The theoretical and methodological nature of strategic development on the basis of smart specialization is investigated and its role in ensuring the economic growth of regions and increasing the effectiveness of regional policy is substantiated. Methodical approaches are proposed to identify the types of economic activity that will be developed in accordance with the principles of smart specialization and which can be considered as strategic goals of regional strategies. The approbation of these approaches in the analysis of production, innovation, export and human resources in the context of economic activities on example of Lviv region allows to determine the strategic priorities of the region's development using a concept of smart specialization. The result of the analysis is to identify problems of implementation of smart specialization concept in the development of strategies for Ukrainian regions and proposals for their solution.
The article presents the results of research on the problems of cooperation between territorial communities in the regions of Ukraine in the context of activation of inclusive development. The author’s conceptual vision of theoretical basis for the study of the inclusiveness of the development of territorial communities is presented. The processes of concluding of agreements on cooperation of communities in the regions of Ukraine from the moment of its beginning till today are analyzed. The problems and challenges of the development of inter-municipal cooperation of united territorial communities of regions are identified, and on this basis recommendations for improving the efficiency of development of inter-municipal cooperation at the basic level are formulated and substantiated. In particular, it is necessary to conduct a consistent state policy to stimulate the development of inter-municipal cooperation. The main directions of such a policy should be: development and adoption by regional authorities of all regions of Ukraine of financial support and incentives for cooperation of territorial communities as well as identification of potential territories in regions where cooperation could be developing; inclusion of mechanisms of inter-municipal cooperation in regional programs of socio-economic and cultural development of regions; explanatory work among representatives of local self-government bodies on the practical use of inter-municipal cooperation; organization of trainings, seminars, round tables and other events, dissemination of scientific literature, invitations of leading foreign and Ukrainian scholars, experts and analysts; dissemination of positive experience of cooperation, public support and promotion of best practices of cooperation, conducting public competitions of projects with winners and supporting the implementation of their experience in other communities as well as forming of networks for experience exchange on issues of development of inter-municipal cooperation between local governments from different regions of Ukraine; organization of informal effective control by the public for the promotion of projects, implementation of events and obtaining results. Consequently, the cooperation of territorial communities not only creates problems, but also creates opportunities for them to be solved by activating entrepreneurial activity, expanding the possibilities of self-government and civic creativity at the basic level. In this regard, inter-municipal cooperation should become an effective instrument for completing the decentralization reform in Ukraine.
The article was tried to solve the dilemma of whether neighborhood inter-municipal cooperation in Ukraine is part of the European model of inter-municipal cooperation, or just another attempt to imitate it? The basis of the study is the work on the general theory of governance, territorial governance, inter-municipal cooperation, which provide a basis for understanding what the European model of neighborhood inter-municipal cooperation is. The research is based on an analysis of the legal framework governing inter-municipal cooperation in Ukraine, as well as official statistics on the practical implementation of the right to inter-municipal cooperation of neighboring territorial communities.
The research addresses the digitalization of management processes in the socio-cultural sphere, assessing the factors that influence this process and the challenges faced by leaders of socio-cultural institutions and projects. Various analytical methods were used, including the analysis of scientific literature and an online questionnaire to gather practical perspectives. The findings reveal significant trends in the digitalization of socio-cultural activity management, identified from scientific literature and questionnaire responses. The study highlights the primary features of this process and provides a comprehensive view of the challenges and opportunities of implementing digital tools in socio-cultural activities.
Understanding driver’s maneuver behavior is an important prerequisite for providing drivers with different levels of assistance in the collaborative driving system. Aiming at establishing a general and interpretable model of driver steering styles, 38 drivers’ data are collected by a driving simulator platform, where a U-shaped experimental scene is built. To reduce data redundancy, Principal Component Analysis (PCA) is utilized to extract key features. Vali-dated by both Elbow Method and Silhouette Coefficient, the features are classified by k-means cluster. Finally, three driving styles with different characteristics are defined, and the corresponding original data are compared to make a reasonable explanation. The results can be used as a design basis for customizing shared steering controllers in collaborative driving.
