This study aims at empirically improving public policy theory by unfolding the concept of policy goals and contributing to their classifications. The research focuses on the thematic dimension of policy goals and investigates 11 Croatian governmental strategies using qualitative content analysis. The research identifies original policy goal types and classifies them into sector-, process-, evaluation-, instrument-, and value-oriented goals. Article concludes with a more comprehensive definition of policy goals, as governmental statements about desired futures in relation to specific sectoral purposes, values, and principles in democratic political systems, policymaking process improvements, necessary instrumental innovations, and evaluation standards that should be fulfilled. The application of this definition and developed goals' classification reveals that elements of policy-process theories, evaluation research, policy design theory and instrument analysis, democracy theory, and sector-specific research need to be synthesized to better understand the concept of policy goals and to advance their research.
U članku se najprije određuje pojam istine u dvjema dimenzijama – kao međusobne koherencije iskaza i kao korespondencije iskaza s društvenom stvarnošću – da bi se zatim primijenio u analizi ciljeva hrvatskih javnih politika. Nakon prikaza dviju odabranih kategorija sektorskih ciljeva i četiriju kategorija vrijednosnih ciljeva javnih politika s primjerima iz državnih strategija, ističu se napetosti na razini međusobne koherencije ciljeva javnih politika te njihove korespondencije na razini njihove izvedivosti i s njima povezane društvene dinamike. Na osnovi analize propituje se je li karakter ciljeva hrvatskih javnih politika utopijski i koje bi mogle biti posljedice toga. Zaključuje se da sugerirani nedostatak međusobne koherencije i korespondencije s društvenim trendovima ciljeve čini suviše ambicioznima te potencijalno distopijskima, napose u perspektivi negativno shvaćene političke slobode.

Autor analizira ratifikaciju Istanbulske konvencije u Hrvatskoj 2018. Nakon uvodnog prikaza temeljnih teorijskih i metodologijskih postavki, prvi dio članka analizira tekst Konvencije. Drugi dio članka analizira njezinu političku recepciju u hrvatskoj javnosti uoči, tijekom i nakon ratifikacije. Pritom se diskursi koji su se sučeljavali i surađivali uspostavljaju induktivno, na osnovi uočavanja ponavljajućih sličnosti i razlika u istupima različitih aktera u javnim medijima. Nakon analize diskurzivnih okvira rasprave, prikazuju se institucionalni i izvaninstitucionalni aspekti procesa ratifikacije koji se odigrao unutar tih okvira. Naglasak se stavlja na sklapanje diskurzivne koalicije zastupnika dominantnog diskursa o nasilju nad ženama i diskursa o obiteljskoj tradiciji koji je, uz interpretativnu izjavu, omogućio ratifikaciju Konvencije.
Na osnovi analize diskursa 22 polustrukturirana intervjua s dionicima inovacijske politike i relevantnih javnih dokumenata, autori prikazuju problematiku agende inovacijske politike u Hrvatskoj u procesu pristupanja EU i nakon ulaska u članstvo, stavljajući naglasak na prisutnost ideja industrijske ekonomije i ekonomije znanja u diskursima o inovacijskoj politici u dekadi od 2006. do 2016. Proces stvaranja politike obilježilo je nedostatno koherentno tumačenje inovacijske politike i zanemarivanje institucionalnog konteksta. Autori zaključuju kako se ideja ekonomije znanja, kao temeljna ideja prisutna u inovacijskoj politici samo normativno prihvaćala zbog zahtjeva Europske unije kako bi se legitimirali interesi političkih aktera, dok su u stvarnosti ostale djelatne ideje ekonomije razmjera i pojednostavljenog linearnog modela inovacijskog procesa koje negativno utječu na mogućnost promjene politike i stvaranje integrirane inovacijske politike. Nalazi upućuju na zaključak kako inovacijska politika nije shvaćena kao politika koja integrira sektorske politike: znanstvenu, industrijsku, tehnologijsku i razvoja poduzetništva. Ideja nacionalnog inovacijskog sustava koristi se samo kao metafora za integraciju sektorskih politika, dok stvarna integracija u obliku sustava nije realizirana, a operacionalizacija te ideje ogleda se u nastojanju centralizacije upravljanja akterima koji bi trebali činiti elemente sustava. Odsutnost funkcionalne integrirane inovacijske politike jedna je od institucionalnih prepreka razvoju proklamirane ekonomije znanja.
