Tulû'î'nin Paşaname'si ya da Karadeniz'de Bir Deniz Cenginin Anlatımı (1629) Tulû'î's Paşaname: Account of a Naval Campaign across the Black Sea (1629)
The present study depicts the developments which took place at the Polish-Ottoman frontier and in the Ottoman imperial centre between 1633 and 1634, when a fullscale war between the Polish-Lithuanian Commonwealth and the Ottoman Empire was imminent. Even though the major episodes of the confl ict have been highlighted from the Polish perspective several times before, it is hard to say the same regarding the Ottoman vantage point. Therefore, this paper tries to make use of major European embassy reports from the Ottoman capital, with cross-references to the Ottoman archival documentation of the period. In this way the paper aims to expound the escalation and resolution of the confl ict from the Ottoman point of view and seeks to fi ll the gap left by the already-established Polish stances. It will also serve the purpose of attracting attention both to the Polish diplomatic presence in the Ottoman capital and to the Ottoman diplomatic activity with regard to the Polish-Lithuanian Commonwealth in the years specifi ed.
Grand viziers acted as the utmost important fi gure in the Ottoman bureaucratic administration throughout the early modern era. Conducting relations with foreign countries and, hence, conforming to the rules of an established diplomatic practice in the process were among their duties. Th e present study, therefore, aims at highlighting the underrated procedure of grand vizierial audiences through selected cases from the fi rst half of the seventeenth century. In this respect, dispatches and fi nal reports of certain representatives of major European monarchs in Istanbul are brought to light along with complementary data from Ottoman fi scal records of the time. Th e reception of foreign diplomats by the grand vizier-which presents its own intricacies and follows its own set of rules-is hence laid under scrutiny to understand how a physical language of diplomacy was created. Accordingly, welcoming receptions by the grand viziers will be studied instead of focusing on the negotiation audiences between the grand viziers and the incoming embassies. Comparisons with the imperial audiences will also be useful both in underlining the diff erentiation of this physical language from the one employed in the audiences with the sultan and also in evaluating the diplomatic function of the grand vizier within the framework of Ottoman foreign relations. In this respect, the fi rst receptions by the grand vizier were intended to welcome foreign embassies and played a crucial part in their diplomatic mission since the date for the sultanic audience was arranged herein. Moreover, exchange of gifts between the grand vizier and the emissaries, serving of refreshments and avoidance of any politically consequential issue during the meeting were the main elements of the grand vizierial receptions.
Öz: Osmanlı İmparatorluğu, XVII. yüzyıl ortasında toprak büyüklüğü açısından kaydettiği büyümeyle bir yeniden ihya sürecine girmiş ve bu süreçte Köprülü Mehmed ve Fazıl Ahmed Paşalar amil faktörler olmuşlardır. Ancak baba-oğul Köprülü sadrazamlarının askeri seferleri, Osmanlı Devleti'nin bu dönemde daha barışçıl addedilebilecek adımlarını gölgede bırakmamalıdır. Özellikle Fazıl Ahmed Paşa döneminde Ragusa'ya, Ceneviz'e, Fransa'ya ve İngiltere'ye ticari ayrıcalıklar tanınmış ve bu ayrıcalıkların teminatı anlaşmalarla (ahidname) sağlanmıştır. Mevcut çalışma, Fazıl Ahmed Paşa'nın dolaylı stratejisinin, Osmanlı İmparatorluğu'nun Akdeniz ya da Doğu Avrupa'da askeri seferlere çıkarken sair Avrupalı devletlere ahidname vererek tarafsızlıklarını temin etmeyi sağlamak olduğunu iddia etmektedir. Bunun için de İsveç Krallığı, 1660'ların sonunda Arslan Ağa isimli bir Osmanlı aracısını padişah nezdine yollayıp benzer bir ahidname talep ettiğinde Osmanlının cevabı müspet olmuş ancak İsveç idaresi, teşebbüsün devamını getirmemeyi seçmişti. Arslan Ağa'nın neşredilmemiş sefaretnamesini temele alarak bu çalışma, İsveç'in ahidname talebini XVII. yüzyıl Avrupa-Osmanlı münasebetleri bağlamına oturtmayı ve Arslan Ağa'nın kimliğinin teşhisine daha önce dikkatten kaçmış verilerle katkıda bulunmayı amaçlamaktadır.
İsveç Kralı XII. Karl'ın memleketinden yıllarca uzakta geçen savaşlarla ve maceralarla dolu hayatı kuşaklar boyu tarihçilerin ilgisini çekmiş, hatta Türkiye'den de Ahmet Refik Altınay ve Akdes Nimet Kurat gibi araştırmacılar da bu konuda çalışmışlardır. Ancak yine de dönemin Tuna Voyvodalıkları (Eflak-Boğdan) ile Bender'deki İsveç ordugâhı arasında olan bitenler yeterince bu ilgiden nasiplenememiştir. Bu sebeple mevcut çalışma Boğdan Prensi Nikolaos Mavrokordatos ile Bender'deki İsveç idaresi arasında cereyan eden muhaberat ve münasebata odaklanacaktır. Dönemin diplomatik belgeleri (Hurmuzaki tarafından yayınlanmış olanlar ile birlikte) bu ilişkiyi muayene etmek için fırsat tanımaktayken, XVIII. asrın Batı Avrupa gazeteleri de İsveç Kralının Osmanlı Devleti'ndeki ikametine ilişkin bir kronoloji izlemek adına zemin hazırlamaktadır. Bu açıdan Prens Mavrokordatos'un yazışmaları, Boğdan Prensliğine (Voyvodalığına) ve İsveç ordugâhına dair haberlerle birlikte değerlendirilecektir.
