Main purpose of this paper is to review and synthesize the attributes of loose and tight coupling in educational organizations. In addition, it is aimed to determine whether this phenomenon has value and strategies to offer for the current educational administration and research. Integrative literature review, and content analysis, assisted by Atlas.ti software, were used as the methods of this paper. Review data included 32 articles from peer reviewed journals.In the findings, conceptual framework of Continuum of organizational couplings in educational organizations was generated. Elements of the framework include the features of coupling concepts within the continuum, components of couplings, contributory types of organizational couplings, and the elements of leadership and change process with emerging strategies, as well as the element of cultural context. In this paper, elements of continuum of couplings and leadership will be emphasized. Findings of this paper have practical implications for the management and leadership in educational organizations, and for the researchers in the field for future research purposes. In addition, findings have social implications for both teaching staff and administration in educational organizations by highlighting the attributes of loose and tight coupling, and their connections with leadership, change process and cultural context. The paper presents a distinctive synopsis of the educational administration literature, in the context of loose and tight coupling, with the time span of four decades.
In educational organizations, the teaching staff has traditionally had a lot of influence on the content of their work and the pedagogy. Within the last two decades, changes in educational organizations can be defined as the shift from this administrative loose coupling toward tight, more managerial coupling. This study utilizes a qualitatively driven mixed-method approach and seeks to determine the potential connection between the loosely, tightly, or simultaneously coupled administrative style and the experience of professional agency of teaching staff in Finnish higher education institutions. The data was gathered through semi-structured thematic interviews and a quantitative survey from 21 informants. The findings revealed that all three administrative styles had both benefits and challenges for the interviewee's experience of professional agency but with the emphasis on challenges from the tightly coupled features. The results highlight the potential connection with the expert organization's administrative style and the organization's most valuable asset: a motivated and committed staff.
Tässä tutkimuspuheenvuorossa kuvaamme ilmiöpöytäprosessia menetelmällisenä kokeiluna edistää tutkimuksen ja päätöksenteon vuorovaikutusta. Ilmiöpöytäprosessi on innovatiivinen tiedeviestinnän menetelmä monimutkaisen ilmiön haltuun ottamiseksi dialogin keinoin. Itsenäisyyden juhlavuoden lastensäätiö Itla järjesti syksyn 2021 ja kevään 2022 aikana kolme ilmiöpöytäkeskustelua, jotka käsittelivät perhetaustan ja koulutuksen yhteyksiä. Tavoitteemme oli syntetisoida ja välittää aiheen tutkimustietoa yhdistämällä ilmiöpöydistä saatua asiantuntijatietoa ja systemaattista tiedonhakua. Tarkastelemme tässä puheenvuorossa dialogin käsitettä ja tiedon selväksi tekemisen merkitystä tiedeviestinnän näkökulmasta sekä ilmiöpöytäprosessimenetelmän mahdollisuuksia, haasteita ja kehityskohtia. Keskustelemme siitä, miten tutkijat, ammattilaiset ja päättäjät voivat hyötyä dialogisesta prosessista ja miten ilmiöpohjainen lähestymistapa edistää tiedon jalostumista ja hyödyntämistä päätöksenteon tukena sekä lisää tiedonvaihtoa eri ryhmien välillä. Lopuksi pohdimme, miten ilmiöpöytäprosessi huomioi erilaiset tiedonintressit ilmiön diagnosoinnista sen ratkaisemiseen ja miten se tekee näkyväksi tutkimuksen ja käytännön vuoropuhelun puutteen. Tapaustutkimuksen keskeisenä löydöksenä ovat ammattilaisten, päätöksentekijöiden ja tutkijoiden ilmaisema halu avoimeen ja tasevertaiseen dialogiin yksisuuntaisten viestien sijaan sekä dialogisten kanavien puute ammattilaisten, tutkijoiden ja päättäjien välillä. Päätöksentekijöille dialogisten menetelmien käyttö, kuten ilmiöpöytäprosessi, tarjoaa syntetisoidun tutkimustiedon lisäksi mahdollisuuden rikastaa ymmärrystä kompleksisista ilmiöistä.
Monialaisia ohjauspalveluita perustellaan niiden myönteisillä vaikutuksilla asiakkaisiin, työntekijöihin ja mukana oleviin palveluntuottajiin, mutta monialaista ohjausta koskeva empiirinen ja teoreettinen tutkimusnäyttö on toistaiseksi vähäistä. Tarkastelemme artikkelissamme sitä, miten eri tavoin monialaista ohjausta toteutetaan toiminnan tasolla. Aineiston muodostaa vuosina 2018–2019 kerätty havainnointiaineisto nuorten ohjaus- ja neuvontapalveluja tuottavan Ohjaamon ohjaustilanteista (n = 68). Kysymme, millaisiin erilaisiin tekoihin monialainen ohjaus jäsentyy ohjauksen työmuodon ja ammatillisten toimintatapojen perusteella, joita olivat ohjaajien lukumäärä, ohjauksen tavoite, ohjauksen työmuoto, ohjaustilanteen kesto, ohjauksen aikaperspektiivi ja tieto-, neuvonta- ja ohjaus (TNO)-jakauma. Twostep-klusterianalyysin tuloksena aineistosta tunnistettiin kolme erilaista ohjauksen tekoa, jotka nimettiin 1) pitkäkestoiseksi monialaiseksi ohjaukseksi, 2) jäsentymättömäksi toisen osaamista hyödyntäväksi yksilöohjaukseksi ja 3) lyhytkestoiseksi työllisyysasioinniksi. Havainnointien perusteella 43 prosenttia tutkituista ohjaustilanteista sijoittui ohjauksen tekoon ”lyhytkestoinen työllisyysasiointi”, jossa ei ilmennyt monialaisuutta. Tulokset tuovat uutta empiiristä tietoa ohjauksen työmuotojen ja ammatillisten toimintatapojen hyödyntämisestä monialaisessa ohjauspalvelussa. Lisäksi tulokset nostavat esiin uuden näkökulman: monialaisen ohjauspalvelun ohjaustilanteet eivät useinkaan rakennu monialaisesti.
