This article examines the relevance of leading social science network theories for the analysis of social relations in particular fields and as a guideline for democratic planning practice. The first section explains the risks of using the network metaphor in social science analysis: the confusion of normative and real features of networks may lead to an abstract representation of institutional structures and power relations and naïve expectancies regarding democratic planning opportunities. The second section reviews institutional network theories in social science. The survey focuses on: the ‘raison d’Ítre’ of the network, the typical behaviour of its agents, the types of communication, interaction with the environment and creation of its own institutions. Section 3 examines how these network theories deal or do not deal with power and suggests improving the theorizing of the role of power in networks by providing a more solid reading of power relations in institutional structures and personal relationships in networks. This solidity could be offered by a combination of Regulation Theory and Bourdieu's theory of practice. The final section provides some guidelines on how a better reading of institutional structures and power relations may improve the impact of democratic planning.
International audienceThe integration of various renewable energy sources as well as the liberalization of electricity markets are established facts in modern electrical power systems. The increased share of renewable sources within power systems intensifies the supply variability and intermittency. Therefore, energy storage is deemed as one of the solutions for stabilizing the supply of electricity to maintain generation-demand balance and to guarantee uninterrupted supply of energy to users. In the context of sustainable development and energy resources depletion, the question of the growth of renewable energy electricity production is highly linked to the ability to propose new and adapted energy storage solutions. The purpose of this multidisciplinary paper is to highlight the new hydrogen production and storage technology, its efficiency and the impact of the policy context on its development. A comprehensive techno/socio/economic study of long term hydrogen based storage systems in electrical networks is addressed. The European policy concerning the different energy storage systems and hydrogen production is explicitly discussed. The state of the art of the techno-economic features of the hydrogen production and storage is introduced. Using Matlab-Simulink for a power system of rated 70 kW generator, the excess produced hydrogen during high generation periods or low demand can be sold either directly to the grid owners or as filled hydrogen bottles. Introduction : Le projet SBra (Smart Bra) vise à développer un soutien-gorge intelligent, couplant des capteurs de mesure de la température cutanée et de l’impédance électrique des tissus mammaires, pouvant intervenir dans le dépistage du cancer du sein. L’objectif de cette étude est d’anticiper les verrous d’usage et d’acceptabilité de SBra au regard des pratiques de dépistage du cancer du sein des professionnels de santé et des patientes puis de proposer des pistes de modification de la forme et des fonctions du dispositif pour faciliter son insertion potentielle dans le système de soins. Méthodes : Une enquête qualitative a été menée entre septembre 2019 et décembre 2020, composée d’une série d’entretiens conduits auprès de professionnels de santé hospitaliers et libéraux ( n = 22) exerçant en Bourgogne-Franche-Comté en rapport avec le cancer du sein, et auprès de femmes de 38 à 74 ans résidant en Bourgogne-Franche-Comté et en Auvergne-Rhône-Alpes ( n = 21) ayant eu ou non un cancer du sein, pratiquant le dépistage ou le refusant. Résultats : Si les patientes se disent prêtes à utiliser un tel dispositif, au maximum une fois par an et sous réserve de son utilisabilité, elles sont majoritaires à préférer un examen au cabinet, effectué par un gynécologue ou un médecin généraliste. Les professionnels de santé signalent que cette option génère des besoins institutionnels (rémunération et cotation de l’acte) et organisationnels, à la fois matériels et humains. Discussion : L’étude met en exergue la nécessité de pluraliser le dispositif pour répondre à la multiplicité des situations locales.
