Modernizing public services through user-input : a review of the literature (1986-1996 )
Using a corpus both of articles published between 1986 and 1996 in the Revue Française d'Administration Publique, Revue Française de Science Politique and Sociolo- gie du travail and of major, relevant books, research reports and papers, a comprehensive, critical view is presented of the history of research on the modernization of public services, a history centered around the user. Questions are asked that reach beyond the riow classical paradigm in this matter.
Renvoyant au thème réputé de la « modernisation » de l'État, le rapport à l'usager a fait, ces dernières années, l'objet d'innovations organisationnelles et d'expérimentations prétendant assurer un meilleur ajustement des services proposés. A ce titre, la réponse téléphonique est devenue une activité nouvelle pour les bureaucrates. S'appuyant sur une recherche menée dans une Caisse de Sécurité Sociale, cet article s'interroge sur ce que doivent faire les agents pour s'acquitter ainsi de leurs tâches. Ce faisant, il défend l'idée d'une analyse sociologique du travail enrichie par la compréhension des activités langagières des personnes.
Cet article confronte deux méthodes de recueil des données, l'entretien semi-directif et l'observation directe et met en évidence les contradictions qu'elles révèlent sur l'identité au travail de l'interviewé. Alors que le discours tenu par celui-ci témoigne d'une relative cohérence, sa pratique en situation apparaît diverse et paradoxale. Partant de cette constatation qui repose sur l'examen précis du cas d'un agent de sécurité sociale, l'auteur discute la notion d'identité telle qu'elle a été élaborée par la sociologie du travail et conclut, au-delà des relations stratégiques, à l'importance des rapports de savoir dans la définition et la reconnaissance de cette identité.
Sciences du Design-05-Mai 2017 Résumé Depuis une dizaine d'années, les services publics introduisent des démarches d'innovation d'un genre inédit, rompant formellement avec les réformes managériales jusqu'alors déployées. Si les formes concrètes que peuvent prendre ces initiatives semblent variées, elles n'en investissent pas moins des techniques partageant un même air de famille et se placent volontiers sous la bannière du « design de service ». Mais selon quelles modalités ? Sur la base de quelles problématiques ? Avec quelles visées et quel contenu ? Dans le cadre d'un projet ANR de recherche entièrement consacré à ces nouvelles formes d'innovation publique (FIP), les auteurs de cet article se proposent de brosser à grands traits les contours de ce paysage inédit. En recensant plus de 200 cas menés depuis les dix dernières années dans des institutions publiques très diverses, l'enjeu est ici de fournir aux lecteurs un descriptif du phénomène d'émergence de ces innovations « par le design », depuis lequel quatre types de FIP sont mises en évidence.
RéSUMé. — Cet article s’intéresse aux effets des politiques managériales de modernisation sur le travail administratif. Il interroge, dans ce cadre, l’économie du principe de proximité auquel semblent se référer les réformateurs pour rapprocher l’administration de son public. À travers le droit et l’organisation du travail, s’exprime cette invitation à une meilleure considération des situations individuelles et à un traitement personnalisé des usagers. L’auteur s’efforce alors d’en examiner l’impact. Il explore pour cela le contenu du travail administratif, insistant sur les épreuves inédites auxquelles les agents sont confrontés, et s’interroge sur les ressources dont ils disposent pour entretenir une culture professionnelle leur permettant de « faire face ». L’article rend compte, par ailleurs, de la nature de ce travail, soulignant sa dimension juridique, et questionne les manières de penser le droit que les agents de base contribuent à produire.
