ResumoEste artigo dá conta de uma investigação centrada nas transições de jovens adultos que viveram um longo período das suas vidas em instituições de acolhimento para crianças e jovens -Lares de Infância e Juventude -e estão agora autonomizados. A estrutura pretende articular a teoria ecológica do desenvolvimento humano de Bronfenbrenner com modelos de transições (com especial incidência em Schlossberg), majorando a influência das vinculações criadas por crianças e jovens institucionalizados com cuidadores e entre os pares; visa fundamentar a metodologia utilizada na recolha e validação das entrevistas biográficas, enquadrando o trabalho em duas instituições da região Centro de Portugal, caracterizando o seu funcionamento; incide sobre a descrição, na perspetiva de adultos e jovens adultos ex-institucionalizados, das transições ao longo dos diversos espaços e tempos das suas vidas, nomeadamente através da sua perceção dos momentos de vida mais marcantes, das vinculações estabelecidas e da sua importância para aumentar a resiliência e competir para a sua integração social. Pretende-se assim compreender a perceção que os ex-utentes têm da relação entre o apoio e a formação que lhes foi proporcionada enquanto institucionalizados e o eventual contributo desses adquiridos na sua posterior integração nos diferentes contextos de vida.Palavras-chave: transições; vinculação; autonomização; crianças e jovens institucionalizados.5 9
Se identifican a nivel europeo varias lagunas relativas a la preparación de las personas que abandonan el acogimiento familiar o residencial. La mayoría de estas brechas están relacionadas con la falta de preparación de las personas extuteladas para vivir de manera independiente y con la falta de desarrollo de metodologías y procedimientos de apoyo comunes. En Portugal, la situación es especialmente preocupante ya que, entre los países europeos, tiene uno de los porcentajes más altos de niños en acogimiento residencial. Además, ha habido una inversión mínima en el apoyo a las personas extuteladas en varios niveles: la investigación nacional en el área es limitada, el apoyo para preparar a los jóvenes para abandonar el acogimiento es mínimo y no existe una legislación específica posterior al acogimiento para este colectivo. El “Proyecto OUTogether – Promoviendo la Autonomía de los Niños en Cuidados Alternativos de Salida” fue desarrollado para abordar algunos de estos problemas. El proyecto tenía tres áreas específicas y poblaciones objetivo: 1) abogar por políticas y legislación donde profesionales y jóvenes extutelados trabajaron juntos; 2) desarrollar un programa de capacitación para el personal del acogimiento residencial y 3) desarrollar servicios de apoyo para jóvenes. En este capítulo, los autores se centran en la primera área de acción. El trabajo de promoción implicó que los participantes trabajaran juntos para analizar, discutir y desarrollar recomendaciones para el contexto de lo acogimento y el cuidado posterior. Aunque todavía queda mucho camino por recorrer, esta labor de defensa ha dado lugar a avances en los cambios legislativos y de prácticas. El capítulo comienza con un resumen del proyecto OUTogether y luego se enfoca en la metodología utilizada para el trabajo de incidencia. Esto se analiza como un ejemplo de cómo mejorar la política y la práctica en un país con poco apoyo para los jóvenes que abandonan el acogimiento.
RESUMOA literatura especializada e a legislação portuguesa tendem a confirmar que a Escola, através de ações concertadas, assentes em modelos de cooperação com entidades do sistema social de proteção, deve considerar a avaliação de todas as alegações de eventuais abusos/negligência e pela promoção de estratégias/metodologias de intervenção que visem fomentar o bem-estar e a segurança das crianças e jovens. Espaço de excelência para o desenvolvimento de crianças e jovens, a Escola é o local onde os diferentes profissionais têm uma responsabilidade acrescida, em matéria de proteção, pois as crianças desenvolvem com eles laços de confiança. Deste entendimento, nasceu uma ação de formação para Professores, com o objetivo de entender melhor o papel da Escola como contexto de promoção e proteção de crianças e jovens em risco. Neste artigo, após caraterizar a realidade portuguesa e debater esta problemática, mobilizando contributos teóricos pertinentes, apresentam-se as reflexões dos intervenientes, a partir da análise de conteúdo proveniente de um grupo focal de participantes. Pretende-se equacionar o papel da Escola como entidade competente em matéria de infância e juventude, ao nível das considerações teóricas e jurídico-legais, e as faces da interação com o sistema de proteção. Procura-se, ainda, reunir evidências que ajudem a sublinhar a importância do papel dos diferentes agentes, em contexto escolar, na problemática de crianças e jovens em risco e na prevenção/denúncia de maus tratos infantis.Palavras-chave: Crianças em risco. ABSTRACTCurrent legislation and conceptual model state that School should promote a careful evaluation of all abuse/neglect reports and promote strategies/interventions, directly or indirectly, aiming children and youngsters’ welfare and safety. This shall happen through concerted action with other entities integrating the protection system, based on mutual cooperation models. Being a privileged context of children and youngsters’ development, different types of affective relationships and trust bonds between peers, teachers and staff take place at School. Thus, the School elements have great responsibility on child protection and the daily performance of teachers and assistants is crucial, especially with children in care, who need those bonds the most. Based on these concepts was set a training course for teachers and school assistants, focusing on professional continuous improvement. This course aims to promote a better understanding of School’s role as a context of promotion and protection of children and youngsters at risk. Underlining how their role contributes for social inclusion, is discussed the importance of caregivers’ openness for establish affective bonds, which work as protective factors. It is also noted teachers role as referrers of possible indicators of risk alarm signs. This reflection pretends to outline the role of School as a competent authority in Portuguese child protection system and clarify its theoretical and juridical-legal basis. Another aim is to increase the conscience of the relevance, at school contexts, of a comprehensive attitude towards the problems of children and youngsters at risk or in residential care, emphasizing teachers and school assistants’ role in the prevention and reporting of child abuse.Keywords: Education.
