Today, the degree of agricultural development, and, in the future, the level of national food security, the public health and the quality of life, are largely ensured by innovative developments in the field of alternative agriculture, the preservation of natural resources and, above all, the main production facility – land. At the same time, the unfilled market capacity of organic products and the significant land potential for the development of organic farming create all the necessary prerequisites for enhancing the competitiveness of Russian rural producers. The development of agricultural entrepreneurship towards the greening of land use, organic production and development of the domestic market for organic (ecological) products in the format of zonal agro-eco clusters is one of the strategic directions for implementing reforms in the agricultural sector. The paper presents the directions of the formation and development of zonal agro-eco clusters for the production, processing and sale of organic products in the agricultural regions of Russia.
In the national economy of Russia, elements of the digital economy are being actively implemented in various sectors of the economy. With regard to the agricultural sectors, digitalization of production management is an element of strategic development. Insufficiently high rates of development of this direction are accompanied by the influence of various exogenous and endogenous factors in the agricultural sectors of the regional level. The development of public-private partnerships in the agricultural sector of the economy is of great importance. The management of the regional agro-industrial complex requires the use of innovative technologies, including the digitalization of the sectoral economy. The basis of digitalization is the marketing concept of consumer orientation. The model of providing financial resources for state support in the development of the digital economy of agriculture in the Altai Territory is carried out in accordance with state and targeted programs. It is concluded that sectoral digitalization will increase the level of competitiveness of the region.
The ever-increasing interest in organic farming products on the part of consumers stimulates organic producers to expand their product range and search for new markets and distribution channels. Especially demanded organic products in European countries and the United States. Increased requirements for the production of organic matter presupposes the presence of certain conditions in terms of certification of lands, technologies and quality characteristics of organic products. This, in turn, requires a regulatory and legal framework at the state level, a certification system, including the rules and procedure for certification of land and products, organizations with the right to conduct accreditation procedures, pricing and possible preferences for small businesses and the private sector of the population. This will optimize the requirements for the phased passage of the certification procedure and serve as a stimulating element for attracting new producers of organic products. An equally important strategic problem is the organization of effective marketing channels for organic products. The relevance of food security and the availability of food are topical issues in Russia. In the agro-industrial multifaceted, issues related to low profitability of production, preservation of the genetic material of farm animals, and others have not been resolved. The main measures to increase the economic accessibility of food can be implemented through regional programs for sustainable development of country area One of the urgent problems of the world community is the development of organic farming and the formation of markets for organic products. At the same time, commodity differentiation of organic products and geographic segmentation are the main factors influencing the development of organic farming. The producers of organic products in Russia, as a rule, are small businesses. Development of organic farming is of particular importance for cross-border agro-oriented regions, since it contributes to the development of export activities and commodity diversification. For the Altai Territory, the development of organic farming makes it possible to effectively develop new areas of gastronomic and rural tourism.
In the early 1990s, when state and collective farms were undergoing a reorganization procedure, the most heated debate was about which organizational and legal forms are most suitable for agricultural organizations in a market economy. The article examines the dynamics of the development of such structures in the context of organizational and legal forms. In the course of the study, using materials from the Altai Territory, an assessment was made of the presence of animals belonging to various agricultural producers, the dynamics of their products and the level of production efficiency. An assessment of the economic efficiency of the activities of agricultural organizations in the Rodinsky and Romanovsky districts of the region is given. As a result of a comparative analysis, it was revealed that the most effective organizational and legal form is production in subsidiary plots of the population (citizens).
The article is devoted to the development of rural areas in the context of improving local production specialization. The possibility of successful specialization of the region is significantly influenced by the location of economic entities. Taking into account regional features of localization (placement) of economic entities in the process of developing and implementing significant indicators will contribute to the development of the Russian Federation’s subjects in the process of economic activity. The state forms economic relations with firms and households that are geographically located in a specific subject, forming a certain regional specialization. Factors and criteria of local production specialization are revealed. development of the territory that allows building economic relations between States, firms, and households aimed at providing and satisfying needs that are historically defined and localized in socio — economic time and space. The indicated economic structure of the region, taking into account local production specialization, allows us to state the fact that the region consists of many local territories, which are classified according to their borders. As for the specialization of the region, it can be adjusted depending on the economic structure of the region and its development features.
