Uno los factores clave en el desarrollo de los sistemas urbanos discontinuos es la accesibilidad, sin embargo, este se ha limitado a generar medidas basadas en el análisis de tiempo, distancia y coste para acceder desde un punto al resto del sistema urbano. La accesibilidad no solo está determinada por las redes de transporte, sino, sobre todo, por la movilidad, reflejo físico de las voluntades de las personas para moverse a través de la ciudad. En esta investigación se propone un enfoque basado en la movilidad; se trata de un indicador (funcionalidad urbana) superador del enfoque físico y más próximo a su naturaleza social. Una vez construido, tanto para Barcelona como para Santiago, se analiza, mediante un modelo econométrico, su eficiencia para explicar la distribución de la población. Los resultados sugieren que la funcionalidad tiene una capacidad explicativa superior a las medidas tradicionales. Asimismo, la elasticidad de la demanda para realizar viajes comerciales más largos es superior a la de los laborales, más rígida. En Barcelona la demanda tiene mayor rigidez ante el incremento de la distancia respecto de Santiago.
The paper is the latest in a series of four articles of the different stages of development and application of the Evalúamet model. The sub-models included in the platform Evalúaimpact are described, and the results of its calibration. Also is present the results of the aplication of the Evalúamet model to the metropolitan region of Barcelona, considering two relevant projects (Orbital B-40, and 22 @). The calibrated models shown good adjustment, and a clear conceptual consistency with the phenomena that shape. The first application of Evalúamet model is conditioned by a significant amount of modeling assumptions, in shaping the baseline scenario of evolution of the RMB. Despite the above, the results prove relatively valid, with particular results that are being reviewed. The evaluation process of the projects shows consistent values, and also singular values, which are now reviewed. However, the evaluation showed flexibility, delivering a systemic dimension of the effects produced by the projects.

ResumenLos proyectos programados para Barcelona originan la investigación, cuyo objetivo es simular de forma integrada el efecto que producen las grandes intervenciones urbanísticas en la accesibilidad, los usos del suelo y el valor de los inmuebles del Área Metropolitana de Barcelona. La metodología integra el modelamiento de transporte con modelos hedónicos, en una plataforma SIG especializada, con la que se logra dar una dimensión multivariada y sistémica de los impactos estudiados. Los resultados muestran que cada grupo de actuaciones urbanísticas producen efectos diferenciados en las dimensiones analizadas. Se identifican situaciones donde la magnitud de las actuaciones urbanísticas es significativa, pero no se producen variaciones en los valores inmobiliarios, o viceversa, por lo que se concluye que existen configuraciones territoriales amortiguadoras o amplificadoras del efecto sobre los valores inmobiliarios. Se verifica que los impactos en la accesibilidad claramente trascienden los territorios que reciben las distintas actuaciones urbanísticas y que existen proyectos urbanísticos que disminuyen el valor inmobiliario de las viviendas, lo que va en contra de la visión positivista de que todo proyecto produce efectos positivos. Finalmente, los proyectos de transporte impactan con menor intensidad sobre los valores inmobiliarios en relación a las actuaciones urbanísticas, por el hecho que las segundas cambian la intensidad de uso del territorio, lo que los primeros (transporte) no logran por sí mismos.
Esta ponencia hace parte de la Tesis Doctoral “Efectos de la implementación de la orbital B-40 y de sus obras anexas en el equilibrio territorial de Catalunya” en desarrollo actualmente. El objetivo específico de esta comunicación es presentar la metodología desarrollada para determinar una estructura de modelación acotada a origen, que prediga proporciones de llegada, y sea sensible al cambio en los atractivos de los destinos y al cambio en la función de fricción, además que se pueda calibrar con una matriz observada.
