Decisions on environmental issues are complex and multidimensional as they represent multiple interests and values. Nevertheless, the ability of participatory multi-criteria methodologies to deal with this kind of problem is widely acknowledged. Traditionally, multi-criteria methods have focused more on technical issues than on the representation of participants' preferences. In participatory processes there are questions such as who establishes the mechanisms of participation, in what terms these processes are developed and who is going to participate, which are determining factors that have not been sufficiently studied in multi-criteria analysis. This paper, in order to shed light on this gap, aims to compare the creation of social preferences under two different participatory approaches. For this purpose, two different participatory approaches are compared. On the one hand, applying the social multi-criteria evaluation (SMCE) method, a deliberative process is developed following the principles of deliberative democracy. On the other hand, an aggregation process of individual preferences has been developed based on information collected through surveys. Both approaches have advantages as well as constraints. Our main finding is that the information obtained through the different participatory methods is different and complementary. Therefore, we can state that both participatory methods can be enriching assessment processes.
Green Infrastructure (GI) has gained importance in recent years as it has been revealed as an essential piece to face the environmental problem generated by the incessant growth of urbanization, loss of biodiversity, and climate change. In this vein, the results of a research aimed at investigating the challenges posed by the implementation of the GI in the usual compact urban spaces in the cities of the Mediterranean area are presented, based on the analysis of indicators on green spaces in the Spanish city of Pamplona. A comparative analysis of the indicators (green spaces and trees) in the city’s neighbourhoods using GIS tools reveals the high intra-urban inequalities as well as the existence of, particularly, underfunded areas. The morphological analysis of one of the underfunded spaces (La Milagrosa neighbourhood) also shows that the narrowness of the road and the shortage of green spaces constitute obstacles that must be addressed from the planning tools of the GI. The results allow us to reflect on the importance of the scale of analysis in the planning processes of the UGI (Urban Green Infrastructure) and on neighbourhood the suitability of Nature-based Solutions (NbS) as an alternative for the design and implementation of the UGI.
The paper sets out the results of a teaching experience that arose from the interdisciplinary collaboration of a group of landscape experts. The implementation of active teaching-learning methodologies (service-learning and problem-based learning) and the participation in the course of institutional and social agents adn the citizens of the studied area (participatory urbanism) generated a teaching environment close to the actual practice of the profession and produced satisfactory results for all parties involved. Conceptual and methodological tools already classic (sustainability or project learning) were combined with more recent tools in the classroom (collaboration with other agents, public participation, service-learning). This combination made it possible to form a transversal, creative and strategic didactic universe. The results, evaluated based on student work and satisfaction surveys, allow us to talk about a successful experience, while suggesting aspects that can be further thought and improved.
Komunikazio honek hiru ikerketa-proiekturen eskema metodologikoa eta emaitzak azaltzen ditu. Horietako bat, Arabako Foru Aldundiarekin sinatutako hitzarmenaren babesean, ‘paisaiaren katalogoak’ deritzenak lantzeko metodologia-aukerak miatzera, eta Arabako Lautadako katalogoa egitera bideratutadago. Bigarrena, berriz, “Euskal Autonomia Erkidegoko natura-balio handiko nekazaritza-espazioen balorazio paisajistikoa, ingurumenekoa eta sozioekonomikoa. (GIU10/07)” izenekoa da. Hirugarrenak, parte hartze prozesuei baita gobernanza-delakoari buruzko eskarmentuak jasotzen ditu (GOBEFTERCSO2012-3696). Hiruretan, helburua da paisaia babesteko, kudeatzeko eta antolatzeko, eta lurraldepolitika garatzeko tresnak lantzeko informazio baliagarria lortzea eta lantzea, bereziki ekonomia-, gizarte-, ingurumen- eta lurralde-eraldaketa sakona pairatzen ari diren nekazaritza-eremuetarako. Arabako Lautadaren azterlanean, paisaia baloratzeko metodologia integrala eta adostua erabili da, herritarren partaidetza-mekanismoen bitartez.
