Resumo: O objetivo do presente estudo foi analisar a eficiência dos serviços de hospitais públicos das 26 capitais estaduais brasileiras e do Distrito Federal no tratamento de doenças em clinica médica com maior taxa de mortalidade dos capítulos da CID-10 em 2014. A metodologia aplicada foi a Análise Envoltória de Dados (DEA), com o modelo VRS (Variable Returns of Scale), orientado aos inputs. Os dados utilizados neste foram as internações nos capítulos I, IX e X; taxa de mortalidade; média de permanência e AIH médio. Assim, seis capitais foram eficientes: Porto Velho, Rio Branco, Boa Vista, Palmas, São Paulo e Vitória. Como diferencial propôs-se neste artigo um método para se levar em conta os fatores intervenientes na eficiência observada, promovendo uma análise mais aprofundada dos resultados encontrados, onde os resultados observados foram comparados aos esperados pela relação com as variáveis intervenientes. Identificando-se a influência do percentual de população rural, IDH do município e quantidade de hospitais SUS na eficiência alcançada nos serviços de hospitais públicos nas capitais estudadas. Hospitais públicos.Abstract: The aim of this study was to analyze the efficiency of public hospitals services in 26 Brazilian state capitals and the Federal District in the treatment of diseases in medical clinic with the top mortality rates of the ICD-10 chapters in 2014. The methodology applied was the Data Envelopment Analysis (DEA) with the VRS model (Variable Returns of Scale), oriented to inputs. The data used in this were the hospitalization in I, IX and X ICD-10 chapters; mortality rates; permanency average and AIH average. Thus, six capitals were efficient: Porto Velho, Rio Branco, Boa Vista, Palmas, São Paulo and Vitoria. This paper proposed as differential a method to take into account the factors involved in the observed efficiency, promoting further analysis of the results, where the observed results were compared to the expected by relationship with the intervening variables. Identifying the influence of the percentage of rural population, counties HDI and SUS hospitals amount in efficiency achieved in the public hospitals services in the studied counties.
PurposeThe coronavirus-19 (COVID-19) pandemic mobilized the international scientific community in the search for its cure and containment. The purpose of this paper is to examine the nature of the rapid response to the COVID-19 of the scientific community in selected Latin American countries (Argentina, Brazil, Chile, Colombia and Mexico) in the period running from January to August 2020. Rapid response is reconceptualized from its original meaning in health policy, as the swift mobilization of existing scientific resources to address an emergency (DeVita et al., 2017).Design/methodology/approachThe paper explores the rapid response of the Argentinian, Brazilian, Chilean, Colombian and Mexican scientific communities from the perspective of bibliometric and altmetric data. The authors will examine scientific publications indexed to the Web of Science (WoS) dealing with COVID-19. Besides patterns of scientific output and impact as measured by citations, the authors complement the analysis with altmetric analysis. The aim is to verify whether or not factors that explain the extent of scientific impact can also be identified with respect to the wider impact made evident by altmetric indicators (Haustein, 2016).Findingshe authors identified a somewhat limited response of the Argentinian, Brazilian, Chilean, Colombian and Mexican scientific communities to COVID-19 in terms of quantity of publications. The authorship of publications in the topic of COVID-19 was associated with authorship of publications dealing with locally relevant diseases. Some factors appear to contribute to visibility of scientific outputs. Papers that involved wider international collaborations and authors with previous publications in arboviruses were associated with higher levels of citations. Previous work on arbovirus was also associated with higher altmetric attention. The country of origin of authors exerted a positive effect on altmetric indicators.Research limitations/implicationsA limitation in the analysis is that, due to the nature of the data source (WoS), the authors were unable to verify the career status and the productivity of the authors in the sample. Nonetheless, the results appear to suggest that there is some overlapping in authors conducting research in Arboviruses and COVID-19. Career status and productivity should be the focus of future research.Practical implicationsIn the context of countries with limited scientific resources, like the ones investigated in our Latin American sample, previous efforts in the study of locally relevant diseases may contribute to the creation of an expertise that can be applied when a health emergency brings about a novel disease.Originality/valueThe originality of the paper rests on the fact that the authors identified that previous work on arbovirus contributed to the scientific visibility of publications on COVID-19.
A falta da gestão eficiente dos gastos públicos em saúde afeta os cidadãos principalmente no seu desempenho, em educação e no trabalho, e no desenvolvimento humano. Além disso, existe uma preocupação global com os gastos públicos, principalmente em saúde, devido à escassez de recursos na esfera pública. Logo, o objetivo deste estudo foi analisar a eficiência dos municípios paranaenses na gestão dos gastos públicos em saúde e saneamento e a variação do IDH-M fator longevidade, buscando identificar variáveis intervenientes no período de 2000-2009. Para isso, foi utilizada a Análise Envoltória de Dados (DEA) e a Regressão Linear Múltipla. Os resultados apontaram cinco municípios eficientes e os fatores intervenientes identificados como interventores à eficiência foram: a distância da capital estadual; o número de ocorrência de neoplasias na população; o município ser sede de regional de saúde e a variação do IDH-M fator Educação. A contribuição do estudo reside na identificação dos fatores intervenientes à gestão do gasto público em saúde, pois o tratamento destes fatores pode aumentar a longevidade dos munícipes. E ainda, foi identificado que o aumento dos gastos públicos em saúde e saneamento não se faz necessário, em alguns dos municípios.
Resumo A Teoria das Carteiras de Markowitz (1952) bem como o método alternativo proposto por Konno e Yamazaki (1991) são usadas para a resolução de problemas recorrentes da gestão de carteiras de ativos financeiros fazendo uso de conceitos estatísticos para a composição das mesmas, com o fim de chegar à alternativa de melhor rentabilidade possível. Este projeto apresenta uma comparação entre os dois modelos apresentados com o objetivo de apontar mudanças significativas entre eles com relação ao risco de um para outro em uma amostra de validação temporalmente posterior à de composição da carteira. Para realizar a comparação, foram usados dados do mercado financeiro brasileiro, fazendo-se um teste de hipótese quanto a diferença entre o value-at-risk (V@R) ser significativa entre as carteiras compostas pelos dois métodos. O método de Konno e Yamazaki se mostrou mais eficiente para a construção de carteiras de investimento para o mercado brasileiro.
