RESUMO -O insucesso da maioria das iniciativas de restauração de florestas naturalmente biodiversas como a Mata Atlântica desencadeou um movimento intenso de discussão sobre a ciência e prática da restauração ecológica no Estado de São Paulo. Isso convergiu na construção participativa de uma resolução estadual de caráter técnico e orientador para restauração, a qual tem sido revisada e atualizada periodicamente em workshops que reúnem mais de 200 profissionais em cada evento. Essa resolução objetivou potencializar o estabelecimento de florestas biologicamente viáveis e com riqueza de espécies vegetais condizente com a dos ecossistemas de referência, a fim de garantir a persistência das florestas restauradas e proteger a biodiversidade nativa. As contribuições dessa resolução para o aperfeiçoamento e estímulo das ações de restauração são hoje evidentes. Entre 2003 e 2008, período de discussão dessa resolução, a produção de mudas de espécies arbustivas e arbóreas nativas no Estado cresceu de 13.000.000 (55 viveiros) para 33.000.000 (114 viveiros) por ano, e o número médio de espécies produzidas nos viveiros também aumentou de 30 para mais de 80, refletindo o crescimento das ações de restauração. Do ponto de vista deste estudo, esse instrumento legal tem servido como mecanismo legítimo de política pública ambiental e de proteção dos interesses coletivos da sociedade. Particularmente, ele guia e orienta a maior parte dos investimentos em restauração ecológica e aumenta as perspectivas de maximização dos benefícios para a sociedade, que podem e devem ser obtidos com a restauração, incluindo a persistência da biodiversidade nas paisagens antrópicas tropicais.Palavras-chave: Resolução SMA-08, Ecossistema de referência e Política pública ambiental. LEGAL INSTRUMENTS CAN ENHANCE HIGH-DIVERSITY TROPICAL FOREST RESTORATION
Around the world, there is growing desire and momentum for ecological restoration to happen faster, with better quality, and in more extensive areas. The question we ask is how can laws and governmental regulations best contribute to effective, successful, and broad-scale restoration? In the state of São Paulo, Brazil, there is a legal instrument (SMA 08-2008) whose aim is to increase the effectiveness of tropical forest restoration projects in particular. It establishes, among other things, requirements regarding the minimum number of native tree species to be reached within a given period of time in restoration projects and the precise proportion of functional groups or threatened species to be included when reforestation with native species is used as a restoration technique. There are, however, two differing perspectives among Brazilian restoration ecologists on the appropriateness of such detailed legal rules. For some, the rules help increase the chances that mandatory projects of ecological restoration will succeed. For the other group, there is no single way to achieve effective ecosystem restoration, and the existing science and know-how are far from sufficient to establish standardized technical and methodological norms or to justify that such norms be imposed. Both points of view are discussed here, aiming to help those developing new legislation and improving existing laws about ecological restoration. The precedents established in São Paulo, and at the federal level in Brazil, and the ongoing debate about those laws are worth considering and possibly applying elsewhere.

A phytosociological investigation in two fragments of restinga forest (flooded and nonflooded) in Riviera de São Lourenço complex, Bertioga, São Paulo, was carried out. Each fragment in the phytosociological survey was studied using 10×10 m plots. These plots were distributed in blocks of 20×30 m and 10×30 m, for a total area of 4,800 m 2 . The 893 individuals sampled in both fragments were distributed in 83 species and 31 families. The species with highest importance values (IV) in the flooded restinga forest were: Manilkara subsericea (Mart.) Dubard, Amaioua intermedia Mart. ex K. Schum., Didymopanax angustissimum A. Sampaio, Miconia cubatanensis Hoehne, Euterpe edulis Mart., Syagrus pseudococos (Raud.) Glassm., Bactris setosa Mart., Guarea macrophylla Vahl. and Nectandra oppositifolia Ness & Mart. ex Mez; in nonflooded restinga forest these were: Eriotheca pentaphylla (Vell. emend K. Schum.) A. Robyns, Calophyllum brasiliense Cambess., Syagrus pseudococos, Tabebuia cassinoides (Lam.) DC., Manilkara subsericea, Tabebuia obtusifolia (Cham) Bureau, Didymopanax angustissimum, Sloanea guianensis (Aubl.) Benth. and Amaioua intermedia. Shannon's diversity index (H') was 3.50 in the flooded restinga forest and 3.70 in the nonflooded restinga forest.
Oil palm monoculture is the most rapidly increasing large‐scale crop in Amazonia due to favourable environmental conditions and incentives from executives and governing authorities. In this study we assessed the effects of oil palm plantations on Odonata assemblages in Amazonia streams. We hypothesized that (1) the expansion of oil palm plantations over the natural landscape affects the habitat structure and physicochemical properties of streams at different scales (50 m, 500 m and 1000 m) and (2) oil palm plantations affect the species composition of Odonata assemblages, leading to the replacement of forest specialist species by non‐forest specialists. A total of 22 streams were sampled which were distributed throughout a landscape comprising areas of oil palm plantations Elaeis guineensis Jacq. to streams located inside large forest remnants. The expansion of oil palm monoculture affected the physicochemical properties of the water and habitat of the streams. A larger amount of woody debris was observed within streams surrounded by a greater amount of forest, whereas streams with a greater area of surrounding oil palm had higher pH values and anthropogenic infrastructures (e.g. roads). As expected, the Odonata community was affected by a replacement of forest specialist species with non‐forest specialist species. To mitigate this impact, we suggest increasing the area of native riparian corridors along streams that flow through oil palm plantations.
