Natural gas is seen by many as the future of American energy: a fuel that can provide energy independence and reduce greenhouse gas emissions in the process. However, there has also been confusion about the climate implications of increased use of natural gas for electric power and transportation. We propose and illustrate the use of technology warming potentials as a robust and transparent way to compare the cumulative radiative forcing created by alternative technologies fueled by natural gas and oil or coal by using the best available estimates of greenhouse gas emissions from each fuel cycle (i.e., production, transportation and use). We find that a shift to compressed natural gas vehicles from gasoline or diesel vehicles leads to greater radiative forcing of the climate for 80 or 280 yr, respectively, before beginning to produce benefits. Compressed natural gas vehicles could produce climate benefits on all time frames if the well-to-wheels CH 4 leakage were capped at a level 45-70% below current estimates. By contrast, using natural gas instead of coal for electric power plants can reduce radiative forcing immediately, and reducing CH 4 losses from the production and transportation of natural gas would produce even greater benefits. There is a need for the natural gas industry and science community to help obtain better emissions data and for increased efforts to reduce methane leakage in order to minimize the climate footprint of natural gas.W ith growing pressure to produce more domestic energy and to reduce greenhouse gas (GHG) emissions, natural gas is increasingly seen as the fossil fuel of choice for the United States as it transitions to renewable sources. Recent reports in the scientific literature and popular press have produced confusion about the climate implications of natural gas (1-5). On the one hand, a shift to natural gas is promoted as climate mitigation because it has lower carbon per unit energy than coal or oil (6). On the other hand, methane (CH 4 ), the prime constituent of natural gas, is itself a more potent GHG than carbon dioxide (CO 2 ); CH 4 leakage from the production, transportation and use of natural gas can offset benefits from fuel-switching.The climatic effect of replacing other fossil fuels with natural gas varies widely by sector (e.g., electricity generation or transportation) and by the fuel being replaced (e.g., coal, gasoline, or diesel fuel), distinctions that have been largely lacking in the policy debate. Estimates of the net climate implications of fuel-switching strategies should be based on complete fuel cycles (e.g., "wellto-wheels") and account for changes in emissions of relevant radiative forcing agents. Epidemiological studies consistently link ambient concentrations of particulate matter (PM) to negative health impacts, including asthma, heart attacks, hospital admissions, and premature mortality. We model ambient PM concentrations from oceangoing ships using two geospatial emissions inventories and two global aerosol models. We estimate global and regional mortalities by applying ambient PM increases due to ships to cardiopulmonary and lung cancer concentrationrisk functions and population models. Our results indicate that shipping-related PM emissions are responsible for approximately 60,000 cardiopulmonary and lung cancer deaths annually, with most deaths occurring near coastlines in Europe, East Asia, and South Asia. Under current regulation and with the expected growth in shipping activity, we estimate that annual mortalities could increase by 40% by 2012.
Abstract. This paper presents 5 km×5 km Arctic emissions inventories of important greenhouse gases, black carbon and other pollutants under existing and future (2050) scenarios that account for growth of shipping in the region, potential diversion traffic through emerging routes, and possible emissions control measures. These high-resolution, geospatial emissions inventories for shipping can be used to evaluate Arctic climate sensitivity to black carbon (a short-lived climate forcing pollutant especially effective in accelerating the melting of ice and snow), aerosols, and gaseous emissions including carbon dioxide. We quantify ship emissions scenarios which are expected to increase as declining sea ice coverage due to climate change allows for increased shipping activity in the Arctic. A first-order calculation of global warming potential due to 2030 emissions in the highgrowth scenario suggests that short-lived forcing of ∼4.5 gigagrams of black carbon from Arctic shipping may increase global warming potential due to Arctic ships' CO 2 emissions (∼42 000 gigagrams) by some 17% to 78%. The paper also presents maximum feasible reduction scenarios for black carbon in particular. These emissions reduction scenarios will enable scientists and policymakers to evaluate the efficacy and benefits of technological controls for black carbon, and other pollutants from ships.
