Agricultural Innovation Systems (AIS) approach, arise as tool for better understanding dynamics and complexity of agricultural innovation. The dynamic approach of organizational capabilities development, is consolidated as a conceptual lens for AIS analysis, but not the systemic approach, which is considered emerging. The objective of this article is present a framework for AIS capability development, taking as a scientific reference, emerging economy countries experiences. A multi-dimensional methodology of literature review and content analysis is implemented, supported in bibliometric and data mining techniques. The networks analysis, the nonlinear perspective of innovation process and research, training, policy and brokering incidence over performance, are some of the main topics in common between AIS and capability development.
Today, universities and governments are making efforts to allocate resources to be implemented in research and technological development processes that seek to have an impact in terms of innovation in the markets. However, it has been identified that there are barriers such as information asymmetry, which hinder the development of technology transfer processes between the university and industry, either because the owner or inventor of the technology does not transmit the key and relevant information about its invention to a third party, which in this case would be the businessman or industrialist who could acquire it, who in turn can also limit the transparency of the market information that the owner of the technology needs to know in order to coincide in the formalization of an agreement of transfer of the technology in question. Faced with this reality, it has been found that there is a third key actor in these technology transfer processes, these are the intermediary agents of innovation, who from their nature can be seen as moderators of the aforementioned information asymmetries. In this sense, the search for information related to the aforementioned barrier and the intervention of intermediary agents in the technology transfer processes has been carried out, finding that they can influence depending on the circumstances where the process is generated. For this work, the Scopus database has been used, and a set of variables ha s been proposed that relate the topics under study and that can be used in the establishment of action scenarios where the intermediary agent of innovation intervenes in technology transfer processes.
Atendiendo a la importancia que los sistemas de innovación agroindustrial están tomando en los países en vía de desarrollo, tal como Colombia (territorio de vocación agrícola por naturaleza), se presenta un acercamiento a su concepto y a la importancia que representa la intermediación en la transferencia de conocimiento y tecnología entre los diversos actores de la cuádruple hélice que conforman a este tipo de sistema sectorial. Es así que se ha realizado una búsqueda de literatura en Google Scholar, Scopus y Web of Science, así como resultados de otras investigaciones enfocadas a estudiar el rol de los agentes intermediarios en los procesos de innovación relacionados con el agro.
Considering the importance of addressing innovation issues that impact the development of economic sectors, this document presents the research work aimed at establishing a state of the art related to technology transfer and intermediation issues, which can be adopted in the innovation systems. In this case, the agro-industrial innovation system is taken as a reference from the perspective of a country, Colombia. Likewise, it is proposed to consider the synergy between actors such as the university and the industry, from a holistic vision of the systems. In this sense, and making use of the Scopus, Web of Science and Google Scholar databases, through the implementation of a methodology in which three main phases of search, selection and reading of scientific publications were generated, a set of documents was obtained, and through these it was possible to identify: concepts on innovation systems, aspects that intervene in transfer processes of technology especially related to the articulation of the actors that are part of the innovation systems, as well as the way in which these issues can be adopted, taking the agro-industrial sector as a reference. Thus, through this research, the existence of structural gaps in the networks of actors is highlighted as a key factor, which, when trying to be moderated through the intervention of government actors, also require the participation of intermediary innovation agents, that facilitate the articulation and flow of data, information and communication between those who develop technology and those who require these developments to mitigate a need in the productive sectors.
