Aunque las situaciones monoparentales han estado presentes a lo largo de toda la historia, el concepto que se utiliza en la actualidad para referirse a ellas es relativamente joven, pues no fue hasta bien entrada la segunda mitad del siglo xx cuando se dieron las condiciones sociales y estructurales necesarias para su aparición. Pero, ¿cuáles fueron esas condiciones especiales que posibilitaron el nacimiento del término monoparentalidad?, ¿qué otros conceptos se empleaban hasta aquel momento?, ¿esta expresión seguirá existiendo durante las próximas décadas o, por el contrario, irá sufriendo cambios?, ¿de ser así, en qué dirección irán esos cambios? Atendiendo a estas cuestiones, en este artículo, se realiza un análisis sobre la evolución que ha ido experimentando, a lo largo del siglo xx, la terminología empleada para referirse a las hoy conocidas como familias monoparentales, prestando especial atención al contexto sociohistórico en el que se originó este término y al futuro hasta ahora incierto que le aguarda. La pandemia ocasionada por la Covid-19 ha impactado de lleno sobre toda la sociedad, aunque se ha ensañado especialmente con los colectivos que, ya de por sí, presentaban un cierto grado de vulnerabilidad. Este es el caso de los hogares formados por un único progenitor, generalmente la madre, y sus hijos dependientes. Este trabajo de investigación tiene por objetivo identificar el impacto que la pandemia ha tenido sobre las condiciones de vida de estos hogares. Para ello, se ha realizado un análisis secundario a partir de los datos que ofrece la Encuesta de Condiciones de Vida (ECV) del Instituto Nacional de Estadística de España (INE). Los resultados que arroja el estudio están referidos, sobre todo, a los cambios que se han producido en cuanto a la situación material del hogar. Constituyen una primera lectura de la situación, muy preliminar, que habrá de ser completada con revisiones posteriores.
Este trabajo se centra en el estudio de las personas con discapacidad física o sensorial que deciden emprender. Como pregunta de investigación, se busca identificar cuáles son los rasgos psicológicos que caracterizan a estas personas, es decir, qué intangibles los orientan hacia la tarea de emprender. Para identificar y describir su perfil, se ha optado por una investigación de carácter cualitativo, en la que se han realizado quince entrevistas en profundidad a informantes clave que se relacionan con el tema de estudio de diversa forma. Los resultados muestran que estas personas tienen un perfil psicológico bastante definido. En primer lugar, se observan características de naturaleza interna, que en ocasiones pueden llegar a ser innatas, como la autoestima, la seguridad interna, la capacidad de adaptación o el optimismo. En segundo lugar, se aprecian rasgos de tipo interpersonal, orientados hacia el emprendimiento, como la iniciativa empresarial, la empatía o el liderazgo.
En el año 2007 se aprobó, a nivel nacional, la Ley Orgánica 3/2007 para la igualdad efectiva de mujeres y hombres. Ese mismo año, en la Región de Murcia, se aprobó la Ley 7/2007 para la igualdad entre mujeres y hombres y la protección contra la violencia de género. Ambas leyes establecen la obligatoriedad a las administraciones públicas de elaborar y ejecutar planes de igualdad. El objetivo del trabajo de investigación que se recoge en este artículo es identificar y analizar los planes de igualdad de oportunidades entre mujeres y hombres que se han aprobado en los Ayuntamientos de la Región de Murcia hasta el año 2017. Teniendo en cuenta el objeto de estudio, se ha recurrido a una metodología cualitativa, centrada en la revisión documental. En la investigación han participado 40 municipios de la Región de Murcia. Se ha podido trabajar con 28 planes de igualdad implantados a nivel local desde 1992 hasta 2017. Los resultados del análisis indican que no existe un desarrollo adecuado de planes de igualdad de oportunidades entre mujeres y hombres a nivel local en la Región de Murcia. Destaca el escaso progreso institucional y se aprecia una carencia respecto a medidas específicas para prevenir las desigualdades de género en todos los ámbitos de la realidad social. In 2007, Organic Law 3/2007 for the effective equality of women and men was approved at the national level. That same year, in the Region of Murcia, Law 7/2007 was approved for equality between women and men and protection against gender violence. Both laws establish the obligatory nature of public administrations to prepare and execute Equality Plans. The objective of this research is to analyze the content of the Equal Opportunity Plans between women and men that have been approved by the City Councils of the Region of Murcia until the year 2017. Taking into account the object of study, a qualitative methodology, focused on documentary review. 40 municipalities in the Region of Murcia have participated in the research and it has been possible to work with 28 Equality Plans implemented locally from 1992 to 2017. The results of the analysis indicate that there is no adequate development of Equal Opportunity Plans among women. and men locally in the Region of Murcia. The low institutional progress stands out and there is a lack of specific measures to prevent gender inequalities in all areas of social reality. This research is a starting point towards a new approach to equality policies in the Region of Murcia, aimed at promoting, making visible and achieving real equality by eliminating gender-based social inequalities.
ResumenEl uso del concepto «monoparentalidad» se ha intensificado durante los últimos años debido, entre otros, al incremento que de las formas familiares a que hace referencia. A pesar de un uso cada vez más generalizado, la realidad teórica se caracteriza por la falta de un acuerdo global en torno a una cuestión esencial: ¿qué forma familiar es la que debe contener esta categoría sociológica? El problema de la imprecisión teórica normalmente ha afectado al ámbito académico, provocando fuertes discrepancias entre los estudios que se han realizado sobre el tema, y está empezando a tener su repercusión social y legal, de modo que, en materia de Política Social, cada órgano ha elaborado su propia definición Se genera, de este modo, un trato desigual en las múltiples formas de monoparentalidad que las asociaciones y movimientos sociales califican de injusto y discriminatorio. En este artículo de carácter teórico se identifican y analizan las definiciones legales que se han elaborado durante los últi-mos años sobre «monoparentalidad» y que se encuentran recogidas en las normativas nacionales y autonómicas diseñadas para la protección social de este tipo de familias. El objetivo es comprobar cómo se conceptualiza el fenómeno familiar en el ordenamiento jurídico español, qué imprecisiones teóricas se observan, y qué similitudes y diferencias terminológicas se dan entre ámbitos territoriales y rangos normativos. Este análisis nos permitirá conocer el significado que se atribuye oficialmente a este tipo de familia en España y aportar claridad sobre el sentido real que se atribuye al término. AbstractThe use of the concept of «lone parenthood» has intensified during the last years, owing, amongst other things, to the increase in this form of family. In spite of increasingly widespread use, the theoretical reality is characterized by a lack of a global consensus in relation to one essential aspect: What family form should this sociological category comprise? This problem of theoretical imprecision has often affected academia, causing strong discrepancies between different studies. However, it is also starting to have social and legal repercussions, because in terms of social policy each government agency has developed its own definition of the term. As a result, the multiple forms of lone parenthood are treated differently, something which has been described by associations and social movements as unfair and discriminatory. In this theory-based paper, we analyse some of the official definitions that have been produced in recent years and that are contained in the national and regional regulations created for the social protection of such families.
