The research concept consists in the development of theoretical and empirical approaches for analysis and assessment of Russian agricultural production development trends in the context of exportoriented strategy implementation in the agro-industrial complex. The research is conducted using complex of methods of mathematical modeling in economics, including extrapolation methods (linear and non-linear trend models for analyzing the time dynamics of production and economic variables), scenario forecasting, Delphi approach. The projected parameters of the export potential of Russian agricultural production are developed and represented in the paper. Based on the data of 2009-2018, the development state is analyzed and trends become visible of the farm stock structure by farming categories in the Russian Federation and staple food production, including meat, milk, vegetables, potatoes, grain and sunflower. Three forecasting scenarios of staple food production per capita in the Russian Federation for the period up to 2025 are developed and proved (base case, best-case and worst-casescenarios).
The topical issues of agricultural lands efficient use and prudent management are considered in the article. The national land policy implementation mechanism, the ways of government influence on the development of land matters in Russia and on the actions of land matters participants are analyzed in the paper. Current legal and regulatory framework applied for land regulation in Russian Federation is considered. The study of Russian land policy state highlighted a number of current problems associated with inefficiency of the existing government system of land regulation and the need to improve the legislative support of agricultural land transactions. Furthermore, the issues of use and care of agricultural lands of all categories remain largely unaddressed. Within the scope of conducted study the ways of improving the national policy applicable to the land proper use are suggested.
The article presents the role of small agribusiness in the development of the agricultural sector of the Russian economy in the post-pandemic reality, on the basis of forecast calculations and assessment of current trends in the development of the domestic agricultural sector, the effectiveness of which depends on ensuring sustainable rural development, preserving the historical appearance and territorial integrity of the country. The article examines the impact factors of Covid 19 that determine the development of Russian agriculture in the medium term and proves the need for the development of a large-scale agricultural sector of the economy. The calculation and analytical tools of the study are based on the methods of economic statistics, which allowed us to analyze the structural dynamics of the country's agricultural sector and determine the forecast parameters for the development of small agribusiness. The main forecast volumes of production by small agribusiness in rural areas of such types of food as grain, sunflower, meat and milk for the period up to 2025 are determined. Examples of adaptation of the agricultural sector to the conditions of post-pandemic reality abroad are given.
The purpose of the present research paper is to make a comprehensive analysis of the Russian foreign policy activities in terms of potential risks and possible consequences of termination, suspension of transnational companies’ activities for the Russian economy. The foreign policy of the Russian Federation makes it possible to set due priorities, define proper formats and set the course for the entire foreign policy of the state, which undoubtedly requires proper organisational and legal institutionalisation. This is why exploring the operation of transnational companies in Russia is extremely important in the current geopolitical environment which is presently being formed with a focus on the sanctions-related pressure against our state on the part of unfriendly countries. The present essay considers the statistical data on foreign multinationals that have left Russia and the measures taken by the Russian government towards adaptation and designing a due economic policy course in the conditions of market economy. The research brought the authors to a substantiated conclusion that foreign policy activities are directly and closely connected with the work of transnational corporations; therefore, the competent internal policy of the Russian Federation will enable the society and corporate entities to adapt to the new realities and to pursue the desired foreign policy activities in the country’s interests, avoiding pressure from unfriendly countries.
