This research aimed to investigate the risk management process undertaken at the Conjunto Heliópolis-Glebe L that was built on contaminated soil in the municipality of São Paulo, which configured the resident population at risk. In addition, the research sought to understand how risk management was communicated and understood by residents through access and analysis of their social representations. To this purpose, a case study of Conjunto Heliópolis was developed, consisting of a literature review, analysis of documents on the risk management process and application of interviews to residents of the area and to technicians from COHAB-SP and the state environmental agency. The results indicated that the communication and risk management process adopted for the area did not allow residents to understand the extent and magnitude of the risk situation and showed that most respondents are unaware of these aspects. The analysis of risk management and social representations of the resident population revealed the predominance of little space for the effective participation of residents in management. The research results revealed the imbrication between the dynamics of social discrimination, social exclusion to healthy urban spaces and destitution of knowledge and local alternatives to face the risk situation in Conjunto Heliópolis. This junction conforms what is termed as a socio-historical conditioning of environmental injustice in Conjunto Heliópolis, which is established by dynamic social exclusion present in the core of the structure of Brazilian society and the production of São Paulo urban space.
A configuração de situações de risco associadas à exposição humana a áreas contaminadas nas cidades é um problema inerente às dinâmicas de produção do espaço urbano que reproduzem vulnerabilidades socioambientais e afetam em maior grau os grupos socialmente marginalizados. O presente artigo discute o caso do Conjunto habitacional Heliópolis, construído sobre um lixão pela municipalidade de São Paulo no final da década de 1980 e destinado à população de baixa renda. O objetivo é de identificar e analisar as representações sociais dos moradores sobre o risco associado à contaminação do solo local, de forma a investigar como os residentes compreendem e se posicionam frente à situação vivenciada. A metodologia compreende um estudo de caso que se valeu da aplicação de entrevistas a 30 moradores do local e da análise de documentos sobre as medidas adotadas para o gerenciamento de risco. As representações sociais dos moradores expressam as múltiplas dinâmicas de desigualdade socioambiental que estruturam as relações sociais locais e o modo de enfrentamento adotado pelas instituições responsáveis para gerenciar a situação. Esses resultados expressam que o enfrentamento de risco em áreas contaminadas precisa ser revisto, sobretudo em países marcados por assimetrias sociais, como é o caso do Brasil, para que seja apreendido pela população e enfrentado de forma mais efetiva.

A produção de áreas contaminadas na cidade de São Paulo e as diversas formas de exclusão da população de baixa renda ao espaço urbano, dentre elas a destituição do acesso à moradia digna em ambientes saudáveis, tem levado a situações de injustiça ambiental por meio da ocupação de áreas inseguras. Em áreas contaminadas, práticas de gerenciamento de risco realizadas por meio de procedimentos técnico-científicos socialmente herméticos, com intervenções pouco contextualizadas à realidade dos grupos expostos, tendem a agravar as condições de exclusão dos grupos vulnerabilizados pelo processo de produção do espaço. Este artigo visa identificar e analisar as dimensões da injustiça ambiental vivenciada pelos moradores do Conjunto Heliópolis, construído sobre um lixão no município de São Paulo, à luz da agenda interdisciplinar da Ecologia Política. Como metodologia, realizou-se um estudo de caso com análise qualitativa crítica por meio da triangulação de dados de entrevistas com moradores da área de estudo, da análise de documentos técnicos sobre o Conjunto Heliópolis e de observações não-participante registradas em caderno de campo. Os resultados revelam a imbricação das dinâmicas de discriminação e de exclusão social na produção capitalista do espaço urbano, nos processos decisórios instituídos por procedimentos técnico-científicos em situações de risco e nas relações locais nos territórios afetados. Essa junção desvela o que se denominou como Necrobiopoder patrimonialista, um poder inerente à estruturação da sociedade brasileira e da produção capitalista do espaço urbano paulistano.
