The objective of the article is to study the regional development of Ukraine through the prism of indicators that characterize the knowledge-based economy, comparing it to other countries. It has been determined that the appearance of a new economy in the world arena is dictated by time and new trends in the world. Performed study justified that in the conditions of Ukraine, economic knowledge can be a breakthrough in the country's growth. Given the ambiguity and uneven economic development of the administrative-territorial units of Ukraine, the main destabilizing factors that hinder the successful implementation of reforms have been identified. A comparative analysis of the Ukrainian economy with that of Poland has been carried out. For this reason, the critical requirements for Ukraine’s development are economic knowledge based on science, modern technologies, improved educational system, and continues professional training of executive management personnel.
The state and features of small business development in Ukraine are studied in the context of ensuring the postulates of sustainable development. Positive and negative trends and changes are revealed, prospects of the development of business structures are defined in terms of sustainable development. Assessing the concentration of entrepreneurial activity in the regions of Ukraine, we note the presence of certain fluctuations in the dynamics and interregional differences in the density of economic entities per 10 thousand population. Based on the analysis of the entrepreneurial activity in the regions of Ukraine, it is established that despite the insufficient level of small business development, its influence on the economic development of the regions is growing. This is confirmed by the calculated coefficient of the impact of revenues from small businesses to the local budget on GRP, the importance of which is growing in all regions. The calculation of the ratio of personnel costs in the field of small business to personnel costs in all enterprises shows its tendency to decrease in most regions, which is explained by an increase in business shadowing rather than lower wages and a reduced number of employees in these enterprises. It is proved that the development of entrepreneurship solves not only economic but also social issues. It is an effective means of restructuring, enhancing innovation, overcoming imbalances in certain market segments, creating new jobs and reducing unemployment. Stimulating the development of an entrepreneurial activity, supporting small business and creating conditions for economic management are among the primary tasks of the state's economic policy.
The theoretical and methodological nature of strategic development on the basis of smart specialization is investigated and its role in ensuring the economic growth of regions and increasing the effectiveness of regional policy is substantiated. Methodical approaches are proposed to identify the types of economic activity that will be developed in accordance with the principles of smart specialization and which can be considered as strategic goals of regional strategies. The approbation of these approaches in the analysis of production, innovation, export and human resources in the context of economic activities on example of Lviv region allows to determine the strategic priorities of the region's development using a concept of smart specialization. The result of the analysis is to identify problems of implementation of smart specialization concept in the development of strategies for Ukrainian regions and proposals for their solution.
