A gestão de materiais representa uma questão de interesse na gestão de operações, uma vez que pode reduzir ou promover a flexibilidade do ambiente produtivo, e por conseqüência, impactar os resultados globais da organização. Este artigo apresenta os principais conceitos para sustentação e implantação da matriz de posicionamento estratégico de materiais (MPEM) e discute a necessidade de gerenciar eficazmente os materiais no contexto produtivo. Adicionalmente, apresenta um estudo de caso de uma empresa industrial do ramo metal mecânico sugerindo elementos metodológicos para implantação da MPEM. Finalmente, é salientada a importância da gestão contínua dos materiais, envolvendo a segmentação da gestão nos diferentes quadrantes da matriz e utilizando um mecanismo de indicadores de desempenho adotadas pela empresa.
O mercado brasileiro apresenta características de intensa competição em certos -segmentos industriais e escalas de produção globais reduzidas em comparação com os Estados Unidos, Europa e Japão. Certas empresas líderes em seus respectivos mercados, incluindo a situação da indústria rodoferroviária, necessitam desenvolver estratégias de negócio e de produção que tenham capacidade de atender a um ambiente competitivo caracterizado por: i) fabricar uma ampla faixa de produtos, procurando garantir um volume total de produção expressivo; ii) competir em mercados distintos, do ponto de vista das linhas de produtos fabricados; e iii) em muitos casos, enfrentar concorrentes menores focados na produção de linhas específicas. Assim, o presente artigo busca estudar e analisar as questões associadas à estratégia de produção de empresas com linhas de produtos diferenciadas. O referencial teórico apresenta conceitos acerca da estratégia de produção, partindo-se do método proposto por Hayes et al. (2005) para analisar a Estratégia Corporativa de Produção. Visando enriquecer os conceitos propostos por Hayes et al. (2005), propõe-se considerar a noção de Rede de Valor de Operações (RVO), em substituição às categorias de decisão clássicas, e o conceito de competências centrais. Após a construção do referencial teórico, é apresentado e discutido criticamente o caso de três linhas de produtos diferenciados da Randon Implementos. O trabalho desperta para a necessidade de se aprofundar a análise acerca das questões associadas à(s) estratégia(s) de produção nas empresas que fabricam linhas de produtos diversificadas. Em se tratando de decisões estratégicas para as organizações, é necessário considerar a empresa como um todo e as linhas de produtos diferenciadas em particular. Isto se dá no sentido em que, partindo-se da constatação de que as linhas diferenciadas competem com características e aspectos mercadológicos diferenciados, parece não poder haver uma única estratégia de produção passível de ser adotada homogeneamente em todas as linhas de produtos. Neste sentido, é necessária uma análise conjunta, sistêmica, complementar e inter-relacionada entre os aspectos genéricos da RVO e das competências centrais da empresa e os aspectos específicos ligados a RVO e as competências das linhas específicas de produtos.
O presente artigo tem por objetivo apresentar uma discussão crítica acerca das potencialidades de sinergia existente entre o Processo de Pensamento da Teoria das Restrições – PP da TOC – e o Mecanismo do Pensamento Cientifico – MPC – proposto por Shigeo Shingo. Os autores apresentam os principais limites e possibilidades em relação às possibilidades de utilização conjunta das abordagens. O artigo evidencia as principais características dos dois Métodos de Identificação, Analise e Solução de Problemas – MIASPs. O PP da TOC busca responder três questões essenciais, utilizando ferramentas apropriadas em cada uma: a) O quê mudar (utiliza-se a Árvore da Realidade Atual); b) Mudar para o quê (Evaporação das Nuvens e Árvores da Realidade Futura) e; c) Como provocar a mudança (Árvore de Pré-requisitos e Árvore de Transição). Já o MPC caracteriza-se pela existência de 5 estágios para a elaboração de melhorias relevantes na organização: 1) estágio preliminar de classificação de problemas; 2) estágio de identificação de problema; 3) estágio de abordagens conceituais básicas para efetivação de melhorias; 4) estágio do planejamento das melhorias; 5) estágio de transformação dos planos em realidade. Os autores concluem que os principais pontos de concordância no que tange a utilização sinérgica do Processo de Pensamento da Teoria das Restrições e do Mecanismo do Pensamento Cientifico são: embasamento cientifico, pensamento dialético, soluções passíveis de serem implementadas e eliminação da inércia. No entanto, o MIASP proposto pela TOC é mais amplo, sistêmico e melhor estruturado do que o MPC proposto por Shingo, o que não invalida a utilização de um ou de outro no processo de melhoria dos sistemas produtivos. Contudo, sugere-se que sejam implementados de forma sinérgica, aumentado o poder de competitividade das organizações.
