The smart society is a global movement that is highlighted in line with digital technology advances. Most studies of the smart society focus on the use of technology to aid human activities, especially in urban areas. Yet, the study on how technology impacts rural communities is still limited. As such, this paper provides an understanding of the smart society in a rural development context by examining the role of digital technology.The study applied qualitative research methods to understand the complexity ofan empirical study and used in-depth interviews with key informants. Then, a qualitative content analysis method was used by analysing communication systematically and objectively. The study found that the rural community was able to access and utilize external resources to provide added value to the community. Moreover, interactions between the rural and urban communities generated ideas through a learning process. One of these ideas was the application of digital technology to stimulate the social and economic development of rural communities. Digital technology was used to promote the potential of the village and facilitate the community in preserving local culture. Regardless, rural communities still have limited skills in usingand developing this technology independently.

Abstract. Bandung District as one of the rice-producing areas in West Java has a strong interest in maintaining rice field. However, the land conversion of rice field in the Bandung District continues to occur with various factors. This study aims to identify the elements that make up the structure of the phenomenon and the linkages between these elements which lead to the conversion of rice fields and recommend some policy alternatives that are useful for efforts to control the conversion of rice field. In order to achieve the stated goals, this study uses system dynamics which is one method of thinking system that could see the integral part of various aspects and structurally enable to explain the phenomenon of land conversion occurence. This study determines 4 scenarios consists of a basic scenario, rice field cropping intensity scenarios (RFCI), necessity standard of land settlement scenarios (NSLS), and food diversification scenarios (FD). The final result of this study states that the necessity standard of land settlement scenarios resulted in a decrease in the rate of land conversion is smaller and the rice stock inventory is more stable compared to other scenarios. Under these conditions, policies that support the above scenario should be established, namely the policy of land-saving settlement development and establishment of sustainable rice field.
This paper explains the innovation in village development through the integration of green infrastructure development and local culture. In the rural development discourse, culture is explained as a factor that is able to bring solidarity and a shared desire in encouraging rural development. Much research describes innovation but examines the green development and local culture separately. This study aims to explore how the application of green development in the village with its cultural uniqueness as an innovation for environmental sustainability. In order to understand the complexity, we used a qualitative research in a single case study approach and applying an in-depth interview with the key informants. Then, the qualitative content analysis method is used by studying and analyzing communication systematically and objectively to the messages. We found that the culture behind the implementation of green development. The material and process of building cultural infrastructure emphasize the preservation of the surrounding natural environment. This innovation survives as an effort to preserve the environment and develops as an educational and cultural tourist attraction in rural development Thus, environmental sustainability is able to realize by innovating in infrastructure development that is integrated with the culture of the community.
