O ano de 2020 ficará marcado pela história sanitária mundial devido à pandemia de COVID-19, provocada pelo vírus SARS-CoV-2, ou o novo coronavírus. Dentre as ações tomadas pelas autoridades sanitárias internacionais, a mais importante e impactante é o isolamento social. Tal medida, fundamental para conter o avanço da pandemia, traz consigo inúmeras consequências esperadas no campo econômico e social, dentre elas o aumento da miséria e da fome. Este artigo busca problematizar essa questão sob o aspecto político e técnico das políticas de segurança alimentar e nutricional. Resgata os diferentes contextos em que o país atuou no combate à fome, culminando na situação atual de secundarização das políticas sociais no país. Apresenta diversas potências nos programas existentes na agenda pública como forma de amenizar as consequências da fome, sugerindo-se também adaptações em suas implantações no contexto da pandemia. Por fim, reforça-se a importância do papel do Estado como protagonista do combate à fome e da redução da miséria no país de forma estrutural, assumindo o fortalecimento das políticas sociais já existentes.
O Programa de Melhoria do Acesso e da Qualidade na Atenção Básica se configura como uma prática avaliativa e de monitoramento permanente para subsidiar gestões municipais, com ferramentas que permitam a oferta de serviços, conforme a necessidade da população. O presente relato de experiência se insere no contexto da coleta de dados do 3º ciclo do PMAQ, realizado no segundo semestre de 2017, no estado do Espírito Santo. A vivência da aplicação dos instrumentos de coleta de dados a partir da visita institucional in loco, permitiu identificar a necessidade de aperfeiçoamento dos instrumentos de coleta de dados, de modo a superar a desigualdade nas práticas cotidianas dos serviços de saúde e garantir ampla participação de usuários no processo avaliativo. A intensidade da vivência perpassou muito além do momento da coleta de dados, fazendo com que os envolvidos desenvolvessem a habilidade de escuta, compartilhassem vivências e experiências, compreendessem a necessidade de respeitar os sujeitos e o lugar que ocupam em suas dinâmicas de vida. A experiência da coleta de dados do PMAQ permitiu identificar que a oferta de uma saúde pública de qualidade é determinada pelo compromisso mútuo - trabalhador, usuário, gestor- atores coparticipantes do direcionamento da política pública de saúde brasileira.
Municipal health secretaries are strategic actors in the construction of the Brazilian national health system - SUS, actively participating in the system’s governance. The comparative analysis of the profile of municipal secretaries over three decades (1996, 2006, and 2017) was carried out using the database of three cross-sectional surveys carried out at the national level with structured questionnaires aimed at all municipal health secretaries in the country. The increase in female participation, greater diversity in ethnic and racial terms, greater professional qualification of managers, and the renewal of the generational profile, reiterates the advance of the democratization of these management spaces. Despite the renewal of the profile during SUS’s construction, the challenge remains to make the public machine more representative of Brazilian society as a whole.
Resumo Os secretários municipais de saúde são atores estratégicos na construção e governança do SUS. Neste estudo, foi realizada uma análise comparativa do perfil dos secretários municipais ao longo de três décadas (1996, 2006 e 2017), com base em dados de três inquéritos transversais realizados em âmbito nacional, por meio de questionários estruturados direcionados para todos os secretários do país. A análise evidenciou aumento da participação feminina, maior diversidade étnica e racial e maior qualificação profissional dos gestores, além da renovação do perfil geracional, mas ainda com predomínio de homens brancos e importantes diferenças regionais. Foi observado avanço da democratização desses espaços de gestão, mas permanece o desafio de tornar a máquina pública mais representativa do conjunto da sociedade brasileira.
Introduction Carnival is a popular festival that was introduced in Brazil from the European heritage. However, it was the enslaved African people who saw forms and processes of resistance for the construction of identity during this festive period. The reframing and resistance that blacks establish with carnival is the result of a cultural need to stay alive both as a subject and as a collective. This is how samba schools emerge in the urban peripheries of Rio de Janeiro as a form of artistic, cultural and leisure production. Associations acquire for themselves the role of the State in providing access to rights that many are denied, neglected or scrapped. In these schools, it is possible to observe a relationship of belonging and donation (”principle of gift”) on the part of their so-called community, they are passions and meanings that produce relationships of self-care reaffirmation of intersubjectivity. Objective This work aims to identify the carnival as a space for the production of projects, resistances and protagonisms and to analyze the meanings of the subjective processes of health, disease, care and carnival, through the narratives of a samba school community. Methodology This is an exploratory analysis of a qualitative approach in public health. A samba school was chosen from the special group of the capixaba carnival, which is located in a peripheral region. We will use it to define snowball technical sampling. The data will be collected through semi-structured interviews and on-site observations by the researcher. The data analysis methodology used will be discourse analysis. Expected Results It is expected to understand the different practices and processes of health, disease, care and carnival, among a peripheral community that is part of a samba school. Key messages This work aims to analyze health care about a cultural aspect of marginalized populations and how health policies are related to carnival. Impact on the production of knowledge about popular culture and health.
