The purpose of this article is to measure the efficiency of Public Administration in the process of strategic alignment of people management with strategic organizational guidelines. The strategic alignment of Human Resources consists on adapting the people management strategy to the organization's strategy. An efficient institutional strategic alignment with the people management area is an essential condition for the success of the business. The first point for people management to be aligned with the organizational strategy regards to the fact that the human resources management strategy must derive from the corporate strategic plan. Recent studies demonstrate that there is an important change in the strategic focus related to people management, with the transition from a strategy focused on control to a strategy linked to commitment standing out as the most significant change. This article was developed through a bibliographic study on the strategic management of people in public administration and, also, by conducting a field research that covered 20 (twenty) units of the administrative structure from the government of the state of Rondônia - Brazil. The method used was the case study supported by a mathematical model developed by the authors, aiming to evaluate the event qualitatively and quantitatively in a more profound manner. The results demonstrated that the actions of the Public Administration, regarding the strategic alignment of the Human Resources area with the organizational strategy, are at an inadequate level of efficiency.
The object of this paper is to study the correlations existent between the strategic use of information and the articulation and implementation of defense policies, national security and sustainable development in Legal Amazonia. For such, it presents the Amazonia Protection System (SIPAM in the Portuguese acronym), verifying how these systems have contributed to the definition and implantation of those policies. For Amazonia, with its natural resources, threats and vulnerabilities, the perspectives of integration, security and national defense and sustainable development present huge challenges to be surmounted. For such, the efficient use of technology is a basic reference that should be included in public strategies and policies in those areas, which increasingly reflect the ways of life in the region's cities. In that context, SIPAM sits in a line of approach in which the guarantee of national sovereignty in Amazonia, besides the strategic-military enterprise, also includes the attention to local people's development, within an educational and integrating proposition. As a way of conclusion, we have found that SIPAM creates a paradigmatic model for local public management, in which organizations work with a shared set of information, as well as in an integrated way.
A construção de usinas hidrelétricas nos leitos dos rios amazônicos tornou-se uma saída para o déficit energético no Brasil, porém para que fossem sanadas as deficiências energéticas algumas ações causaram impactos decorrentes de suas construções, com destaque para o remanejamento, comumente decorrente do alagamento que surge às margens dos rios onde populações tradicionais geralmente habitam. Sendo assim, este artigo busca analisar os elementos: estruturais físicos e pedagógicos metodológicos, utilizados pelos professores de escolas localizadas em comunidades ribeirinhas amazônicas atingidas pela construção de usinas hidrelétricas. Destacamos que o cenário educacional da Amazônia, não abrange apenas a mudança da estrutura física das escolas; implica, as estruturas pedagógicas e metodológicas desenvolvidas pelos professores. O estudo ainda busca contextualizar o cenário amazônico onde situam-se escolas ribeirinhas amazônicas que foram atingidas pela construção de usinas do Madeira, com isso, identificando os elementos estruturais pedagógicos e metodológicos relacionados a ambientes educacionais ribeirinhos. Vale salientar que a educação na Amazônia precisa de visibilidade, para que seja tratada de forma particular, dadas as suas singularidades, onde as maiores mudanças atingem a conjuntura humana, especialmente, o processo educativo.
This article aims to investigate and present the current situation instituted by the municipalities of the State of Rondônia in the processes of transparency and accountability in people management. The scope of this study covered the research on whether the municipalities of the State, represented by the respective municipal governments, use institutional mechanisms to promote public transparency and to apply accountability in people management processes. The analysis was carried out in twenty municipalities previously selected using a quali-quantitative research instrument that encompasses four dimensions and eleven indicators designed to measure the extent to which these mechanisms are being applied. As a research method, the case study was used, being carried out an exploratory and descriptive research with a qualitative and quantitative approach. As a research source, bibliographic, documentary and field research were sought. The results showed that transparent information and accountability in people management is precarious, which compromises the participation and interaction of society in the monitoring and control of actions, indicating weakness in the monitoring and evaluation of accountability regarding the management of human resources of these institutions.
This article aims to answer how the decision process model used to adjudicate on the implementation of outsourcing in the company affected the competitive advantage in costs obtained by the organization after the implementation of subcontracting. Therefore, the financial results obtained by the company in the period from 2015 to 2019 were analysed in order to know if there were competitive advantages in costs arising from the decision to implement outsourcing. Studies were also carried out on the structure of the decision-making process adopted by the entity to identify the level of efficiency of this model in the implementation of outsourcing, and finally, the impacts generated on these advantages due to the degree of efficiency of the tool application were verified. The research strategy was qualitative and quantitative, with an exploratory bias, bibliographic survey and structured interview. A mathematical model was used based on 14 (fourteen) decision-making efficiency indicators, 4 (four) efficiency level classification indicators and 5 (five) classification criteria for performance. The results showed that there is sufficient evidence to conclude that the low level of efficiency in the decision-making structure contributed to the high financial impact on Company Alpha and, consequently, to the negative impact on competitiveness acquired through the implementation of outsourcing in this entity, which caused financial disadvantages represented by losses in operating income and reduction in profitability.
