The concept of the sea toll program as the transportation of marine logistics with the aim of connecting major ports in the archipelago so that it is hoped that the existence of this sea toll will be able to connect ports to remote areas. This study examines the implementation of the policy of the Minister of Transportation of the Republic of Indonesia Number PM 23 of 2019 concerning Tariffs for Transporting Goods at Sea to Carry out Public Service Obligations carried out by the Tanjung Perak Main Port Authority. This study aims to describe and analyze the implementation of the sea toll policy at the Tanjung Perak Surabaya Main Port Authority Office along with the inhibiting and supporting factors. This research uses qualitative research methods with a case study approach with data collection techniques through interviews, observations, and documentation. The results of the study using George Edward III's theory of public policy implementation show that the implementation of the Sea Toll Policy has been carried out well by the Tanjung Perak Surabaya Main Port Authority Office. The supporting factors are resources, bureaucratic structure and SOPs at the Tanjung Perak Main Port Authority Office which are already good to ensure the smooth operation of the sea toll, while the inhibiting factor is the imbalance of backloads on the sea toll route at the main port of Tanjung Perak, Surabaya.
Surat Persetujuan Berlayar (SPB) merupakan dokumen negara yang dikeluarkan oleh Syahbandar terhadap tiap kapal yang hendak keluar masuk pelabuhan. Penelitian kualitatif berikut memakai pendekatan studi kasus serta bertujuan untuk menganalisis implementasi kebijakan penerbitan SPB online pada Kantor Kesyahbandaran Utama Tanjung Perak Surabaya. Pengambilan data pada penelitian berikut dilaksanakan melalui wawancara, pengamatan langsung serta dokumentasi. Hasil penelitian yang diperoleh melalui penggunaan model implementasi menurut Van Meter & Van Horn bahwasanya Kantor Kesyahbandaran Utama Tanjung Perak Surabaya telah mengimplementasikan kebijakan penerbitan SPB online dengan baik namun masih terdapat kekurangan yaitu pada kuantitas SDM di Kantor Kesyahbandaran Utama Tanjung Perak Surabaya, belum maksimalnya sistem yang terintegrasi antar external stakeholder yang ada di pelabuhan terkait pelayanan satu atap, dan adanya agen pelayaran/perusahaan pelayaran baru sehingga belum memahami tentang penggunaan Inaportnet System.
The coastal area is an area that has the potential to be developed, but the coastal area must also be conserved by making efficient use of coastal resources and utilizing the function of the area in a planned and rational manner, including at Prigi Beach in Watulimo District, Trenggalek Regency. The strategy for developing coastal areas in Trenggalek Regency has been stated in Regional Regulation Number 15 of 2012 concerning Spatial Planning of Trenggalek Regency for 2012-2032. This study uses a qualitative method with a case study approach in an effort to understand the sustainability of coastal development in Trenggalek Regency. Data were obtained through observation, documentation, and interviews with the head of Bappeda (Regional Development Planning Agency of Trenggalek Regency) and the community around Prigi Beach, Trenggalek Regency. Data analysis techniques with interactive models are data collection, data condensation, data presentation and conclusion drawing. Aspects of sustainable development in Watulimo District, Trenggalek Regency include (1) ecology, the existence of Prigi Bay provides benefits in the fields of Tourism, Fisheries and Marine, namely Prigi Beach, Damas Beach, Cengkrong Beach, Mangrove Tourism Forest, Karanggongso White Sand Beach and Pearl Beach. (2) the economy, the low income of fishermen in Prigi is also influenced by natural conditions, so that the fishing process cannot take place throughout the year and (3) social, the fishermen community empowerment program in Prigi has been implemented by the Government to improve the fishing community but the program has not running optimally.
Penanganan air limbah domestik ialah satu di antara beberapa masalah lingkungan pada daerah Surabaya. Di samping mengakibatkan tercemarnya lingkungan, air limbah pun bisa menciptakan gangguan kesehatan. Satu di antara beberapa metode guna melakukan pengolahan air limbah yakni InstaIasi Pengolahan Air Limbah (IPAL) Komunal. Salah satu IPAL Komunal yang ada di Surabaya terletak di Jalan Granting gang 1 RT 01 RW 01 Kelurahan Simokerto Kecamatan Simokerto Kota Surabaya. Keberadaan IPAL Komunal tersebut memberikan manfaat bagi kelestarian lingkungan hidup, terutama kebersihan sungai di Kelurahan Simokerto namun kemanfaatan tersebut semakin berkurang karena keberlanjutan kelembagaannya yang semakin melemah. Penelitian kualitatif berikut memakai pendekatan studi kasus yang bertujuan untuk menjelaskan dan mengkaji kelembagaan dan juga faktor-faktor yang menunjang juga menghambat pada pengelolaan sanitasi berbasis masyarakat pada Kelompok Swadaya Masyarakat Pengelola IPAL Komunal RT 01 RW 01 Kelurahan Simokerto Kecamatan Simokerto Kota Surabaya. Pengambilan data pada penelitian ini dilakukan melalui wawancara, pengamatan langsung dan dokumentasi. Dalam menganalisis data dipakai Model Interaktif yakni pengumpulan, reduksi, penyajian data serta penarikan kesimpulan. Hasil penelitian yang diperoleh dengan menggunakan analisa kelembagaan dalam 3 (tiga) pilar yakni pilar regulatif, pilar normatif, pilar serta pilar kultural kognitif. Keberlanjutan kelembagaan IPAL Komunal di RT 01 RW 01 Kelurahan Simokerto Kecamatan Simokerto Kota Surabaya saat ini mengalami stagnasi. Faktor pendukungnya adalah kesadaran dan kebiasaan warga akan pentingnya hidup sehat membuat lingkungan sekitar terlihat bersih dan asri, warga dapat menghemat penggunaan air bersih PDAM dengan memanfaatkan air hasil pengolahan dari IPAL Komunal, serta pendanaan IPAL Komunal berasal dari dana warga sendiri sedangkan faktor penghambatnya adalah kurang perhatiannya Pemerintah Kota Surabaya terhadap keberlangsungan IPAL Komunal yang ada dan juga tidak adanya regenerasi pada kelembagaan IPAL Komunal. Rekomendasi riset ini untuk keberlangsungan IPAL Komunal adalah dipelukannya pendampingan dan pendanaan untuk perawatan dan pengelolaan dari Pemerintah Kota Surabaya serta perlu adanya regenerasi pada kelembagaan IPAL Komunal dalam pengelolaannya.
