esde finales de los años noventa, los medios de comunicación españoles hacen eco de un nuevo tipo de migración: la de niños que cruzan el mar Mediterráneo con intención de «buscar la vida» en Europa. Hace apenas seis meses tuve la oportunidad de ver a estos menores en Tánger, ciudad fronteriza por excelencia, bajando al puerto para intentar dar el «salto» hasta España. 1 En el puerto actúan en grupos, escondiéndose de la policía y observando el movimiento de camiones y barcos. En el momento apropiado, se cuelan por debajo de alguno de los muchos camiones o autobuses que, diariamente, pasan la frontera hacia Europa. Agarrados de los ejes, se esconden en los pequeños huecos por debajo de los transportes y aguantan varias horas hasta llegar a Algeciras, en el sur de España. Es un viaje muy peligroso, donde el niño arriesga su vida.Apenas hace un mes hemos visto, sobrecogidos, la primera imagen de una patera
INTRODUCCIÓN: CIUDADANÍA EN CAMPOS MIGRATORIOS TRANSNACIONALESLa ciudadanía como modelo político dominante de pertenencia y titularidad de derechos se muestra insuficiente para el gobierno de la movilidad. Las premisas de la ciudadanía están arraigadas en un paradigma territorial y sedentario y una lógica teleológica y estatista de la política y el gobierno. En la era actual el modo de producción capitalista ha profundizado su dimensión internacional hasta límites no previstos por los regímenes de ordenación política y la gestión de las economías nacionales. Si bien es cierto que numerosas transformaciones han venido creando nuevos espacios políticos a nivel internacional y supranacional, la dimensión del gobierno transnacional en los procesos migratorios apenas comienza a explorarse.En este trabajo realizamos una incursión etnográfica en las prácticas y estrategias que los migrantes ponen en marcha en destino y en origen para, desde el desplazamiento, redefinir su posición en relación a las nociones de pertenencia y titularidad de derechos proyectadas por las sociedades involucradas 1 . Nos centraremos en el estudio de caso de una comuna de origen quechua situada en los alrededores de Quito, denominada con el seudónimo de Jatum Pamba. La elección de esta comuna responde al RESUMEN:Este trabajo explora desde una perspectiva etnográfica las prácticas políticas de migrantes en una esfera pública transnacional, en base a un estudio de caso de ecuatorianos andinos en España. Enfatiza las interconexiones que se producen entre el impacto del asentamiento de los inmigrantes en Madrid y sus esfuerzos por mantener una presencia socioeconómica y política activa en su comunidad de origen, analizando el modo en el que las nuevas prácticas de ciudadanía transnacional se configuran en la actual era neoliberal. Se propone la categoría de campo migratorio transnacional en el sentido bourdieuano para profundizar cómo el territorio, la identidad y la residencia se redefinen en una nueva cartografía de inclusión y exclusión de los derechos y deberes de ciudadanía a través de las fronteras. Se ofrecen algunos resultados empíricos que ilustran las nuevas estructuras de estratificación tanto en el país de origen como en el de destino construidas a través de estas nuevas prácticas políticas transnacionales. Estos hallazgos se vinculan a algunos debates teóricos claves alrededor de las nuevas propuestas de ciudadanía transnacional.
Resumen Este trabajo presenta algunos hallazgos preliminares de la investigación sobre "Politicas de representación en el campo migratorio transnacional: producción, distribución y consumo de contenidos mediáticos en el contexto migratorio" (CSO2008-03022). A partir de la consideración teórica de algunos retos centrales planteados a la antropología en el contexto de globalización, describimos y analizamos la aparición reciente pero masiva de medios de comunicación orientados hacia la población inmigrante en España. Se profundiza en el análisis del contenido ofertado por estos medios, a partir de un estudio cuantitativo y cualitativo de los mismos, trazando una comparación con el espacio mediático generalista. Se analiza la construcción de la noticia en sus vertientes migratorias, transnacionales y de manera específica en su dimensión cultural, explorando la aparición de la nueva categoría etnocultural de "latin@s" en nuestro entorno. Finalmente, se ofrecen tres tipos ideales, referentes al tipo de vínculo que los nuevos periodistas de origen latinoamericano establecen con su "audiencia" y/o base social: instrumental, clientelar y orgánico. Concluimos con una serie de consideraciones sobre la importancia del estudio etnográfico del espacio público a través de una perspectiva transnacional, que aborde los procesos de comunicación política en los espacios político-mediáticos que nos configuran como ciudadanos. E n los últimos años hemos visto resurgir en distintas partes del mundo el discurso sobre el desarrollo como la panacea para solucionar los problemas de exclusión de colectivos humanos, con frecuencia culturalmente diferenciados de las llamadas "culturas nacionales". Las visiones etnocéntricas y evolucionistas, tan cuestionadas por la antropología crítica, que vinculan a las sociedades de origen europeo con el progreso y a las culturas no occidentales con el atraso, parecen resurgir nuevamente disfrazadas de discursos sobre "desarrollos alternativos". A pesar de toda la tinta que se ha gastado desde las ciencias sociales para develar las redes de poder que se ocultan tras el desarrollismo y los problemas prácticos que implica la imposición de una visión específica del "bienestar social", los políticos parecen seguir planeando sus políticas públicas y sus programas de inversión de espaldas a estos planteamientos críticos. 2 El regreso y la fuerza que está tomando nuevamente el discurso sobre el desarrollo ha llevado a algunos analistas a afirmar que no hay un conocimiento local que haya sido globalizado con tanto éxito e influido tantas vidas como el desarrollo. Algunos autores inclusive ubican su génesis en un lugar y momento histórico concreto: en el suelo norteamericano después de la Segunda Guerra Mundial, cuando el presidente Harry S. Truman pronunció el 20 de enero de 1949 el discurso sobre "el estado de la Unión" haciendo referencia al papel de Estados Unidos en el crecimiento económico de los países subdesarrollados. Al respecto Gustavo Esteva señala, "Truman cambió el significado del desarrollo y creó el emblema aludido, un eufemismo empleado desde entonces para referirse discreta o inadvertidamente a la era de la hegemonía americana. Nunca antes se había aceptado universalmente un vocablo el mismo día que había sido acuñado. De repente se creó una nueva percepción de uno mismo y del otro". (Esteva, 2000:68).En este artículo queremos ofrecer algunas reflexiones sobre el uso del discurso desarrollista en relación con la construcción y consolidación de las fronteras mexicanas y españolas. En el caso mexicano, se alza como una alternativa a la marginación de las poblaciones indígenas; en el español, como panacea de las esperanzas de los colectivos inmigrantes. Sin duda la construcción de la otredad se distingue en ambos casos en torno al eje de la ciudadanía, pues si bien l@s indígenas son ineludiblemente miembros de la nación mexicana, l@s* migrantes en cuanto extranjeros -y especialmente los "irregulares"-, son construidos en esencia como ajenos a los derechos asociados a la pertenencia nacional.
