This paper deals with the challenges involved in institutionalizing Monitoring and Evaluation practices within the scope of management of the Brazilian Unified Health System (SUS), based on the creation of a strategic agenda. This is structured around actions by the Federal Administration, from the perspective of defining the scope of the federative relationship. A summarized literature review is thus presented, placing into context the current SUS management process, which is based on the Pact for Health as well as theoretical and operational aspects inherent to monitoring and evaluation practices. The approach related to the strategic agenda highlights the creation of mechanisms that underpin the political and institutional decision, namely the creation of financial incentives and the development of technical mechanisms. These include organizational strategies for qualifying management teams and conducting studies and research and the dissemination of strategic information. These processes are based on the concept of providing for the management specificities in the different spheres of management based on a broad cooperation process involving teaching and research institutions and international organizations as well as the managers themselves.

Objetivo: O objetivo deste trabalho é analisar aspectos organizacionais e pedagógicos de um Programa de Residência em Medicina de Família e Comunidade. Métodos: Realizou-se um estudo descritivo, tipo relato de experiência tendo como foco de análise os aspectos organizacionais e pedagógicos que foram desenvolvidos para fomentar a integração ensino e serviço e a construção de espaços pedagógicos na APS. Resultados: Trata-se de um programa de residência em Medicina de Família e Comunidade instituído numa parceria entre a Universidade Federal da Paraíba (UFPB) e a Secretaria Municipal de Saúde de João Pessoa - PB. Observa-se que o fortalecimento da integração ensino-serviço e da construção de um modelo pedagógico que integra ações da residência e da graduação em serviços da atenção primária são norteadores da implantação do programa. Existem dispositivos organizacionais para um processo de cogestão entre a universidade e secretaria municipal trazendo inovações estruturais no processo de ensino-aprendizagem. Os residentes assumem a Equipe de Saúde da Família em Unidades Integradas, contando com um preceptor local contratado, além de professores de campo e núcleo da universidade. Como oferta de outros saberes relevantes para a atuação na Atenção Básica, o PRMFC da UFPB tem atualmente investido em ações de educação permanente para qualificar a rede e aumentar a resolutividade da Atenção Primária. Conclusão: Acredita-se que a presença do PRMFC/UFPB vem contribuindo para a qualificação de serviços, ressignificando espaços de ensino aprendizagem através da integração dos módulos horizontais, o internato e a residência.
RESUMO Este artigo teve como objetivo analisar o perfil e as percepções dos Secretários Municipais de Saúde (SMS) sobre as perspectivas para o Sistema Único de Saúde (SUS) em âmbito nacional, ressaltando as variações apresentadas nas regiões Norte, Nordeste, Centro-Oeste, Sudeste e Sul. Busca-se compreender em que medida a consolidação do SUS tem sido acompanhada da democratização do acesso ao cargo de SMS e da modernização das práticas de gestão pública. Os dados foram coletados com um questionário eletrônico aplicado via web, respondido por 2.313 gestores, no âmbito da Pesquisa Nacional dos Secretários Municipais de Saúde, um estudo nacional, realizado em 26 estados em 2017 e 2018. Os resultados mostram que o cargo de SMS é cada vez mais ocupado por mulheres com pós-graduação, que exercem a função pela primeira vez e com experiência na gestão da atenção primária. Além disso, o estudo ressalta a presença recorrente de limitações estruturais ao aperfeiçoamento da capacidade de gestão local, em especial: a redução do financiamento federal, as dificuldades de acesso a exames e consultas especializadas, a judicialização, o diálogo incipiente com órgãos de controle externo, as insuficiências do papel do gestor estadual no planejamento e na regionalização e a necessidade de formação dos conselheiros municipais de saúde.
O artigo apresenta os resultados de uma pré-avaliação da Política Nacional de Gestão Estratégica e Participativa do Sistema Único de Saúde (ParticipaSUS). Trata-se de estudo de avaliabilidade tendo como unidade de análise a Gestão Federal - Secretaria de Gestão Estratégica e Participativa/Ministério da Saúde - SGEP/MS de outubro de 2010 a março de 2011. Foram realizadas reuniões de consenso com os profissionais da SGEP/MS e os da área acadêmica e análise documental. Elaborado modelo lógico e matriz de análise e julgamento com critérios, indicadores e padrões, as fontes de verificação, pontos de corte e julgamento. A descrição da intervenção possibilitou discussão sobre conceito, princípios, diretrizes e ações. Os princípios e as diretrizes priorizam o componente 'Apoio à Gestão Participativa'. Na construção do modelo lógico, o foco da discussão foram as ações que devem ser realizadas pelo nível federal em cada componente, pois o documento oficial não faz este detalhamento. A Política ParticipaSUS é uma intervenção passível de avaliação, pois foi possível explicitar sua plausibilidade. O estudo de avaliabilidade ou pré-avaliação mostrou-se apropriado com maior entendimento dos envolvidos, melhor definição dos objetivos e metas e indicando áreas prioritárias para futuras avaliações.
