The need to foster more Humane and sustainable smart cities (HSSC) is a challenge in many cities all over the world. It is crucial for urban planners to take notice and to connect their projects to the HSSC concepts and also to the Sustainable Development Goals for 2030. This work explores a balanced approach observed in the city of Curitiba in Brazil, involving three leading components: (i) main conceptual drivers, (ii) a policy and strategic plan, and (iii) several projects under execution and already in place. A descriptive framework emerged from a triangulation method to organize the components. The main conclusions are: (i) there is a symbiosis between the urban innovation ecosystem and the HSSC implementation mainly involving the ICTs, (ii) there is a positive mindset for innovation in the city, (iii) the participation of the stakeholders in the innovation ecosystem and in the HSSC decisions facilitates the development of actions, (iv) the organized civil society plays a major role, and (v) co-creation and co-management based on a triple helix approach provide stability and reduce vulnerability. At the end, this paper presents some considerations about the framework to support the decision-making processes of innovation managers and urban planners.
A inovação tecnológica demanda um tipo de gestão peculiar, complexa, que deve interagir com uma diversidade de agentes no processo de inovação. O objetivo deste estudo foi analisar esta dinâmica no contexto do Núcleo de Inovação Tecnológica da Universidade Estadual de Maringá. Para tanto, foi realizada uma pesquisa qualitativa e exploratória. A metodologia empregada concilia três elementos: práticas próprias e pertinentes à gestão da inovação, aprendizagem baseada em problemas e objeto de inovação, todos elementos articulados com base em um protocolo de pesquisa oriundo de referências internacionais. Obteve-se um conjunto de ações alinhadas à gestão da inovação, fundamentadas na cultura, estratégia e oportunidades próprias ao ambiente de uma Instituição de Ensino Superior, a saber: i) adoção de práticas de gestão relacionadas à uma estrutura organizacional mais orgânica, mais flexível, menos burocrática, com diretrizes claramente estabelecidas; ii) sistema de decisões descentralizado; iii) maior utilização de instrumentos como benchmarking e best practice; iv) desenvolvimento de redes para novas parcerias; v) estrutura física adequada para propiciar um ambiente que estimule a execução de novas atividades, habilidades e conhecimentos; vi) criação de mecanismos para maior interação com clientes; e vii) realização de um planejamento estratégico para organização e compreensão do ambiente inovador, levando em consideração os propósitos de uma Universidade.
In a Virtual Enterprise scenario the management of the supply-chain is a complex task, especially when some degrees of flexibility are envisaged to be supported. This paper intends to show an approach to improve the quality of this management in order to avoid business chaos. More preciselly, it is introduced a set of specialized software modules named Advanced Coordination Functionalities (ACFs), which take end-user feedback into account to solve important problems during coordination actions within the VE scenario. The study of ACFs is motivated and required by the Prodnet-ll ESPRIT project.
Neste artigo propõe-se um modelo estrutural de governança para o Exército Brasileiro, sob a perspectiva da Tríplice Hélice, com a premissa de que os parques tecnológicos existentes nas sedes das regiões militares, inseridos nos ecossistemas de inovação, são habitats capazes de comporem núcleos de inovação tecnológica do Exército Brasileiro. O problema decorre da necessidade da instituição de implantar uma estrutura de governança que promova o desenvolvimento de inovações, de forma descentralizada, em proveito da presença do Exército em todas as regiões do país. Para tanto, metodologicamente, optou-se por se realizar uma pesquisa com abordagem exploratória, qualitativa e descritiva, e o estudo do caso do Exército Brasileiro. Foi possível concluir que a implantação de núcleos de governança de inovação do Exército Brasileiro, inseridos em Parques Tecnológicos, possibilitará a interação da Tríplice-Hélice (governo-indústria-academia), de forma colaborativa, a fim de reforçar a expressão científico-tecnológica dos atores envolvidos e impulsionar o desenvolvimento nas dimensões social e econômica conforme as potencialidades regionais.
