The publication activity of members of the editorial board and external reviewers of the journal “Vestnik IzhGTU imeni M.T. Kalashnikova”, was analyzed. The citation rate of the editorial board members has grown significantly, in particular, the Hirsch index of the editorial board members has grown from 7 to 16 over 3 years, and up to 9 in Scopus and Web of Science. The percentile of the majority of members of the editorial board is high in the relevant sections of the SRSTI. Half of the members are in the 1st to 5th percentile, 6 members are in the 1st percentile. In 2021, the number of articles written by authors from other regions and organizations increased compared to 2019 from 15 to 65 per cent or more, respectively. The five-year Herfindahl index for citing journals in 2020 was 852, which is a good indicator. The Herfindahl index for the authors’ organizations dropped to 2666 and continues to decline. The largest number of articles during last 3 years (2019-2021) was published in the Mechanical Engineering section - 94 (57 %). The number of publications in the new section “Energy Systems and Complexes” is growing. The two-year self-citation rate of the journal does not exceed 21, and the five-year one - 16%. The ten-year h-index of the journal is 21. In accordance with the editorial policy of the journal, the authors significantly increased the number of references, analyzing the current state of the problem under discussion based on works published over the past 3-5 years in other journals, including foreign ones. The average number of citations in the lists of cited literature in 2020 was 17. The half-life of articles cited in the journal this year constituted 3.7. The average share of borrowed non-author's text in articles per year is decreasing, in 2018 it was 5.0 %, which is a consequence of the use of the anti-plagiarism system. The average h-index of the authors is low and is 5.8, which is associated with the growing number of young scientists and graduate students among authors and co-authors. The number of article views for the year increased to 25305, and downloads - up to 5210.

Today, higher education institutions in Russia need teaching staff who are competent in matters of scientific training and counselling students and young scientists. The necessity of changes in the system of professional training of teachers, researchers, consultants, and experts is one of the important landmarks of educational science and practice. Master's degree programme in high school performs the function of transition technology between the development of basic professional templates in Bachelor's programme and the formation of master's student motivation to search activities and the presentation of student scientific research projects in short. Cultural and language design technology: culture is one of the priceless treasures of humanity. However, this treasure often lies without use. Innovative tools, analytical screening models and coding information systems offered by experts are generally neutral with respect to culture or even suspended from it. Cultural and neutral methods allow the information strategy of the socio-cultural development of society to form quickly its own space of communication, which does not perceive any ethical, aesthetic, and moral restrictions. When the task is to endow products with a radically new meaning and offer other rationales for its acquisition, cultural-neutral methods are completely helpless. At the same time, the cultural and linguistic design technology is devoid of synergistic abilities of human exposure. Scientific vector of environmental design culture: we focus on the paradigm of ecological design culture. This determines local regional cultures as one of the important national-cultural sources. A standard approach to the study of artefacts of traditional culture cannot meet the language needs of the ecological design culture. The design industry is constantly looking for new artistic and imaginative ideas. Universal formulas quickly become known to everyone; products lose their brand identity. Competition having access to universal resources is being increased. In many respects, we agree with the authors of the works. However, the issue is addressed at the global and theoretical level. We believe that the search for sustained technology leadership in education should be guided by the principles of methodological approach. In this regard an important factor we provide practical experience and its scientific design: abstracts, formulas, artistic metaphors.

The article reveals data from a questionnaire of 16-17 year old Russian pupils about their experience of managing free time and using educational choice in the school. The authors compare the obtained results with the values of liberal arts education, gaining significance in Russian universities. The study shows that the principles and practices of liberal arts are in deficit even in advanced and innovative Russian schools.
