ResumenEl propósito del presente trabajo es caracterizar a la población de 18 a 24 años que accede a la educación superior según nivel de ingresos familiares, de escolaridad y ocupación del jefe de hogar. Con este fin se trabajó con las Bases de Datos CASEN de los años 1990, 1996 y 2003. A modo de conclusión, se puede mencionar que se ha producido un incremento del acceso a los jóvenes a la educación terciaria en todos los niveles socioeconómicos como consecuencia directa de las políticas implementadas. No obstante, en el periodo 1990-2003 se ha mantenido la brecha entre las posibilidades de acceso de los jóvenes de menores ingresos y los de mayores ingresos. Para superar esta situación se sugiere optimizar la focalización de los recursos destinados a los programas de ayuda estudiantil.Palabras clave: educación superior, acceso, nivel de ingresos familiares. AbstractBy analyzing the access of different socio-economic groups to higher education institutions by quintile, this paper examines the impact produced by higher education policies in Chile during the 1990-2003 period. To this end, CASEN household databases provide valuable information to measure: a) access of students (18-24 year-old group) by family per capita income level; b) access of students by household level of schooling; and c) access of students by household employment. Major conclusions set up that even though higher education policies have increased access to the system of economical disadvantaged students, inequity in access still persist. In order to reduce the inequity gap it is recommended to improve allocation of resources oriented to students aid programs.
El artículo busca comprender las percepciones que estudiantes, docentes y directivos tienen respecto de los aspectos que inciden en la retención de adolescentes atendidos en «escuelas de segunda oportunidad» en Santiago de Chile. La información proviene de 56 entrevistas semiestructuradas, aplicadas a tales actores en los Centros de Educación Integrada de Jóvenes y Adultos seleccionados. Las entrevistas fueron sometidas a un análisis narrativo etnográfico y, para su codificación, se utilizó el software Atlas.ti. Los actores identificaron como las condicionantes más importantes la contextualización en la exigencia académica y evaluativa, el acompañamiento afectivo a estudiantes y que la escuela sea acogedora. Finalmente, se vislumbra la necesidad de revisar los procesos de reinserción escolar para un grupo no menor de niños y jóvenes que no se adaptan a condiciones «normales». Resumen Hoy en día nos vemos enfrentados al reto continuo de adaptarnos a las exigencias de un mundo en constante cambio. En este contexto, la educación adquiere una importancia fundamental, en especial los programas dirigidos a la población que por diversas razones no ha concluido sus estudios primarios y/o secundarios, ello considerando las consecuencias que la escolaridad incompleta tiene sobre estas personas. En este contexto, el presente artículo tiene como objetivo central indagar y comparar los perfiles y la evaluación de los estudiantes insertos en tres modalidades de reescolarización existentes en Chile (proyectos de reinserción, modalidad regular y modalidad flexible), esto a partir de los datos arrojados por una encuesta aplicada en Santiago de Chile a una muestra de 523 personas que cursan alguno de estos programas, repartidas en un total de 23 instituciones educativas. La muestra se obtuvo de manera probabilística mediante la técnica de muestreo por conglomerados, y el marco muestral se construyó a partir del total de registros de matrículas provisto por la Coordinación Nacional de Educación de Personas Jóvenes y Adultas (EPJA), del Ministerio de Educación de Chile (Mineduc). Los resultados -además de arrojar importantes diferencias en cuanto a los perfiles de estudiantes de las tres modalidades- muestran que, si bien las valoraciones y percepciones de estos alumnos respecto de los programas son positivas, quienes se muestran más críticos corresponden a los grupos de mayor vulnerabilidad social.
RESUMENEl propósito del artículo es analizar las percepciones de los beneficiarios de la principal modalidad de educación de adultos en Chile respecto de su experiencia educativa. El estudio se basa en un enfoque empírico analítico, y diseño no experimental. La muestra cuantitativa se obtuvo por conglomerados representativos de centros educativos de Santiago de Chile y permitió encuestar a 252 individuos que asisten a la modalidad regular. La muestra cualitativa consideró 30 estudiantes que fueron abordados por la vía de entrevistas estructuradas. Los resultados confirman que esta población proviene de grupos con bajo nivel socioeconómico, con historial de fracaso escolar reiterado, y que la representación del fracaso escolar la asocian a desempeños individuales más que a factores de contexto. Es por ello que el fracaso es percibido como un acto de irresponsabilidad, aun cuando los antecedentes muestran que el fenómeno es multicausal, donde intervienen factores externos e internos al sistema escolar.PALABRAS CLAVE educación de adultos; re-escolarización; deserción escolar; Chile.
