Moçambique possui uma única língua oficial – o português – protegida pela Constituição da República (2004). A nosso ver, a língua é a parte social que é depositada virtualmente nos cérebros dos indivíduos pertencentes a uma comunidade linguística. A pesquisa propõe-se, portanto, a estudar e a avaliar as atitudes na concepção e na representação das línguas no espaço onde elas ocorrem. Além disso, é também nosso propósito discutir formas de ultrapassar as dificuldades em se usar a variedade do Português Moçambicano, principalmente no seio escolar. Soma-se à discussão o fato de que o plurilinguismo do país influencia na formação de moçambicanismos, que constituem um léxico identitário do português de Moçambique. Esse léxico reflete a realidade sociolinguística moçambicana e a escola deve prestar atenção aos fenômenos de variação e mudança linguísticas que se manifestam nos mídia, na literatura e na sociedade moçambicana em geral. Defendemos, pois, que os moçambicanismos não constituem erro, mas sim a formação ou a constituição de uma variedade em uso.
O mundo democrático em que a maioria dos países africanos se inseriu têm criado problemas ao invés de solucionar, que afetam diretamente é população. Moçambique possui um Estado novo porque alcançou a independência em 1975 e passou por 5 processos eleitorais. A maioria desas eleições não são reconhecidos pela oposição. A pesquisa visa discutir a influência das políticas públicas e linguísticas na vida dos moçambicanos e mostrar caminhos possíveis para uma política que atenda os interesses da população. Usando um método bibliográfico e buscando pesquisadores que discutem as políticas públicas e políticas linguísticas se chegou à conclusão de que há necessidade de envolver a sociedade (no sentido verdadeiro da palavra) na tomada de decisões e na resolução dos problemas sociais. Concluiu-se que o português é a língua oficial, mas ao mesmo tempo segrega uma maioria que não é alfabetizada. Precisamos discutir formas de ultrapassar as diferenças linguísticas e sociais criando assim, um ambiente são e com harmonia.
Em Moçambique, o poder local tem enfrentado influências dos partidos políticos, atitude que desvia as intenções da criação deste poder nas comunidades. Os conflitos decorrentes da legislação e das práticas tradicionais em Moçambique têm raízes do passado distante. A pesquisa pretende estudar e debater a relevância do poder local na harmonia social e na estabilidade política e democrática. A língua se liga à cultura se transformam num pilar preponderante para a preservação das tradições. Com este trabalho objetiva-se identificar as relações de poder entre o governo e as autoridades locais; analisar as relações de poder nos processos de negociação e resolução de conflitos; avaliar o lugar social que a cultura jurídica detém e seu papel no processo de governação e propor possíveis estratégias de relações de poder e cultura jurídica. É uma pesquisa bibliográfica, analisando fenômenos por meio de uma abordagem qualitativa com aporte do método etnográfico. Cita-se teóricos como Cistac (2012), Vicente (2015), Weimer (2012), Massuanganhe (2011) entre outros. Da pesquisa se conclui que a cultura jurídica moçambicana está presente nas comunidades rurais embora fosse importunada pelos partidos no poder. A língua local e a cultura participam na determinação das relações sociais o que torna o papel dos lideres comunitários como fundamental para a harmonia social. Concluiu-se que é necessário aprofundar as dimensões da descentralização remetendo-se a uma reflexão sobre a relação entre o objeto a descentralizar, os atores envolvidos, o espaço tempo e as várias agendas que entram em cena nos contextos políticos e sociais específicos.
