Abstract.In this paper, we analyze the model of liberal arts ("liberal arts and sciences education", in the Russian tradition), one of the most popular versions of the comprehensive academic reform designed to solve a number of problems in higher education: overcome the disciplinary specialization crisis, increase the demand for university graduates in the labor market, develop the sense of civic consciousness among graduates and transform the genome of homo sovieticus into that of homo economicus. We discuss the proceedings of the 2012 international conference devoted to liberal arts and sciences education in Russia and the world, identifying the strengths and weaknesses of the model in the Russian educational context. Finally, we analyze expected outcomes of introducing the liberal arts education, forms and methods of such introduction, and viability of the model in the Russian context.
Colombia es uno de los países que se caracteriza por una alta variabilidad espacio – temporal de los parámetros hidroclimatológicos definida por un abanico de diferentes fenómenos macro climáticos. Uno de estos es el fenómeno de la Oscilación Cuasi-Bienal que ha sido poco estudiado en el contexto nacional. En el estudio se llegó a obtener la incidencia de este fenómeno sobre el régimen hídrico de los afluentes del embalse Betania los cuales son importante desde el punto de vista de la producción de hidroenergía y las actividades agropecuarias de la zona. Durante la investigación se encontró que el evento macro climático logra manifestarse en un periodo de 4 a 7 meses y su aporte a la variabilidad interanual de caudales es hasta el 13.7 %, teniendo en cuenta que las intervenciones antrópicas en la zona afectan los niveles de los caudales donde se ven reflejados los resultados al obtener las correlaciones.
