Kata kunci: Implementasi Kebijakan, BKL, Ketahanan Keluarga ABSTRACTThe COVID-19 pandemic has brought about many significant changes, including the question and health system. One of the references for the policy direction of the Ministry of Health of the Republic of Indonesia is the continuity in the implementation of a health service approach that applies at all stages of the human life cycle from in the womb to old adulthood (elderly). This study aims to determine the implementation of the Elderly Family Development program based on George C. Edward III's theory in increasing family resilience during the COVID-19 Pandemic. The method used is a literature review through analysis of articles relevant to the research topic with a publishing range of 2012-2022. The database used to collect literature is Google Scholar with the keywords "policy implementation", "BKL" and "family resilience". Researchers found as many as 1,780 articles which were then included into 7 relevant articles. From the seven articles, it can be seen that the Elderly Family Development (BKL) program in Indonesia experienced a significant decrease in participation and performance. Nevertheless, the BKL program can still run in several parts of Indonesia because it has a good attitude of implementers so that limited resources and other factors can be overcome. In the field, a series of BKL activities are carried out in various social, physical, health screening activities, and so on. Thus, if the role of BKL can be maximized, then family resilience will increase, especially during the COVID-19 pandemic. Keywords: Policy Implementation, BKL, Family Resilience