We evaluate public health and climate impacts of low-sulphur fuels in global shipping. Using high-resolution emissions inventories, integrated atmospheric models, and health risk functions, we assess ship-related PM2.5 pollution impacts in 2020 with and without the use of low-sulphur fuels. Cleaner marine fuels will reduce ship-related premature mortality and morbidity by 34 and 54%, respectively, representing a ~ 2.6% global reduction in PM2.5 cardiovascular and lung cancer deaths and a ~3.6% global reduction in childhood asthma. Despite these reductions, low-sulphur marine fuels will still account for ~250k deaths and ~6.4 M childhood asthma cases annually, and more stringent standards beyond 2020 may provide additional health benefits. Lower sulphur fuels also reduce radiative cooling from ship aerosols by ~80%, equating to a ~3% increase in current estimates of total anthropogenic forcing. Therefore, stronger international shipping policies may need to achieve climate and health targets by jointly reducing greenhouse gases and air pollution.
Concerns about health effects due to emissions from ships have magnified international policy debate regarding low-sulfur fuel mandates for marine fuel. Policy discussions center on setting sulfur content levels and the geographic specification of low-sulfur fuel use. We quantify changes in premature mortality due to emissions from ships under several sulfur emissions control scenarios. We compare a 2012 No Control scenario (assuming 2.7% or 27 000 ppm S) with three emissions control scenarios. Two control scenarios represent cases where marine fuel is limited to 0.5% S (5000 ppm) and 0.1% S (1000 ppm) content, respectively, within 200 nautical miles of coastal areas. The third control scenario represents a global limit of 0.5% S. We apply the global climate model ECHAM5/MESSy1-MADE to geospatial emissions inventories to determine worldwide concentrations of particular matter (PM 2.5 ) from oceangoing vessels. Using those PM 2.5 concentrations in cardiopulmonary and lung cancer concentration-risk functions and population models, we estimate annual premature mortality. Without control, our central estimate is approximately 87 000 premature deaths annually in 2012. Coastal area control scenarios reduce premature deaths by ∼33 500 for the 0.5% case and ∼43 500 for the 0.1% case. Where fuel sulfur content is reduced globally to 0.5% S, premature deaths are reduced by ∼41 200. These results provide important support that global health benefits are associated with low-sulfur marine fuels, and allow for relative comparison of the benefits of alternative control strategies.
We apply the global climate model ECHAM5/MESSy1-MADE with detailed aerosol and cloud microphysics to study the impact of shipping on tropospheric aerosol burdens, clouds, and the radiation budget for four near-future ship emission policy scenarios for the year 2012. We compare a "No Control" scenario with global sulfur limits and regionally applied reductions. We show that, if no control measures are taken, near surface sulfate increases by about 10-20% over the main transoceanic shipping routes from 2002 to 2012. A reduction of the maximum fuel sulfur (S) content allowed within 200 nautical miles of coastal areas ("global emission control areas") to 0.5% or 0.1% (5000 or 1000 ppm S, respectively) results in a distinctive reduction in near surface sulfate from shipping in coastal regions compared with the year 2002. The model results also show that if emissions of nitrogen oxides (NO x ) remain unabated, a reduction of the fuel sulfur content favors a strong increase in aerosol nitrate (NO 3 ) which could counteract up to 20% of the decrease in sulfate mass achieved by sulfur emission reductions. The most important impact of shipping on the radiation budget is related to the modification of low maritime stratus clouds resulting in an increased reflectivity and enhanced shortwave cloud forcing. The direct aerosol effect from shipping is small. Our study shows that one can expect a less negative (less cooling) radiative forcing due to reductions in the current fuel sulfur content of ocean-going ships. The global annual average net cloud forcings due to shipping (year 2012) are in the range of -0.27 to -0.58 W/m 2 with regional cooling occurring most over the remote oceans.
