Die Europäische Union (EU) hat seit den 1990er Jahren mit Akzeptanzschwierigkeiten zu kämpfen: Entscheidungen aus Brüssel, Straßburg oder Luxemburg stoßen in den EU-Mitgliedstaaten zunehmend auf Unverständnis und rufen bisweilen harsche Reaktionen hervor. Von einem "permissive consensus" in der Bevölkerung über den Fortgang des supranationalen Integrationsprojekts kann nicht mehr die Rede sein. Von Demokratie-und Legitimationsdefiziten wird ebenso oft gesprochen wie von der bedrohlichen Machtfülle der EU. In vielen Ländern haben politische Parteien das gesellschaftliche Unbehagen gegenüber der EU aufgegriffen und zum Thema gemacht. Ihr Ziel besteht-überspitzt formuliert-darin, die als undemokratisch empfundene "Fremdherrschaft" der "Brüsseler Eurokraten" zu beenden. Die Literatur hat für diese politische Richtung den Begriff "Euroskeptizismus" geprägt. Mittlerweile ist der Euroskeptizismus auch im Parteiensystem der Bundesrepublik Deutschland angekommen. Besonders deutlich lässt sich dies am raschen Aufstieg der Alternative für Deutschland (AfD) zeigen. 1 Vorbehalte gegenüber der EU bringen aber auch andere Parteien zum Ausdruck. In inhaltlicher und rhetorischer Hinsicht grenzen sie sich jedoch von den Äußerungen der AfD deutlich ab. Hier setzt die vorliegende Untersuchung an. Ihr Ziel soll es sein, die verschiedenen Formen, in denen der deutsche Euroskeptizismus sowohl politisch-thematisch als auch sprachlich-rhetorisch in Erscheinung tritt, möglichst trennscharf herauszuarbeiten, und zwar auf eine Weise, die direkt beim empirischen Material ansetzt. Zu diesem Zweck wird der Blick auf die Programme gerichtet, mit denen die deutschen Parteien in den Europawahlkampf 2014 gezogen sind. An ihrem Beispiel soll untersucht werden, wie die Parteien sich im aktuellen Anti-EU-Diskurs positionieren. 1. Euroskeptizismus: Einige kritische Anmerkungen zum Stand der Forschung Der Begriff des Euroskeptizismus hat lange Zeit jenseits des angelsächsischen Sprachraumes kaum Verwendung gefunden. Von Großbritannien ausgehend zeichnet zuletzt Florian Hartleb die Entwicklung einer überschaubaren Forschungsdebatte nach. 2 Sie weist zwei größere Diskussionsstränge auf: Der eine fragt grundsätzlich danach, ob der Begriff überhaupt einen Mehrwert für die wissenschaftliche Forschung besitzt, der andere beschäftigt sich mit dem Inhalt und der Reichweite des Konzepts.
