Cet article est un guide critique (et non seulement descriptif) des fake news . Il retrace l’historique du terme, tout d’abord dans les émissions satiriques américaines, puis sa transformation en un des éléments de la « post-vérité ». Les fakes news sont fabriquées (sans le moindre humour) comme des armes stratégiques de tromperie (y compris dans le domaine géopolitique). Le phénomène des fake news a des implications extrêmement dangereuses pour la démocratie contemporaine.
Résumé Il y a deux décennies, l’Australie se trouvait à la pointe des réformes liées à la nouvelle gestion publique ( ngp ) : les ministères furent restructurés, la concurrence fut renforcée ou introduite dans les services publics et de nombreuses prestations furent externalisées alors que les réformateurs s’appliquaient à introduire les principes du secteur privé dans le secteur public. Cet article analyse l’impact de la philosophie de la ngp sur les arrangements institutionnels au sein de l’administration fédérale australienne. Il examine également une importante enquête sur le service public australien, publiée en 2010, afin de déterminer si la ngp demeure la pensée dominante. Il constate en conclusion que si les bases des réformes qu’elle a introduites restent fondamentalement en place, l’orthodoxie de celle-ci est progressivement sapée par de nouvelles manières de penser l’administration publique.
Alors que la récente crise économique et financière a refaçonné l’ordre institutionnel de la gouvernance économique de l’Union européenne, le rôle de la Commission est remis en question. Cette dernière est, en général, présentée sur le déclin, mais les auteurs avancent ici une perspective plus nuancée. Sa capacité à déterminer les priorités de l’Union s’est en effet affaiblie à cause du leadership croissant du Conseil européen ; pourtant, la mise en œuvre d’une grande majorité de décisions concernant la gouvernance économique dépend toujours de l’exécutif de l’Union. Le rôle de la Commission, armée de compétences plus conséquentes en matière d’exécution, est peut-être moins visible, mais certainement pas moins important.
