ПРОГНОЗИРОВАНИЕ РАЗВИТИЯ ЭКОНОМИКИ НА ОСНОВЕ СТОХАСТИЧЕСКОЙ МОДЕЛИ ЭКОНОМИЧЕСКОГО РОСТА С УЧЕТОМ ТОЧКИ ПОВОРОТАВ статье отмечается, что в современных условиях возрастает влияние факторов неопреде-ленности и риска на экономическое развитие, и определенные возможности учета их воздей-ствия связаны с использованием стохастических моделей экономического роста. Рассматри-ваются методы прогнозирования развития экономики на основе дискретной аппроксимации ограничений стохастической модели экономического роста для закрытой экономики по ме-тоду Эйлера-Маруямы, опирающиеся на учет текущего (начального) состояния экономики и построение средней расчетной траектории роста. Дана характеристика особенностей реали-зации предлагаемого подхода к прогнозированию в режиме имитации с учетом точки поворо-та, обусловленной мировым экономическим кризисом 2008 г. Выполнены расчеты ВВП и рас-ходов на потребление по данным экономики Греции, Дании и Испании на двух временных пе-риодах -до и после кризиса 2008 г. Определены параметры модели, обеспечивающие согласие фактических траекторий и построенных 50%-ных доверительных интервалов для указанных макроэкономических показателей. Особое внимание уделено проблеме калибровки условий стохастической модели экономического роста. Показано, что использование исходных данных в постоянных ценах 1970 г. для построения прогнозов в режиме имитации позволяет улуч-шить согласие. Библиогр. 36 назв. Ил. 12. The article considers the possibility of constructing forecasts for macroeconomic indicators taking into account the turning points in their dynamics trends. The calculations are performed on the base of a discrete approximation for the constraints of a simple economic growth stochastic model using the Monte Carlo method. In the first part, the authors analyze the problems of justifying turning point indicators and show that there is no single approach to their definition. Changes in GDP, oil prices and other indicators often serve as such indicators. In the second part, the authors propose to relate turning points to a change in the value of one of the numerical parameters of the growth model under consideration — the capital depreciation rate. To determine the parameters of the model, a special calibration procedure is proposed, based on solving the optimization problem according to the criterion of the minimum discrepancy between the average calculated and actual trajectories of GDP and Consumption over the calibration period. In the third part, experimental simulations are performed taking into account turning points according to the data of the economies of Finland, Cyprus and Japan. Three turning points are allocated for Cyprus and Japan, and one for Finland. Forecasts of the GDP and Consumption dynamics for these countries at current and constant prices of 2010 are constructed. For all three countries under consideration, the results of simulations show that indirect accounting of turning points by amendment of the capital depreciation rate allows significantly improving the quality of forecasts based on the average calculated trajectory, taking into account the specified confidence interval for the selected forecast period.
В статье рассматриваются возможности прогнозирования индексов реальных эффек-тивных обменных курсов валют ведущих стран мира, для которых за период с 31.01.1994 до 30.04.2017 невозможно построить единую устойчивую среднюю расчетную траекторию этого индекса, позволяющего получить надежный прогноз на всем указанном временном интерва-ле; целесообразно учитывать при этом только данные последнего периода. Для построения краткосрочных прогнозов индексов реальных эффективных обменных курсов на основе на-чального значения предложено использовать в режиме имитации дискретную аппроксимацию стохастических дифференциальных уравнений Мертона, Васичека, Досена, Огдена, Кокса -Ингерсолла -Росса и модели полиномиальных остатков. Экспериментальные расчеты в ре-жиме имитации показали, что применение дискретной аппроксимации уравнений Васичека, Мертона, Досена и Огдена для прогнозирования индексов реальных эффективных обменных курсов валют для изучаемых стран в период с апреля 2016 г. до марта 2017 г. не позволяет по-строить надежный прогноз указанного индекса. Расчеты в режиме имитации на основе дис-кретной аппроксимации стохастического уравнения Кокса -Ингерсолла -Росса и модели полиномиальных остатков позволили установить, что для индексов эффективных обменных курсов валют Великобритании, США, стран еврозоны, Японии и Швейцарии удалось обеспе-чить попадание в 50 %-ный доверительный интервал, построенный по результатам имитаци-онных расчетов, почти на всем рассматриваемом промежутке времени. Это повышает каче-ство прогноза на основе средней расчетной траектории. Полученные результаты существенно зависят от выбранного временного промежутка и используемых методов расчета числовых па-раметров уравнений дискретной аппроксимации исходных моделей. The real exchange rate of national currency is known to be one of the most important macroeconomic indicators. In this paper, we explore the opportunities of the Monte Carlo simulation technique combined with the polynomial residuals model for a medium-term forecasting the index of the real effective exchange rate for the ruble. The idea of the proposed approach is based on the successive (variable) differences method, designed for smoothing time series characterized by trend component and irregular component. The approach is illustrated numerically with the simulation-based forecast for the ruble real effective exchange rate, the values of the index in September-December 2017 being used to assess the forecast quality. The parameters in the corresponding polynomial residues models were calculated using the Nelder-Mead algorithm. The results of simulations at different "estimate depth" values and MAPE and RSME values indicate that the proposed approach allows constructing a relatively accurate medium-term forecast for the ruble effective exchange rate.
