This article evaluates government measures to reduce inequity in the health sector in Belo Horizonte from 1993 to 1997. Our hypothesis is that a municipal administration committed to equity can reduce disparities in health with the support of the Unified National Health System (SUS). The methodology used an urban quality of life index in Belo Horizonte to detect social inequalities in living conditions, as well as differences between the component indices in the infant mortality rate. Other municipal measures were assessed according to the investment resulting from the implementation of a participatory local budget and open planning process. The urban quality of life index appeared to be an appropriate measure for orienting municipal administration. The infant mortality rate proved to be a good indicator for measuring inequality in health. There was a reduction in IMR and mortality reducing gaps in the districts studied. We observed greater investment of physical and financial resources in the districts with the lowest urban quality of life index, and it can thus be stated that the municipal administration reduced the prevailing inequalities.
O presente artigo expõe os resultados de uma pesquisa que objetivou identificar e analisar casos de apropriação ilegal de terras públicas federais na mesorregião do Sudeste Paraense. Foram selecionados imóveis rurais localizados em glebas públicas e ocupados por famílias integrantes de movimentos sociais de luta pela terra. A pesquisa foi realizada por meio dos seguintes procedimentos metodológicos: a) Entrevistas com sujeitos sociais envolvidos nos conflitos analisados; b) Pesquisa de documentos em instituições da região, como a Justiça Federal e Estadual, o Incra, a Comissão Pastoral da Terra e o Centro de Pesquisa e Assessoria Sindical e Popular. A partir da análise dos dados coletados, foi constatado que a expansão de atividades econômicas como a pecuária acaba por se servir de formas ilegais de apropriação das terras públicas, e que a atuação do Estado favorece esse tipo de prática em detrimento da destinação destas terras para a reforma agrária.
Este artigo expõe os resultados de uma pesquisa sobre concentração de lotes em Projetos de Assentamentos a partir do cruzamento de dados do Cadastro Ambiental Rural com dados do Incra, relacionados aos PAs do município de Novo Repartimento/PA, situado na área sob jurisdição da Superintendência Regional do Sul do Pará. Objetiva-se, em primeiro lugar, detectar o grau de concentração de lotes existente nos PAs desse município e verificar se são assentados ou não os sujeitos sociais que estão adquirindo e concentrando lotes nessas localidades. Outra questão investigada pela pesquisa é a da grilagem familiar, uma forma de apropriação de terras públicas realizadas por grupos familiares já detectada em áreas de domínio federal em outros trabalhos e que aqui será investigada sua existência nos PAs do referido município. Em relação aos casos encontrados, foram cruzados com dados do Inpe/Prodes para se verificar o desmatamento praticado nessas apropriações ilegais de terras.
