Purpose: Attention to the problems of social and economic development of rural areas by Government authorities, economists and the scientific community was mainly theoretical or sometimes targeted practical in nature. Design/Methodology/Approach: At the same time, rural poverty and high unemployment rate, worsening demographic situation, reducing network of institutions of social infrastructure in rural areas, which together have a negative impact on the reproduction of labor resources, lower production volumes and high migration rates have always been the problems of rural development in the country. Findings: Overall, sustainable development of rural areas characterizes, on the one hand, external major natural resource constraints that form a distant prospect, and on the other hand, determine the possibilities of social and economic development of rural communities, economic entities, diversification of the territory's economy, the formation of new activities and environmental engineering. This is a very wide range of problems, which are currently considered from different perspectives in Russia and in several countries of the world. Practical implications: The article discusses the problems of economic development of rural areas as the main factor in ensuring the sustainable development of rural areas of the agrarian regions of Russia. Originality/Value: The authors define the core resources for development of the rural areas in the region, provide an overview of agribusiness and tourism industry clusters, reveling their points of growth, cluster sales channels, tourism and recreation development.
The prospects for the development of Russia in the direction of implementing the ideas of the green economy are determined by the fact that Russia is a country with rich natural resources. Today, both the weak and strong sides of the country in terms of the prospects for the development of the green economy can be defined. The transition to the green economy, the environmentally sustainable development of Russia implies a transition from an extensive raw materials export model of economic development to modernization. The main indicators are indicators of sustainable development, including indicators of nature and energy intensity, adjusted net savings, and human development indices.
The present study substantiates the economic basis for regulating land relations in the agricultural sector, outline the main stages of the formation and development of land relations in Russia. It also carries out a comparative analysis of land relations in Russia and foreign countries, presents theoretical aspects of economic regulation of land relations in the agricultural sector and considers domestic and foreign experience of the regulation of land relations. The activities of human society in connection with land are carried out on the basis of social relations, the key element of which is land relations. Transformations and regulation of land relations occur in the process of agrarian transformations. Historically, it has been proven that the implementation of agrarian reforms that change the socioeconomic situation, the working conditions of people, the production and marketing of products, does not bring about solid results without a proper transformation of land relations. The unique role of land relations in the system of agrarian reforms suggests that agrarian restructuring must begin with land reform.
Today, the degree of agricultural development, and, in the future, the level of national food security, the public health and the quality of life, are largely ensured by innovative developments in the field of alternative agriculture, the preservation of natural resources and, above all, the main production facility – land. At the same time, the unfilled market capacity of organic products and the significant land potential for the development of organic farming create all the necessary prerequisites for enhancing the competitiveness of Russian rural producers. The development of agricultural entrepreneurship towards the greening of land use, organic production and development of the domestic market for organic (ecological) products in the format of zonal agro-eco clusters is one of the strategic directions for implementing reforms in the agricultural sector. The paper presents the directions of the formation and development of zonal agro-eco clusters for the production, processing and sale of organic products in the agricultural regions of Russia.
