2) Why such a Low Residential Mobility ?
We use the French Housing Survey and analyze the residential mobility of people of African origins. We show that African people are overrepresented in large cities with respect to the rest of the population. We highlight two key factors behind this statement: the geographic concentration of social housing in dense areas and ethnic discrimination in the housing market. The interplay between these factors originates an African bias towards social housing: African people are more likely to enter social housing, and less likely to exit. These results are robust to controls for individual characteristics.
Il est relativement connu que le différentiel de taux de chômage entre personnes d'origine africaine et personnes d'origine française n'a fait que croître au cours des trente dernières années. Nous mettons en évidence que ce différentiel de chômage est considérablement plus fort dans les grandes villes que dans les petites, phénomène qui s'est amplifié au cours du temps. Nous présentons une explication plausible de ce résultat en liaison avec des dysfonctionnements du marché de travail. Les hypothèses que nous testons empiriquement sont les suivantes : 1) les personnes d'origine africaine sont victimes de discrimination sur le marché du travail dans les emplois dits « en contact avec la clientèle » ; 2) la rente foncière s'est accrue, ce qui a contribué à éliminer les emplois sans contact des grandes agglomérations urbaines. En conséquence, la proportion d'emplois discriminés a relativement augmenté dans les grandes agglomérations. Si l'on accepte l'idée que les personnes d'origine africaine sont restées dans les grandes agglomérations pour des raisons liées à leurs préférences ou au marché du logement, hypothèse que nous testons dans l'article suivant du numéro de la revue, nous avons mis en évidence un phénomène de mésallocation spatiale des individus d'origine africaine au niveau national puisque qu'il leur aurait été relativement plus facile de trouver un travail non discriminé dans les petites agglomérations. Nous mobilisons les enquêtes Formation Qualification Professionnelle, Emploi et Conditions de Travail ainsi que les recensements pour mener à bien ce travail empirique.
LASMAS-IDL 7-8 January 2002 Seminar - National Experiences with Cohort Studies and Their Contribution to the Social Sciences : The objective of this seminar was the presentation of foreign surveys in order to evaluate the pertinence of extending educational panel studies for those leaving the educatioinal system. The first day included presentations on research involving cohorts, panels or retrospective surveys done in the United States, Great Britain and Germany. The second day was intended for sharing experiences with foreign colleagues concerning the necessity, the conception and the operationalization of cohorts studies and the various difficulties encountered in maintaing contact with the individuals involved over long periods of time.