direita do rio Mogi-Guaçu, Município de Conchal, SP, tendo como objetivo a avaliação do potencial desse fragmento como fonte de propágulos para projetos de enriquecimento em áreas ciliares implantadas na região de Mogi-Guaçu, SP. Para tanto, foi realizada a caracterização sucessional e da síndrome de dispersão das espécies arbóreas e arbustivas. No local, foram registradas 99 espécies arbóreas e arbustivas, pertencentes a 38 famílias. As famílias com maior número de espécies foram Euphorbiaceae, Fabaceae, Myrtaceae e Rubiaceae. Quanto aos grupos sucessionais, foi verificado equilíbrio na quantidade de espécies secundárias tardias (28,3%) e daquelas típicas de sub-bosque (23,2%). A síndrome de dispersão predominante entre as espécies arbóreas e arbustivas foi a zoocoria, identificada em 64,6% delas, seguida pela anemocoria, que representou 20,2% dos casos. Os resultados gerais apontaram o bom estado de conservação desse fragmento e a viabilidade de sua utilização como fonte de propágulos para ações de revegetação em áreas ciliares da região.Palavras-chave: Área degradada, sementes e manejo. Neste trabalho efetuaram-se estudos para determinar os efeitos de reguladores vegetais em algodoeiro Gossypium hirsutum L. cv. IAC-17, através da análise de crescimento e produtividade em plantas submetidas a diferentes dosagens e épocas de aplicação de reguladores vegetais. Para conhecimento do desenvolvimento, produção, características agronômicas dos algodoeiros e características tecnológicas das fibras, sob ação de reguladores vegetais, realizou-se em Piracicaba (SP) na safra 1978/79 um experimento sob condições de campo, em uma área de 1700 m², onde foi implantada a cultura. Trataram-se os algodoeiros com: cloreto -1,1 - dimetil piperidíneo (DPC) nas concentrações de 84, 167 e 250 ppm; cloreto (2-cloroetil) trimetilamônio (CCC) nas concentrações de 250, 350 e 450 ppm e ácido (2 - cloroetil) fosfônico (CEPA) nas concentrações 1670, 3340 e 6680 ppm, sendo cada substância aplicada a 51, 65 e 143 dias após a germinação, respectivamente. Realizaram-se os tratos culturais normais recomendados para a cultura. Os resultados indicam que DPC e CCC tendem a reduzir a altura das plantas e o diâmetro da copa. Aplicações de DPC não afetaram os parâmetros da análise de crescimento do algodoeiro, sendo que CCC 25O ppm reduziu a área foliar e o peso da matéria seca. O índice de área foliar foi diminuído por 28 dias com aplicações de CCC 250 e 350 ppm, sendo que a menor concentração reduziu a eficiência fotossintética nas plantas e as concentrações mais elevadas de CEPA e CCC tenderam a diminuir o número de capulhos e o peso de algodão em caroço. CCC 350 ppm aparentemente aumentou o peso médio do algodão por capulho, enquanto CEPA 6680 ppm tendeu a reduzi-lo. Em cada tratamento, o peso das sementes e a porcentagem de fibras amostradas em 50 g de algodão em caroço,bem como o peso de 100 sementes, não foram afetados pela aplicação de CCC, DPC e CEPA. Também as características tecnológicas das fibras não foram afetadas pela aplicação dos reguladores vegetais.
-In Brazil, specifically in São Paulo State, there are guidelines based on the high diversity of tropical forests that instructs the restoration projects in the state (current SMA 32/2014). The main goal of this study was verify the importance and effectiveness of the high diversity of arboreal species originated from a reforestation, and its influence in a woody regenerating composition. We developed a phytosociologic study in a woody regenerating stratum of a nine year old reforestation at a Private Reserve of Natural Heritage (RPPN), in Mogi-Guaçu, São Paulo State. All specimens with height > 30 cm and Diameter at Breast Height (DBH) < 5 cm were evaluated. The woody regenerating diversity was smaller than the overstory diversity and the species composition was similar to the overstory. The Simpson index (1-D) was 0.85, Shannon index (H') was 2.46 and the Pielou index (J') was 0.60. The zoochoric dispersion syndrome was major among the species. Our results suggest that the use of high diversity of native seedlings in a reforestation leads to high diversity of species in woody regeneration stratum, after one decade of planting.
-(Non-arboreal vascular flora in a reforestation implanted with native seedlings). Non-arboreal life forms, such as herbs, vines, and subshrubs, have rarely been assessed in monitoring of reforestations that aim at restoration ecology. This study aimed to assess the non-arboreal species from a reforestation implanted with a composition of Seasonal Semi-deciduous Forest, nine years after the plantation. The results showed high number of non-arboreal species, from which, the ones established by natural regeneration, had more species than the tree layer. We found one rare and one critically endangered species that revealed the importance of non-arboreal flora for the conservation of biodiversity and as a potential indicator for monitoring in restoration process. Formas de vida não arbóreas, como ervas, trepadeiras e subarbustos, raramente são avaliadas em estudos de monitoramento de reflorestamentos que visam à restauração ecológica. O objetivo do presente estudo foi inventariar as espécies não arbóreas em um reflorestamento implantado com composição de Floresta Estacional Semidecídua, nove anos após o plantio. Os resultados obtidos revelaram elevado número de espécies não arbóreas, das quais as estabelecidas por regeneração natural, que foram registradas em maior número de espécies do que aquelas do estrato arbóreo. Foi encontrada uma espécie rara e uma criticamente ameaçada, destacando a importância dessa vegetação para a conservação da biodiversidade e como um potencial indicador para monitoramento de áreas em processo de restauração.
