Аннотация: Введение с июня 2015 года новых норм времени на выполнение работ, связанных с посещением одним пациентом врача-педиатра участкового коснулось не только медицинского персонала лечебных организа-ций, но и пациентов, обращающихся за амбулаторной помощью. Целью исследования явился анализ затрат ра-бочего времени врача -педиатра участкового, оказывающего медицинскую помощь в амбулаторных условиях. В работе использовался метод фотохронометражных наблюдений за 18 врачами-педиатрами участковыми. По ре-зультатам фотохронометражных наблюдений за работой врачей -педиатров участковых, оказывающих меди-цинскую помощь в амбулаторных условиях, время на посещение одного пациента в среднем составило -15,8 минут, посещения пациента на дому -33 минуты. Приблизить медицинскую помощь к детскому населению, сде-лать ее более доступной и качественной в педиатрической службе возможно путем оптимизации деятельности врача-педиатра участкового за счет делегирования исполнения отдельных медицинских услуг среднему меди-цинскому персоналу. Ключевые слова: врач-педиатр участковый, медицинская сестра участковая, перераспределение функциональ-ных обязанностей, качество оказания медицинской помощи.За последние десятилетия в России в работе врача-педиатра участкового произошли суще-ственные изменения например, были внедрены новые подходы в оказании медицинской помощи, стали широко использоваться компьютерные тех-нологии, широко внедряются автоматизирован-ные рабочие места. [4]. К сожалению, временные нормы на выполнение работ, связанных с посеще-нием пациентов врача-педиатра участкового не пересматривались с 80-х годов. С июня 2015 года вступил в силу новый нормативный правовой акт -Приказ Минздрава России N 290н "Об утвержде-нии Типовых отраслевых норм времени на выпол-нение работ, связанных с посещением одним па-циентом врача-педиатра участкового, врача-тера-певта участкового, врача общей практики (семей-ного врача), врача-невролога, врача-оторинола-ринголога, врача-офтальмолога и врача-акушера-гинеколога". Нормы времени на одно посещение пациентом врача-педиатра участкового в связи с заболеванием составили 15 минут. На повторное посещение 70-80%, и с профилактической целью -60-70% от норм времени связанных с первич-ным посещением пациентов. Эти Нормы уста-новлены в соответствии с Планом мероприятий ("дорожной картой") по изменениям в отраслях социальной сферы, направленных на повышение эффективности здравоохранения. Введение но-вых Норм коснулось не только медицинского пер-сонала лечебных организаций, но и пациентов, обращающихся за амбулаторной помощью.Целью исследования явился анализ затрат рабочего времени врача -педиатра участкового, оказывающего медицинскую помощь в амбула-торных условиях.Материалы и методы исследования. Monitoring of health of the population is defined as system organizational and technical and preventive actions providing supervision over a state of health of the population, its assessment and forecasting, and also the actions focused on identification, prevention and elimination of influence of harmful factors of habitat (risk factors) on population health.
