionalidade participativa relacionada ao Estado equatoriano e examina as dinâmicas cotidianas na gestão pública estatal e seus efeitos e limitações no processo de reforma democrática.
