Since its terror campaign began, Boko Haram's targets had been security formations and churches in several parts of the North. Now, they have also turned their radar on other institutions, the media and universities. From being an obscure movement confined to north-eastern Nigeria, the Boko Haram has emerged as the most palpable threat to the polity's continued peace and development. Not only do the persistent attacks of the sect create widespread insecurity and fear, the prevalent dread of the militant sect has stifled normal processes of trade and investments as well as the performance of routine security functions. For example, in Kaduna State, the 33 rd Kaduna International Trade Fair witnessed what is perhaps its worst outing. This is because booths and stands that supposed to be occupied by exhibitors lay empty as businesses decided to keep away for fear that they could be victims of the bombing that have continued to plague Nigerian cities. Ironically, the fair had been previously postponed, due to security concerns. This paper examines these issues and concludes by positing that for the terror to be won, the citizenry must see it as their fight. For this to happen, government has to demonstrate competence and sincerity of purpose.
The aim of this paper is to explain the relationship between e-governance implementation and public service delivery in Nigeria using the Technology Acceptance Model. The paper is qualitative in nature and relies on secondary sources for data collection and the discussion that followed. The paper found that there are certain obstacles that hinder the adoption and effective implementation of e-governance that would have engendered qualitative service delivery in public sector organisations in Nigeria. It is in line with the foregoing, that this paper concludes that tackling the obstacles to e-governance adoption, implementation is key to the achievement of better public service delivery. The paper therefore recommends the sensitization of public servants on the importance and benefits of adopting and implementing e-governance in their administrative and organizational processes that will ultimately lead to improved service delivery in Nigeria among others.
Nigeria struggles to establish and sustain cooperative, interdependent state-local intergovernmental relations (IGR) by providing for the powers and rights of local governments in the federal constitution. Despite the provisions, the practice of state-local IGR has remained inclusive, hierarchical, dependent and competitive. This paper investigates the extent to which constitutional provisions determine state-local relations as against the macrostructure of intergovernmental relations between the federal government and states. The authors argue that it is difficult to expect a cooperative, interdependent, state-local IGR through constitutional provisions of the powers and rights of local governments, if the federal-state relations, which should be the determining framework of IGR is inclusive, hierarchical and dependent. The paper suggests that the lower forms of IGR in a federation (e.g. the state-local IGR), largely depend on the super-structure, which is that between the federal government and the lower tiers. The implication is that the level of autonomy enjoyed by local governments largely depends on the level of autonomy the states themselves enjoy.
Inclusive governance through public consultation is fundamental to sustainable development as reiterated in the SDG16. Citizens' consultation in the policy planning and determination enhances the quality of policy outcomes and help to build public trust in political institutions. Traditional institutions for public consultation are however, often limited thus, policy decisions are in most cases, at variance with public aspirations. The consequence is a growing public cynicism of governmental institutions. To address this democratic decline, governments across the world are now utilizing ICT tools to better consult with citizens in the public policy process. This paper which adopts a mixture of descriptive and analytical research designs engages a systematic literature review for collecting and analysing data. The aim is to investigate the adoption of ICTs as tools for public consultation to enhance inclusive governance in Nigeria. Th is study investigates the eff ects of pay vis-à-vis elements of the ethics infrastructure that contribute to eff ective administrative control; and to unethical practices in the Nigerian public service. Based on critical analysis of primary offi cial and secondary data, the study reveals that corruption and fi nancial impropriety are far more common and intense among higher public offi cials who, incidentally, are better remunerated, than among the lower cadre offi cials, who are poorly remunerated. Th e study shows that despite the emphasis on the compliance or sanction approach to administrative ethics rather than the virtue approach, there is still wide incongruence between the ethical approach adopted and the expected results. Th is is because of the existence of a weak political and administrative control system at the higher administrative functions. Th e study suggests that reducing unethical practices should aim at improving openness and transparency at the high level through more citizen involvement and civil society action, reviewing the criminal justice system to ensure severe punishment that can serve the purpose of deterrence and prevention, speedy dispatch of corruption cases and strengthening of oversight linkages between the public institutions and ethics coordinating institutions.