The Harbormaster of Tanjung Perak Surabaya (KSU) conducts an assessment of the personnel on duty, namely the Pilot Assessment in order to improve the quality of service for ship delaying activities and to realize safety and security in the waters of the Tanjung Perak Port, Surabaya. KSU Tanjung Perak Surabaya issued a decree number: HK.207/01/15/SYB-Tpr-18 regarding the operational system and procedures for ship scouting and towing services in the obligatory scout waters of the Tanjung Perak Port Surabaya and Port of Gresik. The purpose of this study was to analyze the implementation of the pilot assessment policy at KSU Tanjung Perak Surabaya. The theory of implementation of the Van Meter and Van Horn policies used in this study has 6 (six) variables that form the linkage between policy and performance. This study uses a qualitative method with a case study approach to collect data through interviews, observations and documentation, then the data obtained are analyzed interactively. The results obtained are the implementation of the Pilot Assessment Policy carried out by KSU Tanjung Perak Surabaya has been running optimally and in accordance with applicable regulations.
The increase of ship services every year needs implementation at the Port effectively. The purpose of this study was to describe and analyze the effectiveness and supporting and inhibiting factors of the Inaportnet program (online service for issuing Ship Arrival Notifications) at the Tanjung Perak Main Port Authority, Surabaya. This study uses a qualitative method with a case study approach. Data collection techniques were carried out through observation, interviews, and documentation. The theory used is a modification of the theory from Budiani and Sutrisno which said there are 6 aspects, namely Program Understanding, Target Accuracy, Timeliness, Goal Achievement, Program Monitoring, and Real Change. The results of the study showed that the effectiveness of the Inaportnet program has been running effectively. However, one aspect was found, namely the Program Understanding Level that had not run optimally. The supporting factor for the program is the ability of competent Human Resources to complete their duties. However, the service continues to run manually. This study recommends increasing the explanation of information about the program through video tutorials that are uploaded on social media.
Abstract. This study aims to analyze the process of collaborative governance in the development of the Ujungpangkah Mangrove (MUP) Essential Ecosystem Area (KEE) in Gresik Regency, East Java which has been established by the Governor of East Java in 2020. Collaboration between government and non-government is seen from the aspect of their respective roles each stakeholder, common understanding and goals, clarity of roles and responsibilities of each party, commitment of stakeholders in carrying out roles and responsibilities, reciprocal relationships and dependencies as well as potential conflicts and efforts made to resolve these conflicts for the sustainability of KEE-MUP as an ecotourism destination. This research uses a qualitative method with a case study approach. The results show that the dynamics of collaborative governance are not good, this can be seen from the unclear understanding and common goals among stakeholders. The collaboration scheme carried out by the government to build trust and commitment in the development of KEE must be carried out so that the roles of each stakeholder are clearly known. With these facts, common perceptions between stakeholders are needed as well as arrangements for rights and obligations in effective management, each stakeholder must bear the costs of managing KEE which is his responsibility, and is entitled to benefit from managing KEE through activities that are legally justified. As well as a partnership mechanism between stakeholders in the management of KEE, the mechanism for sharing costs and benefits must be regulated in a transparent, fair and fulfilling the principle of equality.
Kampung Tangguh Semeru is a program initiated by East Java Regional Police (POLDA) which is adapted in each area to reduce the spread of covid-19 pandemic in East Java. The program is known as Wani Jogo Suroboyo and written in the Mayor of Surabaya Regulation No. 67 Year 2020. The community has an active role in forming Kampung Wani in Rukun Warga and Rukun Tetangga areas. The study uses qualitative research method by applying case study approach in order to describe the implementation of Kampung Tangguh Semeru policy-Wani Jogo Suroboyo in East Surabaya. Furthermore, the purpose of the study identifies the inhibiting and supporting factors for the implementation of this policy that has four tasks, namely Wani Sehat, Wani Ngandani, Wani Jogo, and Wani Sejahtera. The result indicates the implementation of Kampung Tangguh Semeru-Wani Jogo Suroboyo is in accordance with the Regulation of the Mayor of Surabaya No. 67 Year 2020. It also points out the reduction on the number of covid-19 spread in Surabaya, especially in east districts. However, the funding sources are not implemented properly, which can be seen from the lack of financial assistance from the Surabaya government. In addition, the access of Lawan covid is closed for head of the task force in Rukun Warga area.
